Mr. Nguyen Xuan Thanh, Director of the Department of SecondaryEducation (Ministry of Education and Training), shared with Tuoi Tre about this issue.
Discussing the phenomenon of many junior high and high schools completely stopping teaching extra classes to serve review for final year students after the new circular regulating extra teaching and learning because no fees are collected, causing confusion among parents and students, Mr. Nguyen Xuan Thanh said that the curriculum of subjects has specified specific teaching time for each grade, with that time ensuring full implementation of educational content according to the program's requirements, including review and testing time.
The school's responsibility is to organize and implement the program, ensuring that students receive full knowledge and develop their abilities and qualities as required by the program within the specified duration of the program.
For students who have not met the requirements, the school and teachers are responsible for tutoring so that students can meet the requirements of the program. Organizing review sessions for final year students is also the responsibility of the school, included in the education plan for implementation, not an extra tutoring activity to collect money from students.
* Some people say that the newly issued circular needs a roadmap for implementation so as not to cause disruption or disadvantage to students who have difficulty accessing tutoring centers outside of school, especially during the period when final year students are reviewing for exams. What is your opinion on this?
- Circular 29 on extra teaching and learning only stipulates that extra teaching in schools is free of charge for three groups of students: students who have not met educational requirements, excellent students who need extra training, and final year students in the exam preparation period.
Students in need can register for extra classes at locations that are allowed to register for business. This regulation is to protect the legitimate rights of students.
The quality of education in general schools must be maintained through teaching and organizing educational activities in the main curriculum. Schools must ensure that students master the knowledge and skills required by the curriculum, which must be separated from additional teaching and learning activities according to needs.
Teachers need to guide students to learn by themselves, review by themselves, and systematize the knowledge they have learned. Extra-curricular learning to improve knowledge and skills depends on the wishes and legitimate needs of students, which are decided by the students.
However, it is important to note that you need to spend a lot of time on self-study and self-review to be effective.

* The Circular states that schools can use their budget or legal funding sources to pay for extra teaching activities in accordance with school regulations. So what funding sources are considered legal in this case?
- Part-time teachers and teachers who teach overtime will be paid overtime according to regulations. The assignment of teachers to ensure fairness and appropriateness in working hours is the responsibility of the school.
In case the school organizes extra classes for students according to regulations, it is necessary to develop a reasonable plan so that teachers assigned to teach extra classes do not exceed the standard hours too much, while other teachers do not have enough standard hours.
The source of funds to pay overtime is the school's legal source of funds, including the budget and revenues according to regulations.
* Many parents and students report that their studies in the regular classroom are not enough, they do not understand the lessons and need to take extra classes. Does this show that schools and teachers have not fulfilled their responsibilities properly? According to you, with the new regulations on extra teaching and learning, what solutions are needed to maintain the quality of education according to each school's education plan?
- In case students report that they have not studied enough in the main class or do not understand the lesson (except for a very small number of students who have not met the requirements according to the annual student assessment results), the responsibility belongs to the teachers and the school. In that case, the school principal and teachers must be responsible for explaining to the management agency according to regulations.
Education management agencies must strengthen inspection and examination of program implementation by schools and teachers to promptly detect and handle violations according to regulations.
* Many teachers believe that instead of requiring teachers to go through an intermediary (a center that organizes extra classes), teachers should organize extra classes at home as before, which will reduce the cost of studying for students. What do you think about this opinion?
- The circular stipulates that organizations and individuals who organize extra-curricular tutoring outside of school and collect money from students must register their business according to regulations. Thus, individuals who are not teachers on the payroll of public schools can register their business to provide extra-curricular tutoring and learning activities.
Organizations, individuals organizing extra classes and teachers participating in extra classes must fulfill their tax obligations according to regulations. This openness and transparency helps make fee collection clear and transparent. This, when put into practice, will significantly contribute to reducing costs for students and parents.
* Many people are concerned that with the new regulations, there will be ways to circumvent the law, such as schools collaborating with centers to teach extra classes, or parents contributing money in other forms to pay for extra classes. How should this be controlled, sir?
- The regulations in the circular on extra-curricular teaching and learning outside of school clearly state the responsibility for business registration, disclosure of extra-curricular teaching content, tuition fees and conditions for organizing teaching and learning. At the same time, the responsibilities of local education management levels are also clearly stated.
According to the circular, agencies, units and schools must be responsible for management and supervision; promptly detect and strictly handle violations. On February 7, 2025, the Prime Minister also issued a telegram requesting the Chairmen of the People's Committees of the provinces to direct the strict implementation of regulations on extra teaching and learning; strictly handle violations of regulations.
Departments of Education and Training need to strengthen direction and supervision of schools to properly fulfill their responsibilities, especially in guiding and organizing final year students to review for exams. At the same time, fully disseminate to teachers, parents and students the regulations on extra teaching and learning so that teachers can complete their tasks and students can study with peace of mind. Absolutely do not let the situation of stopping extra teaching in schools be a laxity in supporting students to study and review for exams.

Students and parents need to reconsider the purpose of extra classes.
* Some parents want to choose teachers to send their children to extra classes, including teachers who are teaching their children in regular classes, but Circular 29 does not allow teachers to tutor their students who are currently teaching at school. Do you have anything more to say about parents' wishes?
- The regulation that teachers do not teach extra classes to students they are teaching in school aims to limit the situation where teachers force or influence students to take extra classes against their will.
Good, reputable teachers who are trusted by parents and students are those who have appropriate teaching and educational methods during regular teaching hours. Outside of class time, teachers will assign tasks to students (homework) and teachers can continue to guide and support students in completing learning tasks or clarifying knowledge and skills that they do not understand.
If there is still a need for extra classes, students or parents can find out about legal tutoring addresses to choose a teacher that suits their wishes. The new circular helps parents and students to get rid of worries and concerns about "having to take extra classes with the right teacher in class to get good grades".
With the change in regulations on extra teaching and learning, parents and students also need to reconsider the purpose of "extra learning" in a more practical way. That means learning to improve abilities and skills, not just to get good scores on school tests.
The acquired abilities and skills are what will practically accompany students in their future journey, not just grades.
