According to the report, after receiving the complaint related to the settlement of the dossier for granting the Certificate of house and land use rights of the City Land Registration Office for 04 enterprises including: Phu My Hung Development Company Limited, Biotechnology and Medical Equipment Factory Company Limited, SIS Vietnam International Stroke Services Joint Stock Company and Saigon Infrastructure Development Joint Stock Company, the Inspectorate of the Department of Natural Resources and Environment (now the Inspectorate of the Department of Agriculture and Environment) invited the above enterprises to work. However, Biotechnology and Medical Equipment Factory Company Limited did not come.
At the working sessions, the Department Inspectorate recorded the opinions of businesses with complaints.
At the meeting, Phu My Hung Development Company Limited and SIS Vietnam International Stroke Services Joint Stock Company both confirmed that they did not participate in signing the complaint, and said that they did not encounter any difficulties or harassment during the process of carrying out the procedures for granting the Certificate. The businesses said that they were instructed to submit their applications online and were actively supported by the land registration agency.
The Department of Agriculture and Environment said that some files were delayed due to many objective reasons. For example, the file to issue a Certificate for home buyers at the Happy Valley R12 project of Phu My Hung Company was submitted on March 30, 2023, and was not completed until November 8, 2024 because this is one of 37 projects that Phu My Hung Development Company is submitting files to issue Certificates for home buyers; At the same time, some projects on the 63-hectare land area are still stuck with financial obligations, so the tax authority has temporarily stopped calculating the registration fee, leading to the Land Registration Office having to review each group of eligible and ineligible for issuance of certificates.
Similarly, the files of Biotechnology and Medical Equipment Factory Company Limited and SIS Vietnam JSC are both awaiting opinions from the authorities or have not yet completed financial obligations, while the files of Always Company Limited in Tan Thuan Export Processing Zone were previously reviewed due to the delay in putting the land into use. Only when the enterprise completed construction and accepted the project, the files were updated with transfer registration information.
The Department of Agriculture and Environment also stated that in 2023-2024, the City Land Registration Office must receive and process a large volume of documents related to inspection and investigation conclusions, including many documents requesting to maintain the legal status and suspend real estate transactions related to major cases, significantly affecting the overall settlement progress. Along with that, the number of officials quitting, rotating jobs, staff shortages, and fear of responsibility have caused some documents to be delayed.
To overcome the above situation, the Director of the Department of Agriculture and Environment directed the City Land Registration Office to urgently review, compile statistics, and make a plan to completely resolve the backlog of records before June 30, 2025; at the same time, promote administrative procedure reform, apply information technology, and connect databases between the natural resources sector and the tax sector to reduce the time for processing records. The City Land Registration Office aims to resolve 38,000 records of granting Certificates to home buyers in 2025 according to the issued plan.
