On the morning of July 11, Mr. Nguyen Thanh Nghi - Standing Deputy Secretary of the Ho Chi Minh City Party Committee - had a working session with the People's Committees of Phu Tho Ward and Binh Thoi Ward (old District 11) to survey the implementation of the 2-level local government model.
Timely processing of documents, no backlog
Here, Mr. Nghi visited the Public Administration Service Center of 2 wards, learned about the average processing time of procedures, equipment, network connection and any difficulties. The Standing Deputy Secretary of the City Party Committee also met and asked people who came to do administrative procedures and listened to their opinions and suggestions.
Mr. Dinh Chi Thinh, Chairman of Phu Tho Ward People's Committee, said that from July 1 to now, the ward has received over 600 people coming to do transactions at the Public Administration Service Center. The total number of received records, mainly focusing on the fields of certification, household registration and other forms, is over 1,000 records.
The number of people coming to transact is quite large, however, with the actual limited conditions of the headquarters, the ward has proactively arranged and arranged reasonably to receive and handle documents promptly, avoiding congestion or people having to wait for a long time.
Ward leaders also assigned staff to be on duty throughout the day to ensure that the processing of documents takes place continuously and without interruption.
During the operation, the ward encountered some initial difficulties. However, thanks to the synchronous direction and early preparation, many problems were promptly resolved.
The facilities were received from the old headquarters, the infrastructure was limited so there were initial obstacles, but the ward flexibly adjusted to suit the operational requirements of the public administrative service center.
Regarding working spirit, although there were many worries at first, after a period of operation with the attention and close direction from the leaders of the city and ward, along with encouragement and regular meetings, the staff have stabilized, working with a comfortable, responsible and enthusiastic spirit.
This truly demonstrates the spirit of "giving trust - receiving satisfaction" that Phu Tho ward sets as its service motto.
Dedicated to serving the people
In Binh Thoi Ward, Ms. Tran Hai Yen - Secretary of the Ward Party Committee - said that as of July 8, the locality had received more than 300 applications. Overall, the operation process went smoothly, with the common spirit of the staff being to continuously improve the quality of service to the people.
Chairwoman of Binh Thoi Ward People's Committee, Ms. Bui Thi Ngoc Ha, said that the ward is currently facing some difficulties such as: the staff and civil servants are still limited in performing specialized tasks; the system at the one-stop department is not stable; the volume of notarized and certified documents is large...
In addition, the facilities also have some items that need to be maintained and repaired, and the ward has submitted a proposal for early implementation.
In his concluding remarks, Mr. Nguyen Thanh Nghi said that the highest goal of the new local government model is to be close to the people, serve the people better. The working session aimed to listen, resolve difficulties and guide localities to perform better, ensuring the set requirements.
The Standing Deputy Secretary of the City Party Committee highly appreciated the efforts, sense of responsibility and determination of Phu Tho and Binh Thoi wards in operating smoothly and continuously over the past time.
Through a field survey at the Public Administration Service Center, initially no problems affecting the operation process were recorded.
The wards have quickly stabilized their organizations and operated in accordance with their functions and tasks, promoting the role of Party committees, People's Councils, unions and authorities in management and operation, creating favorable conditions for the people.
He also noted that the ward's civil servants continue to improve their professionalism, sense of responsibility, dedication, and enthusiasm in serving and resolving people's petitions.
In response to the recommendations from the two wards, Mr. Nguyen Thanh Nghi said that the working group had fully acknowledged them and would have specific instructions to gradually resolve them.
Regarding facilities, the City People's Committee is conducting a comprehensive assessment of existing resources such as headquarters and equipment, and reviewing the actual needs of units.
The general spirit is to ensure adequate equipment and create conditions for wards to serve people better and better.
