Head of the Central Propaganda Department Nguyen Trong Nghia pointed out the need to perfect specific and appropriate mechanisms and policies and study and amend the working age to suit the activities of intellectuals.

Regarding viewpoints, Mr. Nghia emphasized that the central government defines the intellectual team as a workforce with high intellectual qualifications, deep expertise in a field, and the ability to think independently and creatively.

This is a force rich in patriotism, morality and revolutionary ideals, attached to the Party, State and nation; a force with an important role in the alliance of the working class and peasantry under the leadership of the Party.

Responsible for pioneering, creating high-quality spiritual and material products for society, being a special resource in developing knowledge economy , industrialization, modernization, international integration and developing advanced Vietnamese culture, imbued with national identity.

Along with that, the Party Central Committee clearly stated the viewpoint that building a strong and comprehensive intellectual team is an investment in building and fostering "national vitality" and sustainable development; it is the responsibility of the Party, State, political system and society.

Focus on developing the Vietnamese intellectual community both at home and abroad, with breakthrough mechanisms and policies to attract and employ intellectuals, especially elite intellectuals, leading experts and talents of the country; pay attention to training and fostering the next generation of young intellectuals .

Mr. Nghia emphasized that the resolution has set out important goals for developing the intellectual community by 2030, with a vision to 2045.

At the same time, promptly discover domestic talents and Vietnamese people abroad; have preferential and breakthrough mechanisms and policies in attracting, training, fostering, promoting and rewarding talents, especially recruitment policies, salaries, and creating a working environment.

Focus on good scientists with high professional qualifications, capable of presiding over especially important scientific and technological tasks, leading experts, prestigious intellectuals, with achievements and contributions in important sectors and fields, and strategic advisory agencies.

He pointed out the need to strengthen state management, perfect the legal system, mechanisms and policies for intellectuals. Such as perfecting specific mechanisms and policies suitable for the activities of intellectuals.

Promote decentralization and delegation of power towards increasing autonomy and self-responsibility of scientific and technological organizations and higher education institutions in appointing leaders and scientific positions; research and amend working age to suit the activities of intellectuals.

Innovate and improve the effectiveness of assessment and recognition of scientific titles; review and perfect the system of state awards, industry and field awards and other honor policies for intellectuals.

Along with that, strengthen the role of state management in effectively organizing the implementation of policies and laws.

Support and facilitate the development of intellectuals, strictly handle violations of guidelines, policies, and laws in building intellectuals.
