Social criticism of the draft Resolution on supporting population arrangement for the period 2021-2025, with a vision to 2030 - Lang Son Newspaper and Radio and Television Station

- On the morning of May 21, the Standing Committee of the Vietnam Fatherland Front Committee of Lang Son province held a conference to provide social feedback on the draft Resolution of the Provincial People's Council regulating policies to support the implementation of the Program for stable resettlement of residents in Lang Son province for the period 2021-2025, with a vision to 2030.

Comrade Nguyen Hoang Tung, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee , chaired the conference.

Attending the conference were leaders of the Provincial Party Committee's Propaganda and Education Committee; representatives of the Provincial People's Council Standing Committee; leaders of the Provincial Department of Agriculture and Environment (the agency in charge of advising on the drafting); leaders of socio -political organizations, advisory councils of the Provincial Fatherland Front Committee, and a number of relevant departments, branches and units.

Representatives of the Department of Ethnic Affairs and Religion spoke out at the conference.

The issuance of the Resolution of the Provincial People's Council stipulating policies to support the implementation of the Program on resettlement of residents in Lang Son province for the period 2021-2025, with a vision to 2030, aims to specify the goals and tasks of the Target Program on restructuring the agricultural economy in association with preventing, combating and mitigating natural disasters, and stabilizing people's lives. The focus of the program is to relocate and settle residents in areas at high risk of natural disasters and areas of particular difficulty.

Ms. Le Thi Thanh Nhan, Chairwoman of the Economic Advisory Council of the Provincial Fatherland Front Committee, gave a critical speech at the conference.

The Draft Resolution consists of 6 articles, stipulating: scope of regulation; applicable subjects; implementation principles, support conditions; content, support level; funding sources for implementation and implementation organization.

Ms. Tran Thi Hoa Sinh, Chairwoman of the Democracy-Law Advisory Council of the Vietnam Fatherland Front Provincial Committee, gave a critical speech at the conference.

The conference recorded 16 opposing opinions, including 14 opinions expressed directly at the conference hall and 2 opinions sent in writing. The delegates basically agreed with the policy of issuing the resolution as well as the main contents of the draft. In addition, the delegates focused on giving opinions and proposing to perfect the draft in some specific contents such as: adjusting the name, concepts, and professional terms appropriately; reviewing and rearranging the layout and presentation of the draft to ensure it is tight and easy to access; clarifying the criteria for assessing people's consensus in the process of relocating and relocating residents; supplementing support methods and reasonable support times; supplementing regulations on acceptance of the quality of supported works; reviewing the implementation progress to ensure feasibility and effectiveness....

At the conference, leaders of the provincial Department of Agriculture and Environment explained and clarified the contents that delegates were interested in and fully recorded the opinions to continue completing the draft and submit it to competent authorities for consideration and promulgation in the coming time.

Comrade Nguyen Hoang Tung, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, delivered a concluding speech at the conference.

In his concluding remarks at the conference, the Chairman of the Provincial Vietnam Fatherland Front Committee highly appreciated the thoughtful and responsible comments, which showed the concern of all levels, sectors and public opinion. He requested the professional department to promptly synthesize and draft the conference conclusion notice and requested the Department of Agriculture and Environment to receive and explain the comments after receiving the notice.
