One of the key initiatives of the new strategy is the creation of a national IP address information system to form a reliable database needed to organize the protection of Russia's digital belt from destructive external influences.
Earlier, Russia's communications watchdog Roskomnadzor announced that it had begun developing an independent replacement system, as foreign databases often contain outdated or inaccurate information.
The second initiative is to develop a unified centralized digital infrastructure system to combat distributed denial of service ( DDoS ) attacks. DDoS attacks are one of the most serious threats that can cause widespread disruption to critical information infrastructure. Roskomnadzor is developing this system and Russian telecom operators can participate on a voluntary basis.
The new strategy involves the development of the GosSOPKA industrial center, which will be involved in monitoring and early warning of information security threats. The Ministry of Digital Development is responsible for the research and development project of this center.
In addition, the strategy introduces Russian quantum cryptography technology in parallel with post-quantum information protection methods in communication networks. Such technologies are essential to combat information security threats when quantum computers appear.
Russia also plans to gradually switch to SIM cards using Russian cryptographic algorithms that meet international standards for protecting communications networks.
Russian media sector development strategists note that the number and complexity of cyber attacks aimed at disabling key information infrastructure, public administration and the Russian economy are growing at an incredibly rapid pace.
