Bac Ninh: 26th Conference of the Provincial Party Executive Committee, 20th term

On the afternoon of June 25, the 20th Provincial Party Executive Committee held its 26th Conference. Comrades: Nguyen Anh Tuan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired.

In her opening speech, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Huong Giang emphasized: The 26th Conference of the Provincial Party Executive Committee, 20th tenure, took place in the context of a complex and unpredictable world situation, with many drastic changes in the country and the province (US tariff policy; armed conflicts; the implementation of the reorganization of the apparatus and administrative units according to the 2-level local government model, coming into operation on July 1, 2025...), with both opportunities and difficulties and challenges intertwined.

Faced with the requirements of the assigned tasks, I request that you promote your sense of responsibility, focus on researching, discussing, analyzing, clarifying the causes, subjective and objective, participating in giving opinions, focusing on comprehensively completing the tasks of socio-economic development; maintaining national defense - security and Party building work, the socio -political system in the last 6 months of 2025 (after merging the two provinces of Bac Ninh and Bac Giang into the new Bac Ninh province) to be successful, creating a premise for successfully organizing the new Bac Ninh Provincial Party Congress for the 2025-2030 term.

The conference approved reports on the results of the first 6 months of the year and tasks for the last 6 months of the year on: Implementation of political tasks; implementation of the Public Investment Plan; implementation of the State budget estimate. At the same time, the Report on the explanation of the 2024 budget settlement; report on the results of the implementation of the Master Plan on Environmental Protection of Bac Ninh Province for the period 2019-2025; results of 3 years of implementing Resolution No. 52-NQ/TU dated March 18, 2022 of the Provincial Party Committee on Digital Transformation of Bac Ninh Province to 2025, with a vision to 2030; comments on 15 reports and reports in various fields.

In the first 6 months of 2025, the Provincial Party Committee focused on leading, directing, disseminating, propagating, and seriously implementing the resolutions, directives, and conclusions of the Central Committee and the province. The focus is on the Conclusion Notice No. 119-TB/TW of General Secretary To Lam at the working session with the Bac Ninh Provincial Party Committee; Resolution No. 60-NQ/TW of the Party Central Committee, and the conclusions of the Politburo and the Secretariat on the arrangement and streamlining of the apparatus for effective, efficient, and effective operation.

As a result, the economy has improved: GRDP increased by 9.18% over the same period in 2024; industrial production recovered and had a high growth rate, the Industrial Production Index (IIP) increased by 10.46% over the same period; total retail sales of goods and service revenue increased by 20.7%; The New Rural Construction Program was vigorously implemented, to date, 100% of communes and districts have completed the task of building new rural areas.

Investment promotion and attraction activities continued to be promoted; for the first time, the mechanism of streamlining was applied, shortening the processing time for work procedures to achieve the growth target of 8%; FDI investment attracted 6 times more registered capital; domestic investment attracted 20 times more registered capital; state budget revenue was estimated at 23,210 billion, reaching 60% of the estimate, up 50.8% over the same period.

Attention has been paid to planning management, focusing on accelerating the completion of the dossier to adjust the Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050; land and environmental resources management has been directed resolutely, especially the work of handling environmental pollution in craft villages; seriously and effectively implementing Resolution No. 57 of the Politburo...

Cultural, artistic and sports activities are organized in a variety of ways, meeting the cultural and spiritual needs of the people. The quality of key education continues to affirm its leading position in the country (81/86 candidates won National Excellent Student Awards with 12 first prizes, leading the country; 1 gold medal in the Asian Physics Olympiad). Concluding the conference, Provincial Party Secretary Nguyen Anh Tuan affirmed that the results achieved in the first 6 months of the year are the basis, belief, and important motivation for the Bac Ninh Provincial Party Committee (after the merger) to lead and direct the implementation of the 2-level local government model.

Regarding tasks and solutions for the last 6 months of 2025, it is recommended that Party committees and authorities at all levels closely follow the direction of the Central and the province on all aspects of Party building and the political system to ensure substance and effectiveness; uphold the spirit of exemplary conduct, responsibility, and a steadfast attitude in implementing the organization and apparatus arrangement, avoid working half-heartedly, taking advantage of individuals, ensuring effective, efficient and effective operations; continue to spread the spirit of innovation to localities and specialized agencies.

Focus on directing the completion of the Party Congresses at all levels; prepare well the documents of the Party Congresses at all levels for the 2025-2030 term; speed up the implementation of key projects (Ring Road 4, Gia Binh Airport and the road connecting Gia Binh Airport with Hanoi Capital); continue to effectively implement the "Green Channel" mechanism, giving priority to handling key projects with widespread impact; pay attention to directing the high school graduation exam to ensure quality and safety; strengthen the capacity of the health system, the quality of medical examination and treatment services; effectively implement social security policies, care for the material and spiritual life of the people.
