Which provinces and cities currently offer 100% free tuition from kindergarten to grade 12?

According to the provisions of Clause 3, Article 99 of the 2019 Law on Education, 'Primary school students in public educational institutions do not have to pay tuition fees'.

From September 1, 2024, 5-year-old preschool children will be exempted from tuition fees, according to the provisions of Clause 6, Article 15 of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government. All provinces and cities nationwide apply the above regulations.

Da Nang is one of 8 provinces and cities that will exempt tuition fees for students from kindergarten to grade 12 in public educational institutions by the 2024-2025 school year.

Up to now, there are 8 provinces and cities that exempt 100% of tuition fees for students from kindergarten to grade 12 in public educational institutions for the 2024-2025 school year: Da Nang, Ba Ria-Vung Tau, Yen Bai, Hai Phong, Quang Ninh, Khanh Hoa, Quang Nam, Vinh Phuc.

Mr. Bui Van Kiem, Director of the Department of Education and Training of Hai Phong, said that the city currently has more than 700 educational institutions with about 500,000 students. From the 2020-2021 school year to now, the city has spent more than 1,000 billion VND from the budget to support tuition fees for students from kindergarten to high school, more than 300 billion VND per year.

Ms. Tran Thi Ngoc Chau, Director of the Department of Education and Training of Ba Ria-Vung Tau province, said that the locality has exempted all tuition fees for nursery, kindergarten, high school and student students from the 2024-2025 school year. From the 2023-2024 school year, the department has issued a document strictly prohibiting the use of the name of the parent-teacher association to collect fees outside of regulations.

Cost of one year of primary school students in Ho Chi Minh City

Primary school students in public schools are exempt from tuition fees, according to the 2019 Education Law. However, each primary school student often has to spend many other expenses each year for other fees.

A parent whose child is in grade 2 at a public primary school in Ho Chi Minh City temporarily listed the following expenses for a school year: Money for textbooks, school supplies, and uniforms: about 1.5 million VND. Health insurance and initial health check-up: more than 900,000 VND. Boarding meals, boarding services; subjects in the school program such as English, STEM, IT...; after-school club fees...: About 3 million VND per month, a 9-month school year is about 27 million VND.

Tuition for extracurricular subjects, foreign languages; and sports outside of school: About 3 million VND/month, equivalent to 27 million/9 months.

Calculating the total of the above expenses, in one school year, an elementary school student spends more than 56 million VND/9 months.
