On the morning of May 6, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the May meeting (first time) of the Provincial People's Committee.
According to the draft report of the Provincial People's Committee, in the first 4 months of the year, despite facing many difficulties and challenges, departments, branches and localities have closely followed the direction of the Central Government, the Provincial Party Committee and the Provincial People's Committee; focusing on implementing the task of rearranging administrative units, while organizing the synchronous and effective implementation of socio-economic development solutions. Therefore, the socio-economic situation of the province continues to maintain stability and achieve positive results.
Some industries and sectors continued to grow positively. Typically, industrial production is estimated to increase by 13.5% over the same period last year . Some large-scale industries with high growth rates have a great impact on the overall growth of the whole industry, such as: electrical equipment production increased by 45.5%; electronic products production increased by 22.9%; motor vehicle production increased by 14.8%...
Total retail sales and consumer service revenue in the first four months of the year is estimated at VND37,370 billion, up 17.2% over the same period last year; export value is estimated at USD3,376.3 million, up 12.6%...
Budget revenue continued to increase, total revenue in the first 4 months of the year reached 12,490.7 billion VND. Of which, domestic revenue reached 11,715.113 billion VND, equal to 40.5% of the estimate. Many revenue items increased compared to the same period last year such as non-state revenue (up 49%), land use fee (up 48%), revenue from FDI (up 9%).
In addition to the achieved results, the implementation of the province's socio-economic development tasks still has some limitations such as electricity production and distribution activities have not met the targets according to the set scenario, the progress of site clearance, land handover and implementation of some important investment projects of the province is still slow, affecting the progress of public investment disbursement and reducing the total social investment capital.
On behalf of the Party Committee and leaders of the Provincial People's Committee, Chairman of the Provincial People's Committee Le Ngoc Chau commended the efforts and sense of responsibility of departments, branches and localities in the past time, typically the Department of Home Affairs, Construction, Office of the Provincial People's Committee and the localities of Nam Sach, Tu Ky and Gia Loc.
In the coming time, the Chairman of the Provincial People's Committee emphasized that Hai Duong will continue to lead and direct the implementation of three tasks at the same time. That is, continuing to manage socio-economic development in the area to reach at least 10.2% according to the target assigned by the Government; implementing the merger of administrative units, arranging and assigning cadres according to the direction of the Central Committee and the Resolution of the National Assembly; preparing well all aspects of work to successfully organize the Party Congresses at all levels for the 2025-2030 term.
Regarding the task of focusing on completing the socio-economic development targets for the second quarter and the first 6 months of 2025, the Chairman of the Provincial People's Committee requested departments, branches and localities to proactively review, update and adjust the economic growth scenario and the scenario of the province's public investment disbursement progress accordingly and ensure the double-digit growth target according to the direction of the Central Government, striving to achieve 12% growth. Clearly identify the low targets that have not been achieved according to the scenario; analyze, find out the causes and propose solutions to overcome them, ensuring the completion of the assigned goals and tasks in the province's growth scenario.
The Department of Finance shall preside over and advise the Provincial People's Committee on plans to organize the handover and reception of programs, tasks, projects, and public investment plans during the process of arranging and perfecting the organization of the two-level local government apparatus, ensuring no interruption or omission of tasks; report to the Provincial People's Committee before May 30, 2025.
The Department of Finance urgently completes the review and reports on the medium-term public investment plan for 2026 - 2030. Take the lead and coordinate with the Provincial Construction Investment Project Management Board and localities to review and advise the Provincial People's Committee to adjust Plan No. 165/KH-UBND on the progress of public investment disbursement in 2025. Take the lead and coordinate with the Department of Home Affairs, the Department of Construction and relevant departments and branches to advise the Provincial People's Committee and the Provincial People's Council to issue support policies and allowances for cadres, civil servants, public employees and workers in the process of merging with Hai Phong City, focusing on contents such as: housing, travel, public service allowances, complete the report before May 30, 2025.
The Department of Culture, Sports and Tourism advises and develops a plan to exploit and use the Dong Xu Cultural Center effectively and in accordance with regulations; advises on summarizing the organization of festivals and cultural activities; and develops a plan to organize the Con Son - Kiep Bac Autumn Festival.
The Department of Education and Training shall preside over and coordinate with the Department of Finance and relevant departments, branches, localities and units, based on the contents of Notice No. 177-TB/VPTW dated April 25, 2025 of the Central Party Office, to proactively and promptly propose conditions on facilities, teachers, curriculum content, and educational activities to develop a roadmap for implementing the policy of primary and secondary schools teaching 2 sessions/day to ensure improving the quality of education. Implementation period is from the 2025-2026 school year.
Research and advise the Provincial People's Committee to develop a Project to strengthen facilities and equipment for teaching and learning to include in the public investment plan for the period 2026 - 2030; report to the Provincial People's Committee before May 15, 2025.
The Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, branches and localities to study and propose route plans, scale and investment forms for the axis road connecting the administrative - political center of Hai Phong City and the center of Hai Duong City; report to the Provincial People's Committee before May 15, 2025.
Preside over and complete the appraisal report of 10 zoning planning projects of Hai Duong City, submit to the Provincial People's Committee for approval in May 2025.
Urge and guide the Provincial Industrial Parks Management Board and the People's Committees of Binh Giang, Thanh Mien, Tu Ky districts and Chi Linh City to urgently organize the planning task of zoning construction of 5 industrial parks including Binh Giang 3, Binh Giang 4, Thanh Mien 2, Tu Ky 1, Cong Hoa 2, and submit it to the Provincial People's Council for approval before the Provincial People's Committee approves according to regulations.
The Chairman of the Provincial People's Committee assigned the Office of the Provincial People's Committee to advise on the establishment of a Team to monitor and urge the province's socio-economic growth scenario, headed by Vice Chairman of the Provincial People's Committee Tran Van Quan.
The Provincial People's Committee Office advises the Provincial People's Committee to shorten by about 50% the time to handle ongoing administrative procedures related to investment programs and projects, administrative procedures related to people and businesses in the province...
Regarding the above content, the Provincial People's Committee reviewed the progress of implementing public investment projects in the province and the disbursement results in the first 4 months of 2025.
