The 10th session of the 15th National Assembly concluded after 40 consecutive working days, with a massive workload. In a special context with many challenges, the National Assembly proactively and innovatively responded to the demands arising from reality and left many significant marks on parliamentary activities.

At its final session, the National Assembly reviewed, discussed, and voted to pass 51 laws and 39 resolutions, including 8 normative legal resolutions.
"This is a very large volume of legislation, accounting for nearly 30% of the total number of laws and normative resolutions issued during the entire term," according to National Assembly Chairman Tran Thanh Man .
Mr. Nguyen Ngoc Son (a full-time member of the Committee on Science , Technology and Environment) believes that the large volume of laws and resolutions passed at this session shows that the National Assembly is "finalizing" the institutional architecture for the 2026-2035 period, preparing for the 16th National Assembly term.

According to him, if implemented seriously and synchronously, these laws and resolutions will contribute to consolidating macroeconomic stability, improving productivity and competitiveness; promoting digital transformation, green transformation, and inclusive development.
Conversely, if the issuance of subordinate legislation is delayed and enforcement is lacking, these very progressive laws could become new "bottlenecks."
"Therefore, the next task for the National Assembly is to closely monitor the preparation, guidance, and supervision of the implementation, transforming written documents into tangible changes in socio-economic life," Mr. Son said.
Finalizing several important policies on education and healthcare.
Recognizing that high-quality human resources are a key factor in successfully implementing the country's socio-economic development goals and tasks in the new era, the National Assembly has passed laws and resolutions related to education, such as: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education; the Law on Vocational Education; and the National Assembly Resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development .
These laws and resolutions aim to create a complete legal basis for perfecting the legal framework of the national education system and creating breakthroughs in education and training development, promoting decentralization and decentralization to enhance the effectiveness and efficiency of state management in education.

This also provides a clear legal basis for removing institutional bottlenecks and obstacles, enabling the development of higher education into a center for training high-quality human resources, pioneering in promoting national science, technology, and innovation; and developing a vocational education system that is open, modern, and in line with the trend of international integration...
In addition, the National Assembly issued a Resolution approving the investment plan for the National Target Program on Modernizing and Improving the Quality of Education and Training for the period 2026-2035, with the expectation of creating a fundamental and strong transformation in the quality of education and training; better meeting the needs of human resources, especially high-quality human resources, for the rapid and sustainable development of the country.
Also at this session, the National Assembly considered and enacted the Law on Population; the Law on Disease Prevention; and a Resolution on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health. These are important steps, clearly demonstrating the State's responsibility in protecting, caring for, and improving people's health.
The resolution approving the investment policy for the National Target Program on Health Care, Population and Development for the period 2026-2035 was issued with the goal of building a healthy Vietnam where all citizens receive healthcare, live long, healthy , and wholesome lives, improve physical fitness, raise awareness of health protection, and proactively prevent diseases throughout society.
Many new laws have been enacted, geared towards the "technological era".
A notable highlight of the final session of the 15th National Assembly term was the adoption of important laws in the field of science and technology, promptly concretizing the Party's guidelines and Resolution 57 of the Politburo on breakthroughs in science and technology development.

The Law on Digital Transformation; the Law on Artificial Intelligence; the Law on High Technology; the Law amending and supplementing a number of articles of the Law on Technology Transfer… were passed by the National Assembly with a very high consensus rate, aiming to complete a comprehensive legal system to guide and manage the development of new technology fields, laying the foundation for science, technology, innovation and digital transformation to truly become the main driving force of socio-economic growth in the next phase.
The National Assembly has considered and passed the Law on Specialized Courts in International Financial Centers, creating a complete legal basis for establishing a mechanism for quickly and effectively resolving disputes arising from investment and business activities in international financial centers with modern, superior procedural processes, in line with international practices.
Removing obstacles in the implementation of the Land Law and creating mechanisms for leading enterprises.
The resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law, passed by the National Assembly, has decided on a number of contents regarding finance and budget, expanding the application of some specific mechanisms and policies… in order to fully and promptly institutionalize the views and guidelines of the Party and the State on land policy.
The resolution also promptly addresses "bottlenecks" and new issues arising from practice, contributing to the achievement of socio-economic development goals and improving the effectiveness and efficiency of land management and use, in line with new management requirements.
In addition, the National Assembly passed resolutions amending and supplementing several articles of Resolution No. 98 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; a resolution amending and supplementing several articles of Resolution No. 136 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City; and a resolution piloting some specific mechanisms and policies to implement large and important projects in the capital city.

These resolutions are expected to create a flexible legal framework to promote the rapid and sustainable development of special urban areas; strengthen decentralization and empower local authorities to take initiative, helping to accelerate the implementation of important projects, effectively mobilize social resources, and improve the quality of urban governance.
This is also a strategic step to create scalable pilot models, contributing to new impetus for the socio-economic development of the entire country.
Furthermore, the National Assembly also passed many laws and resolutions with significant impact to promptly institutionalize the Party's new policies and resolutions on judicial reform, prevention and control of corruption, waste, and negative phenomena; focusing on decentralization, delegation of power, and removal of institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, and energy…
Strengthening the workforce and eliminating any "gaps" in any area.
Regarding the consideration and decision-making on personnel matters, supervision, and other important issues within its authority, the National Assembly considered and adopted a Resolution on supplementing the number of Deputy Prime Ministers; and a Resolution on supplementing the number of Deputy Chairpersons of the National Assembly.

The National Assembly simultaneously considered and decided on the dismissal and approval of appointments; elected several high-ranking state leaders; and supplemented the number of members of the National Election Council. Personnel work was meticulously prepared, conducted systematically, ensured democracy, adhered to the Party's policies and legal regulations, and achieved high consensus and unity.
Deputy Chairwoman of the Committee on Delegate Affairs, Ta Thi Yen, emphasized that this personnel restructuring is of paramount importance, contributing to ensuring the continuous, unified, effective, and efficient leadership of the state apparatus; ensuring smooth direction and management, and preventing any gaps in any important areas.
"The personnel selection process at the session was conducted rigorously and systematically, clearly demonstrating the principles of democratic centralism, objectivity, openness, and transparency. This strengthens the people's trust in personnel work and the supreme oversight of the National Assembly," Ms. Yen emphasized.
According to her, the restructuring of personnel also meets the requirements of the tasks in the coming period, especially as our country enters a period of strengthening and perfecting institutions and transforming the organizational model of local government in the context of implementing a two-tiered local government system, preparing for the term of the 16th National Assembly.

"The timely consolidation of leadership positions also helps the apparatus have sufficient capacity and resources to effectively implement the major policies set forth by the entire Party and the State," said the Deputy Head of the Committee for Delegate Affairs.
Also at the final session of the term, the National Assembly reviewed and discussed reports from agencies on the implementation of several resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning.
In addition, the National Assembly devoted considerable time to discussing and reviewing the reports on the work of the 2021-2026 term of the National Assembly, the President, the Government, the agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office.
In particular, the National Assembly considered and adopted the Resolution of the 10th session and made decisions on many important issues.
