The conference was attended by representatives of departments, branches and more than 20 enterprises in Phu Yen province.

At the conference, representatives of the Office of the National Assembly Delegation and the Provincial People's Council said that in recent times, the State has implemented many measures to overcome shortcomings in policies, especially through reviewing and amending legal regulations to better suit reality. In 2025, many important laws will come into effect, with a breakthrough mindset and overcoming difficulties, which will certainly contribute to unlocking resources to promote socio-economic development.
To continue to supplement, improve, and remove obstacles in the legal system, and basically complete the handling of shortcomings, backlogs, and obstacles related to institutions, at the Ninth Session opening on May 5, the National Assembly will continue to comment and consider and pass three draft laws, including the Law on Enterprises (amended), the Law on Special Consumption Tax (amended), and the Law on Corporate Income Tax (amended).
According to the assessment, these are draft laws that have a profound impact on the activities of the business community, requiring the amendment process to ensure consistency in the legal system and institutionalize the policies of the Party and State. At the same time, creating a favorable legal mechanism to achieve the growth target of 8% in 2025 and maintain a high growth rate in the following years.

At the conference, businesses raised many practical opinions. Accordingly, Chief Accountant of Khanh Viet Corporation Branch in Phu Yen Do Thi Hai Yen said that increasing special income tax on tobacco products will lead to a situation where the price of legal tobacco products in the country increases. This leads to people looking to buy smuggled cigarettes at cheaper prices. Therefore, there needs to be a roadmap to impose appropriate taxes on domestic tobacco products.
Dang Thi Mai Ly, representative of Phu Yen Province Women Entrepreneurs Association, said that when implementing the amended Laws related to enterprises, the authorities need to have solutions to disseminate and propagate to small and medium enterprises so that they know the contents of tax exemptions and reductions. Thereby, helping enterprises to comply with tax regulations and focus on the production and business process.
Deputy Director of the Department of Industry and Trade Nguyen Hai Trieu proposed that the draft Laws should include a reasonable tax increase for enterprises producing beer, alcohol, tobacco, and sugar. Relevant agencies should conduct multi-dimensional assessments, consistent with reality, before imposing taxes on certain items. In addition, there should be an agency to develop a suitable tax calculation roadmap, especially for certain items subject to special consumption tax.
Many other businesses also expressed their hope that the implementation of these draft laws would be approved soon and that there should be a suitable tax roadmap for implementation; proposed adjusting tax rates to be more suitable to reality; expanding the beneficiaries of corporate income tax incentives and amending inadequate regulations.
Acknowledging the comments of businesses and departments, agencies and sectors related to the draft Law, Deputy Head of the Delegation in charge of the Provincial National Assembly Delegation Le Dao An Xuan said that the Delegation will synthesize the comments to submit to the National Assembly for consideration before approval.
