High quality human resources - the foundation for modern healthcare

In 2023, the People's Council of Quang Ninh province issued Resolution No. 28/NQ-HDND dated December 7, 2023 on "Regulations on a number of policies to attract doctors to work at public health facilities in Quang Ninh province in the period of 2024-2025". Accordingly, the province aims to attract at least 298 doctors by the end of 2025, with financial support of up to 750 million VND/person, depending on qualifications and working location. This is considered one of the policies with the largest scale and highest level of support in the country, demonstrating the province's great determination in the sustainable health development strategy, following the philosophy: Keeping talented people at the grassroots level, bringing high-quality services closer to the people.

After implementation, the policy has shown remarkable effectiveness. To date, the province has attracted 64 doctors, most of whom are young, well-qualified, and willing to commit long-term. From provincial hospitals to remote medical centers, all units have been provided with new resources, deployed more specialized techniques, creating trust for people in on-site medical examination and treatment.

Quang Ninh Lung Hospital attracts many young qualified doctors to work, contributing to improving the quality of medical examination and treatment for the people.

Quang Ninh Lung Hospital is one of the typical units in implementing Resolution 28. Recently, the province has invested hundreds of billions of VND in the hospital to increase its scale to 330 beds, and at the same time equipping it with a series of modern equipment such as 128-row CT scanner, bronchoscopy, molecular biology testing system, application of artificial intelligence (AI) in image diagnosis... However, to promote investment efficiency, the decisive factor is still human resources. According to the assigned target, the hospital recruited 56 doctors, including 12 level I specialists and 44 regular general practitioners. As early as January 2024, the hospital held a ceremony to hand over support money to the first 8 doctors, with a total cost of up to 3 billion VND.

“As a young doctor, I really appreciate the working environment here - having access to modern equipment, having the opportunity to learn and contribute. The province's attraction policy is the motivation for me to decide to stay in Quang Ninh for a long time. Here, I not only develop my expertise, but also accompany my colleagues in improving the quality of treatment, bringing hope to many patients", shared Dr. Le Hoang Ky Anh, Department of Surgery, Quang Ninh Lung Hospital.

Not only at the provincial level, in remote, mountainous and island areas, the policy of attracting high-quality doctors is also bringing positive results. Since June 2024, Dam Ha District Medical Center has welcomed Master, Doctor Pham Huy Phuc, who used to work at major hospitals. Immediately after taking up the task, Doctor Phuc and his colleagues successfully performed many complex surgical techniques such as femur and forearm fusion, helping patients receive treatment right at the local level.

The effectiveness of the policy is not only reflected in the number of doctors attracted, but also confirmed by the satisfaction of local people, who are directly benefiting from the results. Ms. Vu Thi Toan, Quang Tan commune, Dam Ha district, shared: “Previously, people who went to the forest or farm and unfortunately fell and got injured often had to go to the provincial level, but now, being operated on right at the district medical center is both reassuring and much less expensive. We feel that we are cared for and looked after better.”

The Provincial General Hospital and the Vietnam - Sweden Uong Bi Hospital have successfully implemented artificial kidney transplantation techniques.

According to statistics, up to now, the whole province has attracted 64 doctors according to Resolution 28, including 8 doctors working at specialized hospitals, 49 doctors working at district-level health centers and 8 general practitioners working at commune health stations in mountainous and island areas. Thanks to that, the rate of patients having to be transferred to higher levels has decreased sharply, and the quality of on-site treatment has been significantly improved.

This is not only a testament to the effectiveness of a correct policy, but also a strategic step of Quang Ninh province in the roadmap to build a modern, specialized healthcare system covering the entire population. Each doctor returning to work in Quang Ninh today not only brings with him knowledge and professional experience, but also carries the mission of contributing to a solid, humane, and modern healthcare system - serving the people right in their homeland.

From provincial to communal levels, from urban to island levels, appropriate and correct policies are gradually realizing the aspiration of building Quang Ninh into a leading specialized medical center in the Northeast region.
