Tonight at midnight, October 5, the storm center will enter the Northeast.

The Director of the National Center for Hydro-Meteorological Forecasting warned that between midnight tonight, October 5, and early tomorrow morning, October 6, the eye of the storm will make landfall in the area between Quang Ninh province of Vietnam and Guangxi province (China).

According to the warning of Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, storm No. 11 is very strong, reaching level 12-13, gusting to level 16 and is moving in the West-Northwest direction at a speed of 20-25km/hour.

Mr. Mai Van Khiem commented on the path and landing location of the storm, this afternoon, October 5.

Currently, Vietnam's meteorological agency and the world 's storm warning centers believe that around tonight, the storm will approach or make landfall in the Northeast region of the North, directly affecting the mainland in the provinces and cities of Quang Ninh, Hai Phong, Hung Yen and Lang Son.

According to the Department of Dyke Management and Natural Disaster Prevention ( Ministry of Agriculture and Environment ), from tonight, October 5, to the end of October 7, the mountainous and midland areas of the North will have widespread rain of 150-250mm, in some places over 400mm; the Northern Delta and Thanh Hoa 70-150mm, locally over 200mm.

This afternoon, October 5, the Department of Dyke Management and Natural Disaster Prevention compiled a report on the situation and preparations for storm No. 11 in localities.

Accordingly, the border guards have notified and instructed nearly 68,000 vehicles with more than 292,000 workers to proactively take shelter from the storm (data updated at 10:00).

Of these, there are still about 1,500 ships with more than 6,000 workers operating in the Gulf of Tonkin and moving ashore to avoid the storm.

There are 4 localities: Quang Ninh, Hai Phong , Hung Yen and Ninh Binh that have issued a sea ban.

The Ministry of Agriculture and Environment also said that currently, 2,495 reservoirs in the North have reached 69% to 98% of their design capacity, with 137 reservoirs still damaged and 47 reservoirs being repaired.

Several large hydropower reservoirs such as Hoa Binh, Thac Ba, and Tuyen Quang are operating to discharge water to catch floods. The sea dyke system from Quang Ninh to Ha Tinh, which is over 1,000km long, has 44 weak points and is being inspected and reinforced by localities to ensure safety when the storm makes landfall.

Today, the direction work is being vigorously deployed. On October 5, the National Civil Defense Steering Committee issued Official Dispatch No. 12/CD-BCĐ-BNNMT requesting the northern provinces, relevant ministries and branches to strictly implement measures to respond to storm No. 11.

On the same day, Deputy Prime Minister Tran Hong Ha directly inspected storm response work in Lao Cai province; Senior Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army, inspected in Quang Ninh.
