Accordingly, after one year of implementing the coordinated program, the average enrollment rate of lower secondary school graduates in vocational education programs reached over 26%. Meanwhile, the student streaming scheme under Decision No. 522/QD-TTg of the Prime Minister aims to ensure that by 2025, at least 40% of lower secondary school graduates continue their studies at vocational education institutions offering elementary and intermediate level training. For localities with particularly difficult socio-economic conditions, the target is at least 30%.
The above results foreshadow many challenges in implementing the traffic diversion plan. Therefore, it requires more active involvement and cooperation from agencies, units, and local authorities at all levels.
The Department of Education and Training and the Department of Labor, War Invalids and Social Affairs signed a cooperation agreement on student placement.

Junior high school students are at an immature age, so parents are reluctant to send their children to vocational schools, preferring them to attend high school or university. Furthermore, because they live in the central area and have better economic conditions, parents are not enthusiastic about vocational schools. Therefore, the Deputy Head of the Education and Training Department of District 1 suggested that streaming targets should be based on regional characteristics and local specificities. As the unit responsible for training teachers in organizing experiential learning and career guidance activities in secondary schools, a representative from the Psychology Department of Ho Chi Minh City University of Education stated that teachers from fields other than psychology often face difficulties in grasping and applying basic psychological concepts. Furthermore, some teachers participate in career counseling and guidance training courses only because of assignments from their units, not out of personal passion. These factors can seriously affect the quality of career counseling for students.
Speaking at the conference, Ms. Tran Thi Dieu Thuy, Vice Chairman of the People's Committee of Ho Chi Minh City, requested the Department of Education and Training and the Department of Labor, War Invalids and Social Affairs to create conditions for vocational schools to have equal access to and participation in the career guidance counseling process. In addition, she emphasized the need to ensure the quality of counseling teachers and vocational instructors, who must employ advanced methods in line with current trends. Vocational schools must also connect with businesses and the labor market.
