As the main breadwinner for his family, in 2023, while working, Mr. Pham Van Thuong (born in 1983) in Tran quarter, Ngoc Lac town had an accident, was no longer able to do heavy work, and his family's circumstances were extremely difficult. Mr. Thuong, his elderly mother and two young children had to live in a dilapidated, leaky house of about 30 square meters that could collapse at any time. In March 2025, he and his children received 80 million VND from the Steering Committee for the campaign to build houses for poor households, policy households, and households with housing difficulties in Ngoc Lac district to build a Great Solidarity house. Mr. Thuong shared: "I am very touched by the attention and support of the government, the sharing and care of everyone for my family. In just under a month, my mother and I, my uncle and I will have a new, spacious house. I can only send my thanks to the government, my relatives, and the neighbors. In the coming time, my family will try to overcome difficulties, continue to work, increase production, rise out of poverty, and stabilize our lives."
Chairwoman of the Fatherland Front Committee of Ngoc Lac district Pham Thi Thu shared: “Considering the implementation of Directive No. 22 as a key program of the locality, the Party Committee, government, and Fatherland Front from the district to the communes, towns, neighborhoods, and villages have implemented it in a methodical and scientific manner, in which special attention is paid to propaganda and mobilization work, creating high consensus throughout the district. Along with calling on cadres, party members, union members, and people, the district has actively mobilized businesses to join hands in support, creating a widespread movement, attracting the participation of many classes of people. With active and synchronous participation, up to now, the district's "For the Poor" Fund has received nearly 19 billion VND in funding to support the construction of houses for poor households, policy households, and households with housing difficulties (phase 2) in 2025. By May 2025, 289 households were supported to build houses in the spirit of Directive No. 22 houses have started construction; of which, 94 houses have been completed, handed over and put into use.
With high determination, great efforts and drastic actions, the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025 has achieved many positive results. Contributing to the overall achievements of the province is the active role of the Vietnam Fatherland Front at all levels. Through its activities, the Vietnam Fatherland Front has mobilized social resources, carried out supervision work, contributing to ensuring the fair and effective implementation of Directive 22, bringing practical benefits to the people. Along with participating in supporting people in the process of building houses, the Standing Committee of the Provincial Vietnam Fatherland Front Committee has issued many directive documents, organized many conferences, assigned specific tasks to the Vietnam Fatherland Front and organizations to coordinate with relevant sectors and units to closely monitor the implementation situation in localities. In particular, focus on speeding up the completion of procedures and documents to promptly disburse support funds to households, ensuring the right beneficiaries, avoiding duplication or omission of beneficiaries; promptly and continuously informing the results of mobilizing social resources; reviewing and urging the progress, disbursement of support funds to households and limitations and shortcomings in the implementation process to propose and advise the Steering Committee to have timely and effective handling measures...
According to the Provincial Steering Committee's data as of May 9, 2025, the need for support in building and repairing houses in the province is 15,326 units; the budget for implementation received through the Fatherland Front at 3 levels in both phases is more than 634 billion VND; the budget from the 5% savings source for regular expenditure in 2024 is nearly 189 billion VND. The total number of houses that have started and completed is 10,447 units, the number of houses that have received support funding is more than 6,000 units.
Vice Chairman of the Provincial Fatherland Front Committee Vo Minh Khoa said: “To complete the goal of eliminating temporary and dilapidated houses in the province in October 2025 in accordance with the direction of the Provincial Party Committee Standing Committee, along with promoting propaganda to raise the sense of responsibility of "only discussing work, not backtracking" of cadres, party members, civil servants, public employees, and the people to join hands with the province to take care of housing for poor households, the Provincial Fatherland Front Committee Standing Committee will coordinate with localities to regularly monitor, supervise, inspect, and urge the process of supporting housing construction to ensure requirements, quality and progress; at the same time, manage and use support resources for the right purposes and for the right subjects".
