On the morning of April 9, comrade Nguyen Anh Tuan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired a meeting on the Plan to resolve a number of complicated and prolonged cases in the province and to implement a number of central directives on citizen reception, complaint and denunciation settlement. Conference Overview

At the meeting, delegates exchanged, discussed and clarified the causes of complicated and prolonged complaints in the province in the past time, and pointed out directions and solutions for handling and resolving them in the coming time.

Concluding the Conference, the Provincial Party Secretary requested: Agencies, units, heads of Party committees and authorities at all levels thoroughly grasp and seriously implement Conclusion No. 107, dated December 24, 2024 of the 13th Politburo on continuing to implement Directive No. 35, dated May 26, 2014 of the 11th Politburo on strengthening the Party's leadership in receiving citizens and handling complaints and denunciations; Conclusion of General Secretary To Lam in Notice No. 142, dated March 20, 2025 of the Central Party Office; Plan issued with Decision No. 44, dated March 28, 2025 of the Prime Minister; Plan No. 96, dated March 28, 2025 of the Government Inspectorate .

The Provincial Party Standing Committee issued a Plan and focused on directing the resolution of 09 complicated and prolonged complaints. Regularly direct the review, grasp the situation, classify each case, synchronously implement measures to resolve complaints, denunciations, recommendations, and reflections right from the grassroots level, minimizing the occurrence of new cases to the province and the central level. In cases where local citizens gather in large numbers at the headquarters of provincial agencies or file complaints to the central level, especially during the time of National Assembly sessions, Party Congresses, and important political events, the head of the Party Committee and the government must be responsible for receiving and resolving them. Any locality that is irresponsible, allowing mass complaints to occur, allowing "hot spots" of security and order to arise, the head of that local Party Committee and government must be responsible.

The Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Internal Affairs Committee, and the Provincial Inspectorate strengthen inspection, supervision, review, and handling of responsibilities for leaders regarding the responsibility of receiving citizens and resolving complaints and denunciations, ensuring that the Party's regulations, policies, and laws of the State in this field must be seriously and substantially implemented; The Provincial Party Committee and People's Committee direct the Provincial Inspectorate and relevant agencies to strengthen coordination between Bac Ninh province and the Central Citizen Reception Committee, relevant units of the Government Inspectorate to promptly grasp cases of citizens filing complaints at higher levels, cases of citizens repeatedly bringing them to the Central level for timely handling and resolution; The Provincial Police Party Committee directs the police forces at all levels to continue to grasp the security and order situation related to complaints and denunciations. Effectively fight against the plots and activities of hostile and reactionary forces that take advantage of complaints and denunciations to sabotage the Party and the State; The Provincial Party Committee's Internal Affairs Committee coordinates with the Provincial Inspectorate to monitor and urge the implementation of the direction of the Provincial Party Committee's Standing Committee and update the situation and implementation results to report to superiors according to regulations./.
