Humane and superior policy
Identifying social security as one of the major tasks, in addition to fully implementing the policies of the Central Government, the city has issued many unique and humane breakthrough policies to improve the quality of social security. In the period of 2012-2021, the city raised the poverty line 3 times higher than the national average, bringing poverty reduction to the target 2 years ahead of schedule.
In the 2021-2025 period, the city will continue to raise the poverty line higher than the central level by VND 500,000/person/month, helping hundreds of poor and near-poor households benefit from support policies, creating motivation to strive to improve their lives.
Understanding that housing is a prerequisite for helping poor households stabilize their lives, the city has increased the level of support for building new and repairing houses for poor households and policy families higher than the level prescribed by the Central Government. Accordingly, from July 1, 2024, the level of support for building new houses for poor households will be increased to 80 million VND/house (previously 50 million VND/house); repairing houses for poor households will be up to 30 million VND/house (previously 20 million VND/house). At the same time, the apartment rent for poor households will be reduced by 60% and the apartment rent will be exempted for poor households in especially difficult circumstances.
In 2024 alone, the Vietnam Fatherland Front Committees at all levels coordinated with localities to mobilize funds to support the construction of 63 new houses and the repair of 341 houses, with a total cost of more than 13.5 billion VND, exceeding the plan by 161.6%. The City Housing Management and Exploitation Center exempted or reduced rent for 580 poor and near-poor households, with a total amount of more than 980 million VND.
In particular, the city has specific policies to support social protection beneficiaries, raising the social assistance standard higher than the central level. Thanks to that, people from 75 to 80 years old, people with cancer, chronic kidney failure, and dialysis without pensions or social insurance benefits; people with mild disabilities who are the third generation of resistance fighters exposed to toxic chemicals receive monthly benefits of 1-1.5 times the social assistance standard, and are issued health insurance cards. Up to now, nearly 43,000 social protection beneficiaries have received monthly benefits with a total cost of more than 270 billion VND.
To ensure that all people have access to health care support policies, in 2024, the city will issue 33,618 health insurance cards to poor households, near-poor households, and households that have just escaped poverty, with a total cost of more than VND 27.2 billion. Public health facilities in the city support poor households according to the city's standards to enjoy 20% of the cost of medical examination and treatment at the hospital after deducting the health insurance support. Thereby, creating conditions for people to feel secure in medical examination, treatment, and health care.
In particular, the city has issued many humane policies such as: vocational training support for workers who are bad teenagers, law violators, dropouts, workers subject to relocation, clearance, land recovery, etc., helping thousands of households change careers and have stable jobs.
Complete the removal of temporary and dilapidated houses
Implementing Directive No. 42/CT-TTg of the Prime Minister on the implementation of the elimination of temporary and dilapidated houses, in the first 6 months of 2025, the entire city has devoted all its efforts to the elimination of temporary and dilapidated houses. As of June 22, the entire city has completed the elimination of 2,037 temporary and dilapidated houses, 2 months ahead of schedule.
As of June 12, the Vietnam Fatherland Front Committees at all levels have received funding to support the elimination of temporary and dilapidated houses of more than VND24.44 billion. At the same time, they have coordinated with associations and organizations to mobilize more than 5,500 working days to support people in building and repairing houses, contributing to the early completion of the elimination of temporary and dilapidated houses.
Da Nang is the first locality in the country to have a project to build social housing complexes for families of people with meritorious services to the revolution who have difficulty in housing, with the goal of building 400 apartments for people with meritorious services, with a total investment of 400 billion VND in the period of 2020-2025. At the end of March 2025, the city's first apartment building for people with meritorious services to the revolution on Vu Mong Nguyen Street (Ngu Hanh Son District) was completed.
The apartment building has 209 apartments, each with an area of 65m2 to 77m2, with priority given to renting to families of revolutionary contributors who are facing housing difficulties. Currently, the city is accepting applications for social housing rental at the apartment building from eligible households. According to a representative of the Department of Construction, in phase 2 (2023-2025), the city will invest in building a number of apartments in Hai Chau or Thanh Khe districts. In phase 3 (2024-2025), the city will continue to invest in building the remaining apartments on Truong Vinh Ky Street (Hoa Chau Commune, Hoa Vang District), contributing to the goal of "having housing" in the city.

Improve the quality of public health care
In recent years, the city has effectively implemented and maintained achievements in population health target programs with 98.2% of ward and commune health stations meeting the National Criteria for Commune Health by 2030. People's health care indicators have been achieved and are at a high level compared to the whole country, such as the sex ratio at birth has decreased to 104.3 newborn boys/100 newborn girls; the rate of malnutrition in children under 5 years old in terms of weight by age has always been the lowest in the country, now only 3.4%.
According to the leaders of the Department of Health, in recent years, many medical stations, hospitals and centers have been invested in renovation, new construction and upgrading to suit the population size. At the same time, continue to invest in modern general and specialized hospitals, forming specialized medical centers such as: Center for neurosurgery, trauma and plastic burns; Center for organ transplantation and stem cell transplantation; Cardiovascular center (Da Nang Hospital); Cancer screening center (Oncology Hospital), High-tech medical examination and treatment center (Obstetrics and Pediatrics Hospital)...
In particular, with a strong multidisciplinary and specialized orientation, the network of medical examination and treatment facilities has been gradually improved in terms of infrastructure, equipment, and human resource development to meet the scale of 74 hospital beds/10,000 people (20.8 doctors; 31.19 nurses; 3.15 pharmacists/10,000 people, achieving and exceeding the target of the Ministry of Health in 2025).
To date, hospitals in the city have deployed more than 10,000 treatment regimens, 40,000 technical procedures, 50,502 specialized medical techniques at level C or higher, and 2,812 new techniques applied from 2021. Hospital quality has been improved, thereby attracting about 30% -40% of patients from neighboring provinces to come for medical examination and treatment, and 13/29 hospitals in the city have high-quality treatment areas, on-demand treatment with sufficient capacity to serve international tourists...
Free tuition for preschoolers and students Based on the advice of the Department of Education and Training, the City People's Committee approved the project to build, upgrade and expand schools in the 2021-2025 period with a total capital of more than 4,300 billion VND. This is a fundamental project with long-term orientation for investment in educational facilities in localities. Up to now, the whole city has 71 school projects completed and put into use with a total capital of nearly 947 billion VND; 35 projects are under implementation, with a total investment of over 804 billion VND; 60 projects have been approved for investment policies and 47 other projects are preparing documents. It is expected that by the 2025-2026 school year, the whole city will have 452 schools with more than 339,000 students. There are 238 kindergartens, 109 primary schools, 64 secondary schools, 38 high schools and inter-level general schools, and 3 continuing education centers. The number of public schools is 270, an increase of 18 schools compared to the 2019-2020 school year. Along with focusing on investing in facilities and teaching equipment, the city has implemented a very humane policy of exempting tuition fees for preschool children and students of public and non-public schools. From the 2020-2021 school year, tuition fees will be exempted for preschool children and students of public and non-public schools (except for schools with foreign investment), with a total amount of more than 625.7 billion VND, contributing to taking good care of social security in the city. In the 2024-2025 school year, the city will continue to exempt tuition fees for preschool children and students of all levels; support study costs for nearly 8,884 children of poor households with a total amount of more than 9 billion VND; support scholarships for 205 disabled students from poor and near-poor households with an amount of more than 1 billion VND. |
