In the 2025-2030 period, Quang Ninh was assigned the target of completing 17,588 social housing units; of which 2,201 units will be completed in 2025. Implementing the Central Government's direction on social housing development, Quang Ninh has developed plans for implementation; established a Steering Committee; issued regulations, programs... for implementation. Departments, branches and localities closely follow the social housing targets assigned by the Prime Minister to the province, the directions of the Prime Minister, the Ministry of Construction and the Provincial People's Committee to focus on removing obstacles, quickly and thoroughly resolving administrative procedures and urging the implementation of social housing projects in the area. In particular, the Department of Construction is the focal agency, taking the lead in monitoring the overall implementation of social housing targets, grasping the implementation status of each project, promptly advising and proposing to the Provincial People's Committee to direct, urge, and remove difficulties and obstacles, not allowing procedural bottlenecks to affect project progress and the results of completing the province's social housing targets.
To remove difficulties and obstacles, promote the implementation of social housing construction investment projects in the area, the province closely monitors, organizes many meetings, issues documents directing departments, branches, localities, and investors to focus on implementing well the tasks and solutions set out on the basis of an overall assessment of the situation suitable for each group of projects, while also focusing on specific projects, with a timeline for completing the work, and assigning responsibilities to each agency and unit.
For example, at the meeting on May 12, 2025 of the Provincial People's Committee on reviewing the progress of implementing social housing development projects in the area, in addition to reporting on progress, the provincial departments, branches and relevant units focused on analyzing and clarifying the causes of difficulties and obstacles in implementation; based on the discussion results and opinions from the units, the provincial leaders directed and agreed on solutions to focus on promoting the projects.
Accordingly, for projects that have selected investors such as: Social housing project for workers and experts of Dong Mai Industrial Park (the remaining part of the project is about 355 units), departments, branches, localities, and related units are required to focus on resolving procedures for adjusting urban design, agreeing on connecting project intersections in May 2025; urging investors to complete remaining procedures (project adjustment, design, etc.) to complete by July 2025 at the latest. Similarly, the underground workers' housing project of Nui Beo Coal Joint Stock Company, units need to focus on completing related legal procedures to be eligible to start the project on August 19, 2025; At the same time, speed up the progress of planning, approval of planning adjustments and implementation of adjacent land funds in sync with the implementation roadmap of the above-mentioned workers' housing project to ensure effective state management of planning, land, construction, etc.
For other projects, departments, branches and localities urgently carry out investment policy procedures, select investors, as a basis for implementing projects, meeting the completion of social housing targets in the province in the following years.
As of May 2025, in the province, there have been 3 projects basically completed with 1,290 apartments, including: Social housing project in Ngan Bang hill residential area, scale of 790 apartments, basically completed by the investor, expected to hand over houses in the second quarter of 2025; social housing project serving workers and experts in Dong Mai Industrial Park, completed 380 apartments, 20 individual social housing houses are under construction, can be completed in 2025 (the project has about 300 apartments still in the process of procedures to continue construction); Sunhome social housing project at the airport, completed 1 apartment building with a scale of 100 apartments.
By removing bottlenecks in procedures and speeding up implementation progress, at the end of May, two social housing projects on the 20% land fund of the Northwest Housing Group Project on Tran Thai Tong Street in Cao Xanh Ward, Ha Long City and the social housing project on the land fund with symbol OXH-01 of the urban area project in Cao Thang, Ha Khanh, and Ha Lam wards were approved by the Provincial People's Committee in principle for investment. Currently, relevant departments, branches, and localities are urgently carrying out legal procedures to select investors, striving to start the project in the third quarter of 2025.
With the province's proactiveness and positivity, the goals of social housing development will soon be realized, thereby meeting the aspirations of tens of thousands of workers and laborers in the area.
