According to the review results of the Ministry of Health , there are 46 proposals to decentralize the functions and tasks of ministries and ministerial-level agencies to localities. There are 40 proposals to transfer functions and tasks from the district level to the commune level or to the provincial level. There are 7 documents proposing amendments to the draft Decree to implement the 2-level local government organization model.
The opinions of ministries and branches at the meeting were that it is necessary to promote decentralization of authority, and that what localities can do should be assigned to localities. At the same time, it is necessary to calculate and ensure conditions for implementation. The Ministry only focuses on issuing mechanisms and policies and urging and inspecting implementation. Delegation of authority also needs to be accompanied by the assignment of implementation tools. It is necessary to clearly distinguish between general and specific authority because there are tasks that require common responsibilities at all levels, for example, communication on disease prevention and control must be done at all levels.
The opinions clearly stated that in the process of delimiting authority, it is necessary to ensure consistency because authority is a process involving many ministries, avoiding the situation where some ministries transfer to the province while others transfer to the commune.
It is necessary to urgently complete the division of authority so that when the district level is removed, there will be no interruptions, missed tasks, or unclear who will perform them.

Taking note of the opinions of ministries and branches, Deputy Prime Minister Le Thanh Long noted that the draft Decree must clearly state what needs to be amended and where.
The Deputy Prime Minister said that when delegating authority to a subordinate professional agency, it is necessary to clearly state which agency it is.
When defining authority, it is necessary to focus on "when the district level no longer exists, what matters will go to the province, what matters will go to the commune". If the authority is related to the implementation of administrative procedures, clearly define the order of those procedures and include them in the attached appendix.
The Ministry of Health has drafted a report on the draft Decree, which clearly defines the issues. It is necessary to review all administrative procedures, thereby clearly defining how many procedures are under the laws, decrees, and decisions of the Prime Minister. Of these, it is necessary to determine how many procedures are handled in this draft Decree of the Government, how many procedures are handled in the Circular of the Ministry, it is necessary to separate clearly to avoid missing work.
Regarding decentralization of authority, the Deputy Prime Minister said that more decentralization is needed to localities, and any procedures that are kept at the ministerial level need to be clearly stated for the reasons.
