Joint efforts to find breakthrough solutions for social housing development

Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; leaders of central ministries and branches; agencies, associations, 25 corporations, general companies, and enterprises with experience and capacity in investing in real estate development and social housing construction; and connecting points of 17 provinces and cities with high demand for social housing.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized that this meeting discussed the important and humane issue of promoting the development of social housing. Currently, we need to accelerate and make a breakthrough to complete the goals set by the 13th National Party Congress, including the goal of developing social housing.

The Prime Minister stated that progress, equity, and social security are extremely important tasks; our Party's consistent viewpoint is not to sacrifice progress, equity, and social security in exchange for mere economic growth.

Therefore, the Prime Minister hopes that ministries, branches, localities and enterprises thoroughly grasp this spirit. Recently, we have done a very good job of social security, not letting anyone go hungry or ragged; Vietnam's Happiness Index according to the United Nations ranking increased by 39 places. Therefore, it is necessary to continue promoting this spirit, the sense of responsibility towards society, "national love, compatriotism" in developing social housing.

The Prime Minister also reiterated the efforts of the whole country in eliminating temporary and dilapidated houses. This not only seriously implements the goals set by the 13th National Party Congress, but also demonstrates the sense of responsibility and duty of each citizen towards the community and the country; it is of noble humanity, aiming for the goal of fairness, progress, social security, and leaving no one behind.

The Resolution of the 13th National Party Congress affirms the implementation of social progress and equity, improving people's lives, ensuring harmonious connection between economic development and social development; focusing on developing housing types, promoting the development of social housing, rental housing, low-cost housing, housing for workers in industrial parks, creating conditions to encourage economic sectors to participate in housing development according to market mechanisms for social policy beneficiaries.

We have a very broad political framework and foundation for developing social housing. Since the beginning of the term, ministries, branches and localities have done a good job, especially actively implementing the Project to develop 1 million social housing units.

The Prime Minister is confident that the delegates all wish to share with society "national love and compatriotism", striving for progress and social justice. Our Party always has only one great goal: to bring independence, freedom, prosperity and happiness to the people. Therefore, we must think truthfully, speak truthfully, act truthfully, produce real results, and let the people enjoy real benefits.

The Government Resolution set out at the beginning of the year is to continue implementing the investment policy to build at least 1 million social housing units for low-income people and workers in industrial parks in the 2021-2030 period.

Recently, we have added more subjects affected by the 2-tier local government arrangement, expanded the subjects, and expanded the scope for low-income people. This process is always based on experience, gradual expansion, not perfectionism, not haste.

Up to now, the whole country has 696 social housing projects being implemented with a scale of nearly 640 thousand units, reaching more than 60% of the plan; 165 projects have been completed with a scale of about 116 thousand units; 151 projects are under construction and being implemented with a scale of 132 thousand units. 380 projects have been approved for investment with a scale of 388 thousand units. This is a very positive change, however, compared to the needs of the people, this is still a gap that we must make more efforts, try harder with the spirit of finishing each job, finishing each job to the end.

The Prime Minister assigned the Ministry of Construction to draft the Government's Resolution on further specifying the Housing Law and the National Assembly's Resolution on social housing, to speed up the progress, develop social housing quickly and sustainably, and meet the needs of those in need. The problem is to find a solution to develop social housing as quickly as possible.

The Prime Minister hopes that delegates will focus on discussing to issue a Resolution that creates the most favorable conditions for entities, especially state management entities, without being cumbersome; the entities participating in this work are enterprises assigned to work in the spirit of Resolution 68-NQ/TW of the Politburo on private economic development; it is necessary to develop standards, regulations, and processes, on this basis, decentralize to localities to select trustworthy and experienced enterprises that have done projects, promote the spirit of "national love, compatriotism", help those who are still in difficulty, "have a stable home before starting a career", must put themselves in the situation of people with housing difficulties to work together to solve the problem.

The Prime Minister requested that there must be public and transparent criteria and standards, promoting the competitive advantages of enterprises, while being responsible to society and humanity; those assigned the task of developing social housing must be aware that this is an honor, responsibility and joy; local authorities must have plans so that social housing is linked with other housing segments, contributing to promoting mutual development.

Social housing must ensure infrastructure such as transportation, technology, electricity and water, healthcare, education, culture, and ensure equal civil rights with other subjects.

Provinces must be aware of this, must do it early, do it immediately, the spirit is to exploit the land fund to the maximum, contributing to urban development. Any beautiful land in the center should be reserved for long-term production, business and service development; develop transport infrastructure to create space for urban development, not just developing urban areas in the center. We must increase the exploitation of the seabed, underground and space.

The Prime Minister especially emphasized that it is necessary to create the most favorable conditions for social housing buyers to have equal access, ensuring publicity, transparency, and digitalization of this process. This is a very core issue; if it cannot be done, it will fail; if social housing buyers have to "jostle and run" to buy social housing, it will easily lead to negativity and policy distortion.

It is necessary to diversify credit sources for real estate in general and social housing in particular, and to establish a social housing fund instead of relying solely on bank credit sources.

The Prime Minister requested that the policies put forward must be put into practice and bring benefits to society and the people. Immediately after this meeting, the Government will issue a Resolution to ensure that relevant entities are most open, most favorable, develop quickly and sustainably, demonstrating the spirit of saying what is done, doing what is done, and implementing it must have results, "weighing, measuring, and counting", and needing to abandon the old way of thinking.
