
On November 23, 2025, the reporter directly surveyed the DH 99B route. The above route has its starting point connecting to National Highway 1 passing through Luong Van Tri ward.
Right from the beginning of the DH 99B route, we witnessed countless "potholes" and "elephant holes" on the road surface. During the journey of about 2km to the central area of Quang Lien II block, Luong Van Tri ward, our motorbike was almost always in a state of strong shaking because of the rough road surface.
Ms. Chu Thi Phuc, a resident of Quang Lien II block, said: I work as a nurse at the Van Quan Commune Health Center, so I travel on the road almost every day. The degraded road surface makes traveling very difficult and dangerous. My family lives right next to the road, and just last October 2025, I witnessed two motorbike accidents. One case involved a collision with another vehicle while trying to avoid a pothole, and the other involved a resident driving a motorbike sliding into a deep ditch on the road.
While talking with Ms. Phuc, we also took the opportunity to observe the deterioration of the road right in front of this family's gate. Here, the road surface is not only crisscrossed with potholes but also has many cracks and deep grooves. Among them, according to our estimates, there are grooves that have sunk up to 30 cm below the road surface. These deep grooves become "traps" for passersby.

Continuing to learn from the people, we were told by Mr. Hoang Van Linh, Quang Lien II block: My family lives mainly by farming. Almost every morning, at 3 am, I carry vegetables to the local markets to sell. It is very dangerous to travel at night because the road surface is bad and there are dozens of curves. I have witnessed many people falling off their motorbikes on this route, especially from afternoon to evening. Therefore, we hope that all levels and sectors will pay attention to repairing and renovating the above route so that people can travel more easily and safely.

In addition to having many "potholes", "elephant holes" and deep ditches, the above road section also has a situation where the gravel layer has been crushed by traffic and is scattered on the road surface. Meanwhile, most of the road is constructed on mountainous terrain so it is extremely steep. For people driving motorbikes and motorbikes, the risk of falling off due to slippery vehicles is very high.
According to many people in Quang Lien II block, Luong Van Tri ward and Dong Tan village, Khanh Khe commune, DH 99B has been in use for nearly 10 years, serving the needs of travel, transportation, and trading of agricultural and forestry products of the people here. However, in the past 2 years, the road has become increasingly degraded. The reason is partly because the road has been in use for a long time, and partly because in recent years, heavy rains have frequently occurred, causing the roadbed to be washed away and eroded.
The degraded road makes people's travel and trade more and more difficult. Therefore, many people have directly petitioned the leaders of Luong Van Tri Ward People's Committee through a number of commune and village meetings as well as voter contact activities in November 2025.
Mr. Tran Tien Nguyen, Chairman of the People's Committee of Luong Van Tri Ward, said: Regarding the deterioration of the DH 99B route, immediately after receiving the petition from the people, the ward conducted a field survey. Because the route has been put into use for many years and has been affected by extreme weather in recent years, the road surface has seriously deteriorated. Given the above reality, the People's Committee of the ward is currently continuing to synthesize information and will make a written recommendation to the Department of Construction for consideration and solutions.
Currently, the economic development of most households in Quang Lien II village, Luong Van Tri ward and Dong Tan village, Khanh Khe commune mainly relies on agricultural production and forestry. Therefore, the DH 99B route is like a "bloodline" to connect and promote the trading activities of the people here. Therefore, it is necessary to pay attention to and promptly fix the current situation of the route.
