On May 9, the People's Committee of Quang Tri province announced that it had issued a document to departments, branches and localities requesting them to speed up the progress and complete the Basic Infrastructure Project for Comprehensive Development of Nghe An, Ha Tinh, Quang Binh and Quang Tri Provinces - Quang Tri Province Sub-Project (BIIG2). This is a project using ADB loans.

In March, the ADB Country Director in Vietnam sent a letter to the Quang Tri Provincial People's Committee, expressing his opinion on the progress of the BIIG2 Project. ADB expressed concern that among the ADB-funded sub-projects, there were 5 sub-projects with a very high risk of not being completed before the loan agreement ends on September 30. ADB affirmed that it would not accept payment for any expenses incurred after the loan end date.
The 5 sub-projects are Hung Vuong Road Project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone; Upgrading the sidewalk of Hung Vuong Street, Dong Ha City; Traffic route connecting Cua Viet Port with the eastern communes of Trieu Phong - Hai Lang District; Upgrading and renovating the inter-commune traffic route Huong Tan - Huong Linh (Huong Hoa District); Upgrading and renovating provincial road DT.579 connecting with Cam Lo - La Son Expressway.
Quang Tri Provincial People's Committee said that the remaining time to complete ADB loan sub-projects is not much, while the unimplemented volume is still quite large. Quang Tri has requested localities and related units to urgently remove bottlenecks, complete site clearance, allocate budget capital, appraise construction drawings and designs, and implement investment according to the set plan.
The Quang Tri Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to take full responsibility for the management and implementation of the BIIG2 Project. This project has a total investment of nearly 49 million USD, of which the ADB loan is more than 33 million USD and the counterpart capital is more than 15.5 million USD.
