Prime Minister chairs regular online Government meeting

During the week at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the regular online meeting of May with localities to assess the socio -economic situation in May and the first 5 months of 2023; the implementation of the socio-economic recovery and development program; the allocation and disbursement of public investment capital; the implementation of 3 National Target Programs; the results of planning work according to the provisions of the Law on Planning; the results of the work of the Government members who chaired and urged and worked with localities on the situation of production, business, public investment, infrastructure construction and import and export.

In the context of the world facing many difficulties and challenges, the socio-economic situation of our country in the first 5 months of the year continued to change quite positively. The average consumer price index (CPI) in the first 5 months increased by 3.55% over the same period, continuing the downward trend (4 months increased by 3.84%); core inflation continued to change positively. The monetary market was basically stable; lending interest rates decreased; exchange rates were stable in line with market developments; ensuring the safety of the banking system. State budget revenue in the first 5 months reached 48% of the estimate. Import-export turnover, export and import in May are estimated to increase by 5.3%, 4.3% and 6.4% respectively compared to the previous month; the estimated trade surplus in the first 5 months was 9.8 billion USD. Registered FDI in May reached nearly 2 billion USD, 2.2 times higher than the same period last year; The total for the first 5 months reached 10.86 billion USD, equal to 92.7% compared to the same period last year. Disbursement of public investment capital as of May 31 reached over 157 trillion VND, equal to 22.22% of the plan assigned by the Prime Minister, equivalent to the same period in 2022, but the absolute number was 41 trillion VND higher; pushing a large amount of capital into the economy, supporting output for many industries and fields, and creating jobs.

Further facilitation of visa policy

Continuing the 5th Session, the National Assembly gave opinions on 6 draft laws at the 6th Session; discussed in the hall the draft Law on amending and supplementing a number of articles of the Law on People's Public Security; the Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

Notably, the National Assembly gave opinions on the draft law on entry and exit, and delegates agreed that the provisions of the draft Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam (amended) will increase the duration of e-visas from 30 days to 3 months, valid for one or multiple entries. Delegates agreed that increasing the duration of temporary residence and e-visas for foreigners is appropriate to the current situation, when the demand for long-term entry into Vietnam is increasing.

Buddha's Birthday Buddhist calendar 2567

At the 2567th Buddha's Birthday celebration held last week at Quan Su Pagoda (Hanoi), Prime Minister Pham Minh Chinh congratulated dignitaries, monks, nuns, and Buddhists of the Vietnam Buddhist Sangha on the occasion of the 2567th Buddha's Birthday celebration - 2023.

With nearly 2,000 years of attachment and companionship with the nation, Vietnamese Buddhism has gone through ups and downs along with the country's history. Buddhism has permeated, spread, and blended into Vietnamese society, becoming an important part of the cultural and spiritual life of the Vietnamese people.

2023 is an important year for the Vietnam Buddhist Sangha, the first year to implement the Buddhist activities program set forth by the Resolution of the 9th Congress of the Vietnam Buddhist Sangha, term 2022 - 2027. In particular, after many years of being affected by the Covid-19 pandemic, this year's Buddha's Birthday was solemnly held in many places across the country, gathering many monks, nuns, Buddhists and people to attend, contributing to spreading good values ​​in life.

The Prime Minister requested the Vietnam Buddhist Sangha at all levels to continue promoting the tradition of solidarity, setting good examples, implementing and encouraging monks, nuns, and Buddhist followers to well implement the Party's guidelines and policies, and the State's policies and laws; actively respond to patriotic emulation movements, proactively participate in and effectively carry out charitable, humanitarian, and social security activities; and promote the strength of national solidarity for a strong, prosperous, happy, and well-off Vietnam.

Cars not used for official transport business have their inspection cycle extended.

Circular 08-2023-TT-BGTVT of the Ministry of Transport amending and supplementing a number of articles of Circular 16-2021-TT-BGTVT regulating the inspection of technical safety and environmental protection of road motor vehicles according to simplified procedures and procedures has officially come into effect. Accordingly, passenger cars with up to 9 seats not used for transportation business (with a production period of up to 7 years and a production period of 13-20 years) that have been granted certificates and inspection stamps before March 22, 2023 and are still valid for inspection as of June 3, 2023 will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02-2023-TT-BGTVT.

The inspection agency will automatically issue a certificate confirming the validity of the certificate and inspection stamp for the above vehicles without the vehicle owner having to bring the vehicle to the inspection center for re-inspection, helping to fundamentally resolve the current congestion in motor vehicle inspection, and well meet the inspection needs of people and businesses.

Agree to move Covid-19 from group A infectious disease to group B

Last weekend, at the 20th meeting of the National Steering Committee for Covid-19 Prevention and Control, the Ministry of Health announced that it had agreed to move Covid-19 from group A infectious disease to group B infectious disease; at the same time, issued guidelines on the application of Covid-19 prevention and control measures appropriate to group B diseases and recommendations from the World Health Organization to develop a sustainable control and management plan for Covid-19 in the 2023-2025 period in accordance with the new situation.

According to the National Steering Committee for Covid-19 Prevention and Control, implementing the direction of the National Steering Committee, the Ministry of Health would like to provide the basis for advising on the issuance of the Decision to transfer Covid-19 from group A to group B; comparing the provisions of the Law on Prevention and Control of Infectious Diseases and through monitoring the epidemic developments in Vietnam, it shows that Covid-19 no longer meets the criteria for group A infectious diseases, the Ministry of Health proposes to apply the provisions in Clause 2, Article 3 of the Law on Prevention and Control of Infectious Diseases for adjustment.

In Vietnam, the number of current cases has decreased 8.5 times compared to 2021, 48 times compared to 2022 (from the beginning of 2023 to May 29, 2023, 85,493 cases were recorded, an average of 17,000 cases were recorded per month). In addition, the mortality rate due to Covid-19 in the first 5 months of 2023 decreased sharply to 0.02% compared to the mortality rate in 2021 of 1.86%, in 2022 of 0.1%, equivalent to or lower than the mortality rate of some group B infectious diseases recorded in Vietnam in the past 5 years such as: Dengue fever (0.022%), Malaria (0.017%), Diphtheria (0.102%), Whooping cough (0.417%)...

In order to synchronously and uniformly deploy epidemic prevention measures after Covid-19 has moved from group A to group B, the Ministry of Health is directing units to review Covid-19 epidemic prevention measures to consider and decide on the application of appropriate measures to the epidemic situation in the coming time.

Thus, the Covid-19 epidemic, when it has been transferred to group B, is no longer subject to the Prime Minister's epidemic declaration; therefore, Decision 447-QD-TTg dated April 1, 2020 is no longer appropriate. The Ministry of Health reports to the Prime Minister for consideration and issuance of a Decision announcing the expiration of Decision 447-QD-TTg.

The People's Committees of provinces and cities need to direct specialized agencies to review the epidemic situation, declare the epidemic, and declare the end of the epidemic according to the provisions of law; implement epidemic prevention and control measures according to the provisions of the Law on Prevention and Control of Infectious Diseases, instructions of the Ministry of Health and ministries and branches; review documents and instructions on Covid-19 prevention and control of localities to abolish and amend according to their authority.
