The KC01 program prioritizes research on technology development, digital products and services, and integrated interconnection solutions to serve the development of digital government and smart cities.
The information was shared by Associate Professor, Dr. Huynh Quyet Thang, Head of the research program on development and application of information technology, serving the development of digital government and smart cities (KC01) at the conference on research orientation to 2030 organized by the Office of State-level Key Programs, Ministry of Science and Technology on the morning of October 26 in Ho Chi Minh City.
Associate Professor Thang added that the smart urban development research group focuses on researching smart solutions and utilities to serve people, along with digitizing, connecting, and integrating urban spatial data into a common database. Digital technology solutions in urban planning, management, monitoring, and operation are prioritized.
The program also encourages scientists to master the technology of designing, manufacturing, and testing applications of products and solutions to ensure network security for digital government and smart cities.

Associate Professor Thang also noted that priority research directions need to have application products and operate well on the platform of the Government or operating cities. He also expects to have policy mechanisms and technical frameworks so that the solutions put into application run stably and without encountering problems. "This is the basis for perfecting policies, legal frameworks, and national technical standards to serve the development of digital government and smart cities in Vietnam," he said, noting that there need to be systems for localities and ministries.
According to Mr. Vo Minh Thanh, Deputy Director of the Department of Information and Communications of Ho Chi Minh City, to build a digital government, one of the issues that needs to be done well is data management. There needs to be a mechanism for sharing data from the central to local levels and connecting data between ministries and branches.
Mr. Thanh said that large cities such as Ho Chi Minh City, Hanoi, Da Nang... can build their own data for many fields, but need guidance from the central government on information groups and databases for localities to implement and share national databases. For example, construction licensing data needs guidance from the Ministry of Construction. This helps Ho Chi Minh City form a local construction licensing data system that can be integrated and shared with the national database, serving management.
Agreeing, Associate Professor, Dr. Thoai Nam, member of the KC01 Management Board, said that research should be proposed from the local side. Because provinces and cities clearly understand the problems they face and propose to build appropriate digital models. However, Mr. Nam said that a topic does not solve the overall problem, but only a certain aspect.
From this reality, Ms. Dang Vu Bich Hang, Faculty of Environment and Resources (Ho Chi Minh City University of Technology) proposed that there should be an interdisciplinary KC program for scientists to participate in practical projects for the locality.
Mr. Dao Ngoc Chien, Director of the Office of State-level Key Programs, said that in addition to the independent KC program, the Ministry of Science and Technology currently has many forms of implementation through science and technology projects, or task clusters... of an interdisciplinary nature. However, localities must assess the issues that need to be resolved at the national level. The Ministry's leaders will assign focal units to receive and develop projects to solve large-scale problems.
The KC01 program in the 2016-2020 period has 26 research topics implemented with a total budget of about 148 billion VND, of which 143 billion VND is from the state budget and 5.4 billion VND is from other sources. There are 281 products with 18 types of equipment and machinery; 44 software and databases have been created in the research.
