These are the shares of Mr. Nguyen Tu Quang, Vice President of VINASA, Chairman of VINASA AI and AI Ethics Committee at the workshop "Harnessing the power of AI for breakthrough development" on the morning of May 28. The event is within the framework of the Vietnam - Asia Digital Transformation Summit 2025 held in Hanoi .

Here, managers, experts, and business representatives presented on the effects of AI in areas such as state management, applications in small and medium enterprises, software development, and customer care.

Vietnamese are the authors of 2/4 of the major models behind ChatGPT

Speaking at the opening of the conference, Mr. Nguyen Tu Quang highly appreciated the capacity of Vietnamese people in the field of artificial intelligence, especially GenAI (Generative AI). He pointed out that 2/4 important models (GPT) behind the ChatGPT chatbot have Vietnamese authors/co-authors: Dr. Le Minh Thang and Dr. Le Viet Quoc.

In addition, Dr. Le Minh Thang is also part of a group of 50 people directly researching the Bard chatbot in Google's "100-day campaign" at the end of 2022 to deal with the threat of ChatGPT.

The Vice President of VINASA added that many Vietnamese AI experts working abroad want to return home to contribute to the development of the country.

Talent is just one of many factors that help Vietnam exploit the power of AI and realize the goal of becoming one of the three leading countries in Southeast Asia in artificial intelligence as set out in Resolution 57.

According to Mr. Quang, to develop AI technology, the state can learn from international experience in stimulating businesses to apply AI products and services, thereby creating a market for companies in this field.

He cited an example in Singapore, after a business chooses an AI product or service to use, the government will support 70% and the business will pay the remaining 30%. This ratio is 50-50 in Japan, 40-60 in Thailand. With about 1 million businesses in Vietnam, stimulating demand will create a huge market for AI.

Another important issue in AI is data and computing infrastructure. Vietnam already has a national data center, and Mr. Quang proposed establishing a public AI center so that small companies and startups with good projects can use resources to solve AI problems.

“If we can do the above, with the participation of the state, we will have Vietnamese DeepSeeks or GPTs,” Mr. Quang affirmed.

National policy needed to promote AI development

The State plays a very important role in the development of science and technology in general, and AI in particular. With experience implementing large technology projects many years ago at Bkav, Mr. Quang believes that there needs to be a national policy to promote the development of AI, combined with the efforts of each business, organization, and individual.

Currently, AI is not only being strongly deployed in the private sector but also applied in the public sector, state agencies and units. Mr. Nguyen Quoc Cuong, solution architect and AI expert, Dymamic Software Solutions, reviewed the benefits that AI brings such as smart meeting rooms that help reduce paperwork, virtual assistants that support office blocks in word processing, security monitoring, smart traffic, etc.

However, from the process of building AI solutions for the public sector, business representatives realized that there were some bottlenecks that needed to be resolved regarding infrastructure, data, people, and legal corridors. For example, according to Mr. Cuong, data collection is very difficult because there is no clear framework and state-owned enterprises are not ready to invest in specialized hardware for AI because of high costs and rapid depreciation.

Another difficult problem that not only the public sector but also the private sector faces is that a part of the workforce has become redundant and there is no suitable solution. “After considering all the related issues, they rejected our solution,” Mr. Cuong recounted.

Agreeing with these views, Mr. Vu Thanh Tung, Product Director of AI Cloud GreenNode, raised a concern that makes the company not pay attention to the public sector, which is that the time to deploy, implement, and accept the project is very long, while the enterprise must have cash flow to "feed the army".

The reason for the situation of "a project only takes 3 months but takes 6 months to complete procedures" , according to Mr. Hoang Van Hoi, General Director of Dynamic Software Solutions Company, is that there are no specific case studies for each industry, province, city, department, and branch. The legal framework is unclear, there are no instructions on time, budget, implementation, effectiveness assessment and acceptance, making all parties confused.

However, with the promulgation of Resolution 57 and Resolution 68, businesses commented that there have been positive changes from the public sector in the process of handling procedures, as well as opening up many opportunities for all companies to participate in solving market problems.

Affirming the important role of the state in accompanying the private sector, Mr. Quang committed that VINASA will always be a bridge connecting the business sector with the Government to propose solutions and recommendations to resolve bottlenecks in the market, data, and mechanisms, promote changes in science and technology, and ensure the country's development.
