General Secretary requests research on free hospitalisation for all people in the 2030-2035 period

General Secretary To Lam requested to study a project to move towards free hospital fees for all people in the 2030-2035 period with a roadmap to reduce the burden of medical costs for people.

This information was just announced by the Central Party Office after the General Secretary's working session with the Government Party Committee and central ministries, branches and sectors on public health care.

Along with the goal of free hospitalisation, the General Secretary directed the Government Party Committee to review existing health programmes and plans for appropriate adjustments. The Ministry of Health Party Committee finalised the national target programme on health care, population and development for the 2026-2035 period, and submitted it to the 15th National Assembly for approval by the end of 2025.

The General Secretary also requested that periodic health check-ups be conducted at least once a year for all people. The Party Committee of the Ministry of Health is responsible for developing a specific project and reporting to the Government for earliest implementation.

The health sector needs to improve the health system from the central to the grassroots level according to the two-tier local government model, associated with a clear and effective medical technical stratification. In particular, the capacity of grassroots health care needs to be improved to become a health care line close to the people, playing the role of "gatekeeper" and a place where people trust.

The General Secretary requested medical facilities to accelerate digital transformation, complete electronic health books, electronic medical records, and connect and share medical examination and treatment data.

The Central Propaganda and Mass Mobilization Commission was assigned to take the lead in developing a plan to popularize healthy lifestyles, emphasizing the role of public awareness in disease prevention. "A healthy society cannot rely solely on doctors. Disease prevention must start with public awareness," the conclusion stated.

The elements of a healthy culture are healthy eating, regular exercise, sports, regular health check-ups; saying no to alcohol, tobacco, and stimulants; taking care of mental health, living positively, loving and sharing. This is the foundation for a healthier Vietnam in the future.

The policy of "moving towards free hospital fees for the people" was first raised by General Secretary To Lam at the meeting of the 14th Party Congress Document Subcommittee on March 15 and requested to be included in the draft Political Report of the 14th Party Congress.

The General Secretary reiterated this view on April 8 when meeting with police officers who supported the southern battlefield during the resistance war against the US to save the country. The General Secretary affirmed that he would focus on developing healthcare, enhancing public health care, and aiming for free hospital fees for all people. The ultimate goal of these policies is to ensure that all Vietnamese people have a prosperous and happy life.

Reporting to the National Assembly on the morning of May 5, Prime Minister Pham Minh Chinh also said that the Government will continue to prioritize investment in developing preventive medicine and grassroots health care, while constantly improving the quality of health services, shifting the focus from medical examination and treatment to proactive health care for the people, with the goal of free hospital fees for everyone.

Deputy Minister of Health Tran Van Thuan said at the regular Government press conference on May 6 that according to the Ministry of Health's calculations, with a population of 100 million and an average cost of VND250,000 per periodic health check-up, the budget needed to ensure that each person gets a check-up at least once a year is VND25,000 billion.
