On July 5, the Department of Agriculture and Rural Development of Binh Dinh province said that it had proposed the Provincial People's Committee to handle violations according to the conclusion of the inspection of compliance with specialized laws on forest development and forest use at Lot 2, Compartment 11, Sub-area 98, Vinh Son Commune, Vinh Thanh District, managed by the Vinh Thanh District Protective Forest Management Board.

According to the inspection conclusion, the Vinh Thanh District Forest Protection Management Board has allowed 5 forest protection staff of Vinh Son Station to intercrop and exploit hybrid acacia trees, combined with additional planting of black star trees on a protective forest area of 4.5 hectares to increase income, contributing to improving the lives of Vinh Son Station staff in difficult conditions.
However, during the implementation process, due to subjectivity, the Management Board did not carefully study the regulations, causing a number of shortcomings and violations in complying with the law on forest development and forest use.
In particular, the Management Board's annual acceptance is not complete, and the completion of the silvicultural works is not accepted to assess the quality of the planted forest for 3 forest planting and care projects (planting 0.58 ha of coffee trees, 0.6 ha of black star trees and 3.32 ha of black star trees), to serve as a basis for proposing to the competent authority to allow the implementation of appropriate silvicultural measures, which is not in accordance with regulations.
In addition, the Management Board's arbitrarily planting hybrid acacia trees on an area of 4.5 hectares is not in accordance with the technical design documents for planting and caring for protective forests after exploitation (planting pure black star trees) of the Department of Agriculture and Rural Development and is not in accordance with the authority prescribed.
This has led to the fact that the hybrid acacia trees during the canopy closing period have caused the phenomenon of black star trees being squeezed, affecting the growth and development of black star trees.
Mr. Tran Van Phuc, Director of the Department of Agriculture and Rural Development of Binh Dinh province, said that the responsibility for the above violations lies with the collective leadership of the Vinh Thanh District Protective Forest Management Board, headed by the director.
"The Department of Agriculture and Rural Development has requested the People's Committee of Binh Dinh province to consider and direct the People's Committee of Vinh Thanh district to request the protective forest management board to replant additional black star trees and take care of them until the area of 4.5 hectares meets the conditions to become a forest, using non-state budget funds in accordance with the regulations on protective forest management," Mr. Phuc added.
