Summary of the 2024-2025 school year, deployment of tasks for the 2025-2026 school year
On August 22, at the Government Office, the Ministry of Education and Training held a conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year. The conference was held in the form of direct online coordination to 34 locations across the country. Prime Minister Pham Minh Chinh chaired the conference. Also attending the conference were Deputy Prime Minister Le Thanh Long; leaders of ministries, departments, branches, central and local units.
Speaking at the opening of the conference, Minister of Education and Training Nguyen Kim Son said that the entire education sector has completed the 2024-2025 school year plan with many positive results.
In particular, the work of building institutions and policies has made a breakthrough: The Ministry of Education and Training has advised the National Assembly to promulgate the Law on Teachers, the Resolution on universalizing preschool education for children aged 3-5, the Resolution on exemption and support of tuition fees for preschool children and general education students. At the same time, the Ministry has also proactively and effectively implemented the arrangement of the apparatus and the implementation of two-level local government.
The 2025 High School Graduation Exam - the first exam under the 2018 General Education Program - was held safely, seriously, and objectively. The quality of key education continues to be affirmed through national and international exams. Human resource training, especially high-quality human resources in key technology industries such as semiconductors, artificial intelligence, 4.0 technology, etc., is focused on promoting.
The team of teachers and educational managers has developed in both quantity and quality; digital transformation and application of information technology have been promoted, bringing about many clear results.

In addition to the achievements, the education sector also frankly acknowledged the limitations: the shortage of teachers is still common in many localities, especially for new subjects in disadvantaged areas; the quality of vocational education and university education has not fully met the requirements of the labor market.
At the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong reported on the summary of the 2024-2025 school year and the direction and tasks for the 2025-2026 school year of the education sector. Central ministries, departments, branches and localities discussed, gave opinions and proposed solutions to develop and improve the quality of education and training.
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, highly appreciated, commended and congratulated the important results that the education sector had achieved this school year. The Prime Minister emphasized some outstanding highlights of education and training with 36 words: perfect institutions; streamlined apparatus; improved quality; professional exams; upgraded teachers; expanded integration; spacious facilities; developed science; early blooming talents.
Besides the achieved results, the Prime Minister said that Education still has many limitations, shortcomings, difficulties and challenges such as: inadequate programs, fragmented scale, unbalanced professions, low ethics, lack of skills, insufficient teachers, unconnected networks, and passive funding.
From the results achieved and practical experience in directing and operating in the past time, the Prime Minister requested the entire education and training sector to continue to focus on thoroughly grasping and effectively implementing the main orientation: taking students as the center and subject; teachers as the driving force; schools as the support; families as the fulcrum; society as the foundation.

Regarding regular tasks, the Prime Minister requested the Education sector to focus on carefully preparing the necessary conditions for the new school year, including a nationwide online opening ceremony down to the commune level.
Continue to improve institutions, enhance the effectiveness and efficiency of state management of education. Focus on effectively implementing the Law on Teachers; urgently complete and submit to the National Assembly amendments to the Laws on education, higher education, and vocational education; prepare to develop the Law on Lifelong Learning.
Prioritize investment resources in facilities and teaching equipment for preschool and general education institutions. Focus on implementing the National Target Program to modernize and improve the quality of education and training.
Building and developing a team of teachers with adequate qualities and abilities, equal to the task. Focusing on overcoming the surplus and shortage of teachers, ensuring the principle of "where there are students, there must be teachers in the classroom". Paying attention to developing education for children and students in areas with difficult socio-economic conditions, ethnic minority areas, mountainous areas, border areas, and islands.
Regarding the breakthrough task, the Prime Minister requested the Ministry of Education and Training to prepare to focus on thoroughly grasping and synchronously, drastically and effectively implementing the Politburo's Resolution on breakthrough in education and training development as soon as the Resolution is issued.
Continue to review and plan the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges, and vocational education. Ensure appropriate land funds to build schools and classrooms, especially to add schools and classrooms to implement universal preschool education for children from 3 to 5 years old; build primary and secondary boarding schools in 248 land border communes, initially piloting investment in building or renovating 100 schools in 2025.
Improve the quality of preschool and general education. Implement universal preschool education for children from 3 to 5 years old; ensure safety for children. Adjust and perfect the general education program to suit reality. Improve the quality of digital capacity development, artificial intelligence (AI); gradually make English the second language in schools.
Improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation.
Promote digital transformation, enhance the application of information technology. Encourage the development and exploitation of big data, application, and appropriate development of artificial intelligence.
Promote international cooperation and integration. Expand, diversify and deepen international cooperation mechanisms; promote negotiations and signing of agreements and treaties on educational and training cooperation...
Previously, on August 20, the Ministry of Education and Training issued Decision No. 2358/QD-BGDDT on the Plan of tasks and key solutions for the 2025-2026 school year.

The Party Committee of the Ministry of Education and Training held the 1st Congress of Delegates, term 2025 - 2030
On the afternoon of August 21, the official session of the 1st Congress of the Party Committee of the Ministry of Education and Training, term 2025 - 2030 took place in Hanoi.
After a period of urgent and serious work with the motto "Discipline - Creativity - Breakthrough - Development", with a high sense of responsibility of all cadres and party members in the entire Party Committee, the Congress was a great success, completing all the contents and programs set out.

The Standing Committee of the Ministry of Education and Training Party Committee consists of 8 comrades.
Comrade Nguyen Kim Son, member of the Party Central Committee, Minister of Education and Training, was appointed as Secretary of the Party Committee of the Ministry of Education and Training for the 2025-2030 term. Comrades: Pham Ngoc Thuong, Permanent Deputy Secretary of the Party Committee for the 2020-2025 term, Permanent Deputy Minister of Education and Training; Nguyen Viet Loc, full-time Deputy Secretary of the Party Committee for the 2020-2025 term were appointed as Deputy Secretary of the Party Committee of the Ministry of Education and Training for the 2025-2030 term.
The Standing Committee of the Government Party Committee also decided to appoint 5 comrades to the Inspection Committee of the Party Committee of the Ministry of Education and Training, term I, 2025-2030. Comrade Nguyen Viet Loc is the Chairman.

On the morning of August 19, in Quang Ninh, Minister of Education and Training Nguyen Kim Son attended the inauguration and groundbreaking ceremony of a number of key national and local projects. Speaking at the ceremony, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong said: The history of the Vietnamese nation is a history of golden pages of steadfast and indomitable struggle for independence and freedom. In which there has always been an important contribution from the education sector, specifically from teachers.
During the resistance war against the US to save the country, to gain independence, freedom and unify the country, when the people of the South asked for support from the people of the North, besides the troops going to the South to fight, there was a special force - teachers who went to B - who were also "soldiers on the cultural - educational front" in the liberated areas in the South.
Since the early 1960s, the need for education staff and teachers in the liberated areas of the South became urgent; in response to the call of the Party, the State and the people of the South, thousands of staff, teachers and newly graduated students from teacher training colleges in the North wrote volunteer applications, ready to leave their families, say goodbye to their familiar podiums, and accept the mission to go to the battlefields of the South.
According to archival documents, from 1961 to December 1974, there were many waves of education officials and teachers with a total of more than 3,000 teachers volunteering and being mobilized by the Ministry of Education to go to the Southern battlefield (coded as going to B).
With the great efforts of local teachers and the timely and prompt support of the Ministry of Education in the North, within just 4 months, all schools in the South after liberation had re-established their management and leadership apparatus, rearranged the team of teachers, lecturers and learning conditions to simultaneously open the school year as usual, and students could go to school normally. That success had an important contribution from the teachers who went to B.

Universities simultaneously announce admission benchmark scores for 2025
On August 22, after 10 virtual filtering rounds, universities simultaneously announced the 2025 benchmark scores. The total number of virtual filtering rounds was 4 times more than the Ministry of Education and Training initially expected, to ensure the most accurate results from the huge amount of data from candidates and schools. This year, nearly 850,000 candidates registered for university admission, with about 7.6 million wishes. Many schools recorded 2-2.5 times more candidates than last year.
In 2025, the number of candidates applying for admission increased; for the first time, colleges participated, there was no more early admission and the entire method was implemented in Round 1.
Therefore, to ensure accurate, fair and objective admission results, the Ministry of Education and Training recommends that training institutions carefully review all data and admission methods, ensuring that no candidates are missed or incorrectly identified; and limit errors arising during the admission process. At the same time, carefully calculate the options, propose appropriate virtual rates, avoid creating a large virtual number, affecting the recruitment sources of other training institutions as well as recruiting beyond the target and training capacity of the training institution.
