Many breakthrough policies accelerate the construction progress of the North-South high-speed railway

Director of Vietnam Railway Authority Tran Thien Canh said that the Ministry of Construction has submitted 24 policies to the Government, including two important pillars to create financial impetus for the projects: the mechanism for exploiting land funds along the route and developing supporting industries.

At the same time, there are 6 policies adjusted related to capital allocation and time, construction management. In which, the new policy group proposes to allow the use of tax-free ODA capital for some specific technical services, and expand international cooperation.

Another landmark change is the empowerment of technical decisions at the construction site to consulting engineers, especially foreign experts, instead of having to wait for step-by-step approval from the investor. This mechanism helps increase quick response, especially when dealing with unexpected situations, steel structures or special materials.

The Ministry of Construction also proposed applying a flexible contract type "based on actual work and adjusted unit price" to minimize the risk of disputes. This is a lesson learned from large projects such as Long Thanh Airport or Hanoi Metro Line 3. Another policy of interest is to exempt those who dare to think and dare to do from liability.

Information from the seminar said that in order for private enterprises to actively participate in the project, the bidding packages will be designed reasonably, both open to Vietnamese enterprises and in compliance with international standards and legal regulations on bidding.

Domestic enterprises expressed their desire for the State to provide incentives in terms of land, taxes and credit when investing in the construction of concrete component production facilities and railway equipment manufacturing workshops; design technology transfer policies, support human resource training in EPC and PPP contracts...
