On the afternoon of April 1, Prime Minister Pham Minh Chinh chaired an online conference on the implementation of the 500 kV 3-circuit line project from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ).
Attending and chairing at the Ninh Binh province bridge were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, leaders of Kim Son district and a number of related units.
The 500kV line project, circuit 3, from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen) has a total length of about 519km, passing through 9 provinces. Up to now, the foundation construction is being carried out simultaneously on the entire route at 1,177/1,177 locations (100%). The foundation casting has been completed at 430/1,177 locations. 182/1,177 steel columns have been received and handed over to the construction site. The erection of 43/1,177 column locations has been completed; 59/1,177 column locations are being erected; 80/1,177 columns are being transported to the location. During the implementation of the construction, there are still some difficulties and problems in mobilizing machines and constructing pile foundations; supplying steel columns; site clearance work, etc.
In Ninh Binh, the project passes through 11 communes of Kim Son district with 21 pole locations, 7.83km long. The land use area of the project is 3.79ha. The project involves 93 households affected by land acquisition for pole bases and 24 households affected by power line corridors. The project must arrange resettlement for 15 households due to the impact of power line corridors.
At the conference, localities and units proposed a number of issues related to the compensation and resettlement support policy framework. Provincial People's Committees need to pay attention to completing the handover of the remaining anchorages in April 2024 so that investors can prepare for the wire pulling construction work to ensure the set progress.
Reporting on the progress at the conference, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: By January 15, 2024, the province had handed over 21/21 foundation positions for the investor to construct the project. By March 30, 2024, the province had handed over 9/9 anchorage spaces. All compensation and support work for site clearance and handover to the investor has been completed. The province has also coordinated well with construction units to ensure construction materials, ensure security and order, and ensure local workers, and provide the best support for construction contractors. Up to now, Ninh Binh has completed site clearance work for the construction unit, with no further problems.
Concluding the conference, Prime Minister Pham Minh Chinh acknowledged the spirit of working for the people of the relevant ministries, branches and localities in the process of implementing the 500kV transmission line project. According to the report of Vietnam Electricity Group, the progress has been basically completed, striving to complete before June 30 to be able to connect to the power grid on June 30.
The Prime Minister also highly appreciated the Vietnam Electricity Group and the National Power Transmission Corporation for their spirit of working "through the sun and rain", working "3 shifts, 4 shifts", eating and sleeping quickly, etc. on the entire construction route, helping to basically ensure the construction progress so far.
At the same time, the Prime Minister acknowledged the cooperation and facilitation of the people to promptly hand over the land where the project passes, and give up land and accommodation to serve the project's completion on schedule. The Prime Minister thanked the contractors for their high concentration and mobilization of all resources.
It is recommended that localities continue to review the problems and resolve them quickly and thoroughly. Ministries and branches need to coordinate with the Vietnam Electricity Group to soon issue a framework of appropriate compensation prices for the people. During the construction process, ensure labor safety, technical and aesthetic standards. This is a project that demonstrates the stature and position of Vietnam in the process of industrialization and modernization. Therefore, agencies, units and localities where the project passes through need to closely coordinate with the people and businesses for the benefit of the nation and people, avoiding negativity, harassment and inconvenience to the people and businesses...
The Prime Minister suggested that it is necessary to focus on immediately removing difficulties and challenges ahead as summer approaches. Outdoor construction at heights poses potential risks to labor safety, and construction units must ensure safety during the construction process.
For localities, it is necessary to promptly hand over the site, route corridor, and anchorage to the construction contractor on schedule. Soon issue a compensation policy framework for site clearance. Strive to complete casting the foundation positions before April 30, erect poles, organize wire pulling, and complete power connection before June 30 according to the set plan by April 30 and May 1 at the latest.
