Stabilizing people in disaster areas

On the afternoon of December 9, Comrade Vu Viet Van, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a conference to listen to the Department of Agriculture and Rural Development report on the implementation results of Plan No. 268-KH/UBND dated November 1, 2022 of the Provincial People's Committee on implementing the Population Dispatch Program in areas: natural disasters, special-use forests for the period 2021 - 2025, orientation to 2023 in Vinh Phuc province.

According to Plan No. 268-KH/UBND of the Provincial People's Committee, for the period 2021 - 2025, with a vision to 2030, Vinh Phuc province will arrange and stabilize residents in disaster areas for over 3,770 households; of which, concentrated resettlement for 340 households; on-site settlement for 3,430 households; arrangement for 188 households to reside in special-use forests.

In order to carry out the assigned tasks, the Department of Agriculture and Rural Development has issued documents directing and requesting districts and cities to review and develop plans for stabilizing the population in accordance with the provisions of law, meeting the requirements for residential land, production land, and water for production and daily life of the people. At the same time, implementing policies to support the development of agricultural production and create jobs for households. From November 2022 to October 31, 2024, the Vietnam Bank for Social Policies has coordinated with local authorities, associations, and organizations to entrust nearly 8,290 households in disaster areas and special-use forests to borrow nearly 572 billion VND for economic development. In 2023, Lap Thach district relocated 4 households from Khao mountain area, Ngoc My commune out of the landslide risk area; Song Lo district has implemented 2 projects to support investment in building essential infrastructure to stabilize the lives of residents in Quang Yen and Nhan Dao communes. Of which, Quang Yen commune has relocated 10 households to a new resettlement area but has not yet received direct support policies according to regulations.

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Vu Viet Van assigned the Department of Agriculture and Rural Development to review and specifically evaluate the results after 2 years of implementing Plan No. 268-KH/UBND of the Provincial People's Committee, especially to clearly indicate the results achieved and not achieved, clarify the causes, responsibilities and propose solutions for implementation in the coming time. Districts and cities review and count areas at risk of landslides, and on that basis propose specific support plans.
