On the afternoon of May 29, explaining at the discussion session in the hall about the results of thematic supervision of issues related to Covid-19 prevention, Minister of Finance Ho Duc Phoc received opinions on policies for medical staff , career incentives and health insurance.

Recalling the time when the whole country was still struggling to prevent and fight the epidemic, Minister Ho Duc Phoc said, "we did not foresee the difficulties so there was no precedent."

“The government is very determined in fighting the epidemic. I still remember at 9 p.m., the Prime Minister called to ask if it was possible to establish a vaccine fund. I reported to the Prime Minister that it was possible,” Mr. Phoc recalled.

That same night, around 10 p.m., the Ministry of Finance convened a meeting to assign tasks to departments and divisions to develop regulations for establishing a vaccine fund, and at the same time assigned the Department of Administrative Affairs to develop Circular 41 related to the vaccine fund. At 8 a.m. the next morning, the Minister of Finance sent the Prime Minister both Circular 41 and the policy for establishing the fund.

Regarding the export of aid goods, the Minister said that this agency must apply the measure of exporting goods first, then collecting documents and records to ensure "fighting the epidemic like fighting the enemy", ensuring the rescue of people infected with Covid-19.

Mr. Ho Duc Phoc said that there were days when the Prime Minister chaired a meeting that lasted until 2 a.m. to finalize the policy mechanism for epidemic prevention and control. “At 1 a.m., I was so tired that I went home. Halfway there, the Prime Minister called me back,” Mr. Phoc shared.

Resolution 43 of the National Assembly was issued on January 11, 2022. 17 days later, the Ministry of Finance submitted and the Government issued Decree 15, which took effect on February 1, 2022. Thus, only 20 days after the National Assembly Resolution, there was a decree to immediately implement support measures for businesses.

“At that time, we did not expect such success! When we accompanied the Prime Minister on inspections in Ho Chi Minh City and Binh Duong, the four of us ministers arrived at Tan Son Nhat airport and there was almost nothing to eat. We had to tell our colleagues to go find instant noodles. After searching for more than an hour, the four ministers got four packs of instant noodles. After eating, it was late at night when we boarded the plane to return home,” Minister Ho Duc Phoc shared.

Finance Minister Ho Duc Phoc said that these were shares during the pandemic period. Because at that time, all sectors focused on fighting the epidemic to save people, save lives, and restore the economy.
