This was emphasized by Prime Minister Pham Minh Chinh at the Conference to announce the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050: "Ninh Binh will continue to develop strongly, becoming a growth pole of the southern provinces of the Red River Delta, aiming to become a civilized, modern, smart Central City with its own identity, on par with Millennium Heritage Cities and Creative Cities in the world ".
Located in a strategic position, the southern gateway of the Northern Delta, the connecting point and intersection of three economic and cultural regions: the Red River Delta, the North Central Coast and the Northwest mountainous region. Ninh Binh Province is also proud to be the only locality in Vietnam as well as Southeast Asia that owns a dual world heritage - Trang An World Cultural and Natural Heritage.
Based on the special, unique, and outstanding potentials and advantages, with the spirit of solidarity, dynamism, creativity, will, and aspiration of the people of the ancient capital of Hoa Lu, Ninh Binh has implemented a development strategy with its own identity "based on preserving the historical, cultural, and natural heritage values of the ancient capital of Hoa Lu".
After 33 years of re-establishment of the province, under the leadership of the Provincial Party Executive Committee, through 8 Congress terms, with the efforts of the entire political system and people of all walks of life in the province, Ninh Binh has achieved many important achievements in the fields of Party building, political system building, socio-economic development, and ensuring national defense and security.
These achievements have contributed to the overall development of the country and affirmed the province's intrinsic strength in the context of integration and development. Ninh Binh province has undergone a great transformation and comprehensive development. From the poorest agricultural province in the Red River Delta, it has risen to become a fairly developed province, aiming to become a centrally-run city by 2035.
Although the province's natural area is not large, Ninh Binh has risen to join the group of 18 provinces and cities that balance their own budgets and have central regulation, and its development indicators are always among the highest in the country.
In 2024, the province's economic growth rate (GRDP) is estimated to reach 8.56%, with per capita income ranking 11th in the country. Ninh Binh tourism was voted "top 10 most attractive destinations in the world".
In 2025, Ninh Binh province is one of 18/63 provinces and cities assigned by the Government to achieve double-digit growth. Ninh Binh is honored to be trusted by the Government to achieve a very high growth target of 12%, ranking 2nd in the Red River Delta region.
Entering a new development stage, identifying resources originating from thinking, motivation originating from innovation, strength originating from enterprises and people, Ninh Binh has renewed old motivations, exploited new resources to suit development trends, especially new development trends of industries, fields, regions, countries and the world.
From there, focus on systematic scientific research, establish a solid theoretical and practical foundation to build the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 with the goal, strategic orientation, long-term vision, turning heritage resources into assets, into driving forces for rapid and sustainable development; strive to basically meet the criteria by 2030 and by 2035 become a centrally-run city with the characteristics of a Millennium Heritage City, a creative city; vision to 2050 is a civilized, modern, smart centrally-run city with its own identity, on par with heritage cities and creative cities in the world.
On that basis, the goal of becoming a growth pole was quickly shaped and established by Ninh Binh, some fields have clearly risen, becoming the center of the region, the southern sub-region of the Red River Delta and the country such as automobile assembly and production, tourism, processing of vegetables and fruits for export and event organization...
Currently, Ninh Binh is one of the country's major automobile mechanical industry centers, with the leading company being Hyundai Thanh Cong Vietnam Automobile Manufacturing Joint Stock Company; the total designed capacity of the factories reaches 208,000 vehicles/year. Not only does it occupy 20% of the domestic market share, up to now, Hyundai Thanh Cong has had 5 car export trips to Thailand, part of HTMV's plan to export more than 2,400 Hyundai cars to countries in the region, in the period of 2024-2025.
The development of Hyundai Thanh Cong has affirmed and promoted the brand "Made in Vietnam", raising the position of Vietnam on the world automobile industry map, opening up many promising futures in which Hyundai Thanh Cong is shouldering the pioneering mission, together with the province's industry to soon realize the goal of making Ninh Binh "a leading center of the country in modern traffic mechanical industry with the pillar being the automobile mechanical industry".
The development of the automotive mechanical industry has been creating an attractiveness for Ninh Binh to attract investment resources, especially foreign investment capital in the field of manufacturing industry and supporting industry for the automotive industry; contributing a large proportion, bringing the added value of the entire industry in 2024 to VND 15,522 billion, an increase of 11% compared to 2023. The industrial production index (IIP) increased by 10.29%, the highest since the beginning of the term.
Ninh Binh is also affirming its position as a major tourist center of the region, with high national and international brand value when it has been rated as a leading destination for domestic and international tourists for many consecutive years, voted in the "Top 10 most attractive experiences in the world in 2024".
In 2024, the whole province will welcome over 8.7 million visitors, an increase of 26.5% over the same period, exceeding the annual plan by 16%; tourism revenue will reach nearly VND 8,900 billion, an increase of 35.9% over 2023, exceeding the annual plan by 7.8%, setting a new milestone of welcoming 1.5 million international visitors. Ninh Binh tourism is and will create a strong growth momentum for the province's economy. Ninh Binh is converging advantages to develop into a national event organization center of international stature.
In particular, in 2024, Ninh Binh province successfully organized many scientific conferences and seminars, such as: Scientific seminar "Dinh Tien Hoang: Historical stature and national aspirations"; Scientific seminar "Research, preservation and promotion of the value of the stele system at the special national relic of Non Nuoc mountain" and building a dossier to nominate UNESCO documentary heritage; focusing on implementing the project "Research to identify, preserve and promote the value of Hoa Lu historical-cultural space", thereby proposing directions and solutions to preserve and promote the typical values of Hoa Lu historical-cultural space in the socio-economic development of the locality, contributing to the implementation of the policy of building Ninh Binh towards the goal of becoming a centrally-run city with the characteristics of a heritage city and a creative city.

As the leading center for production, processing and export of fruits and vegetables in Vietnam, the leader in this field is Dong Giao Food Export Joint Stock Company (DOVECO), with 3 large processing centers in Ninh Binh, Gia Lai and Son La, processing capacity of 136,000 tons of products/year, DOVECO is the leading unit in production, processing and export of fruits and vegetables in Vietnam. The export value in 2024 will reach 100 million USD, products are exported to more than 50 countries.
In 2024, the GRDP value of the province's agriculture, forestry and fishery sector will reach VND 4,822 billion, an increase of 2.7% compared to 2023, the production value/ha of cultivated land will reach VND 160 million, exceeding the plan by 1.3%.
The work of building new rural areas (NTM) has gone into depth, achieved many positive results, ensuring harmonious development between rural and urban areas. By the end of 2024, the whole province will have 2 districts (Yen Khanh, Yen Mo) meeting advanced NTM standards; 65 communes meeting advanced NTM standards; 24 communes meeting model NTM standards; striving to complete the task of building NTM by 2025.
Urban development work has made a breakthrough. Recently, the province has simultaneously organized the implementation of administrative unit arrangement at district and commune levels in the period of 2023-2025, at the same time as establishing Hoa Lu city on the basis of merging the original status of Ninh Binh city and Hoa Lu district to become a type I urban area under the province with the nature of a heritage urban area.
Hoa Lu urban area is currently one of the four type I urban areas of the Red River Delta. This is not only an affirmation of outstanding achievements in development, but also marks a new beginning with new development space, new motivation, new aspirations on the journey to become a Millennium Heritage City, a creative city.
Looking back on the 33-year journey of re-establishing the province, from a poor, underdeveloped agricultural province in the Red River Delta region, Ninh Binh has broken through to become a province with a large budget revenue, a national and international tourism center, deeply integrated into the global heritage network with UNESCO titles, strongly urbanized, making Hoa Lu city the only millennium heritage urban area - a type I urban area in the southern provinces of the Red River Delta.
With the strong leadership and direction of the Party, National Assembly, Government, close coordination between ministries, branches, localities, Party Committee, Government, army and people, Ninh Binh will continue to promote the intelligence, strength and cultural identity of the people of the ancient capital Hoa Lu, making efforts to effectively and substantially implement the tasks that General Secretary To Lam entrusted to Ninh Binh province at the launching ceremony of "Tet tree planting to forever remember Uncle Ho" in the year of At Ty 2025: "Ninh Binh province must strive to become a typical model for green, harmonious and sustainable growth based on the close combination of socio-economic development with the preservation of cultural heritage, environmental protection, natural landscapes, associated with promoting the application of scientific and technological achievements, innovation, digital transformation, green transformation".
