To develop sustainable Tourism - Services, diversify tourism products in a unique and attractive direction for tourists, and at the same time create a change in tourism activities, towards the goal of sustainable development, gradually turning Cao Bang tourism into a spearhead economic sector, the Subcommittee on implementing breakthrough content on sustainable Tourism - Services development in the period of 2021 - 2025 builds a plan to implement breakthrough content on sustainable Tourism - Services development in 2025.

In addition to promoting propaganda work, there are groups of solutions, including tourism planning and investment focusing on implementing the Tourism System Planning for the period 2021 - 2030, with a vision to 2045; Cao Bang Provincial Planning for the period 2021 - 2030, with a vision to 2050 in accordance with local conditions. Planning 3 special national monuments, building multi-functional synchronous infrastructure at 3 special national monuments, national scenic spots, key tourist areas and spots associated with national cultural identity and the UNESCO Non Nuoc Cao Bang Global Geopark. Consulting and proposing to competent authorities to develop and promulgate the Project on tourism development in Cao Bang province to 2030, with a vision to 2040; The project "Special policy mechanism for the development of Ban Gioc Waterfall Tourist Area" aims to create a basis for promoting potentials and advantages, creating breakthroughs, resolving bottlenecks to realize the goal of developing Ban Gioc Waterfall Tourist Area into a key tourism destination of the province and the country. Strengthening the call for investment attraction according to the list of investment projects in the fields of tourism, trade, services and approved projects; strengthening investment attraction to develop unique tourism products and services of the province. Effectively implementing projects under the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030 in Dong Tam hamlet, Dong Loan commune (Ha Lang); Nam Ngua hamlet, Ngoc Dong commune (Ha Quang); Ba Quang Grass Hill tourist attraction, Vinh Quy commune (Ha Lang) and other tourism programs and projects.

Promote tourism promotion through organizing or coordinating the organization of cultural, sports and tourism activities and events of localities and units; participate in linkage and cooperation programs to develop domestic tourism (linking group of 8 Northeastern provinces and Ho Chi Minh City, linking group of 6 Viet Bac provinces) and abroad (UNESCO Global Geopark Network; Global Geopark Network in the Asia-Pacific region, strengthen cooperation with the Guangxi Zhuang Autonomous Region, China). Continue to research unique tourism products according to main product lines, including: Cultural tourism, eco-tourism - mountain resort; Develop complementary tourism products including sports tourism (recreational sports, adventure sports), border tourism (implement the Agreement on cooperation in protecting and exploiting tourism resources of Ban Gioc Waterfall (Vietnam) - Duc Thien (China); strengthen the development of border tourism with the Guangxi Zhuang Autonomous Region, China); spiritual festival tourism, night tourism (upgrade and expand the space of Kim Dong Walking Street and the walking street along Bang River (City). Improve the quality of services and goods to meet the needs of transportation, shopping, entertainment and other needs of tourists. Organize trade and tourism promotion events; participate in trade promotion fairs, promote and introduce OCOP products in provinces and cities across the country; develop a system of display points, introduce local products and specialties (especially products that have been certified as OCOP).

Promote the application of information technology in tourism; Review and evaluate the implementation results and effectiveness of the application "Cao Bang Tourism" in promoting, promoting, introducing tourism potential, building and exploiting tourism data; exploiting and promoting the title of UNESCO Non nuoc Cao Bang Global Geopark; re-evaluating the title of UNESCO Non nuoc Cao Bang Global Geopark for the second time in 2025 and protecting the title of UNESCO Non nuoc Cao Bang Global Geopark. Develop plans and organize training courses on tourism expertise, community tourism, and Geoparks to improve the quality of tourism human resources, basically meeting market demands. Research and develop new and unique tourism products based on cultural identity associated with tourism development. Prepare necessary conditions to propose and report to competent authorities for consideration of upgrading the Pac Bo Origin Festival to the provincial level in 2026 in conjunction with activities to celebrate the 85th anniversary of Uncle Ho's return to the country to directly lead the Vietnamese revolution (January 28, 1941 - January 28, 2026). Effectively implement projects to preserve and promote the fine traditional cultural values of ethnic minorities associated with tourism development in the province1; promote the teaching, education, dissemination and organization of folk song, folk dance and folk music performances in schools and residential areas.
