The important section through Binh Duong province belongs to the Ho Chi Minh City Ring Road 4 construction investment project, Thu Bien Bridge - Saigon River section (phase 1) implemented under the PPP method, with a total investment of 11,743 billion VND. The investment scale of phase 1 includes 4 lanes and a continuous emergency lane, with a design speed of 100km/h.
The investor is a consortium of Industrial Investment and Development Corporation - JSC (Becamex IDC), Infrastructure Development Joint Stock Company (Becamex IJC) - Deo Ca Group Joint Stock Company.
Speaking at the groundbreaking ceremony, Deputy Prime Minister Mai Van Chinh acknowledged the initiative and efforts of the Party Committee, government and people of Binh Duong province in implementing socio-economic tasks, and highly appreciated the role of strategic investors such as Becamex Corporation, Deo Ca Group... who have been actively implementing many key projects across the country.
“Today’s groundbreaking is just the beginning, the workload ahead is huge and there are many difficulties and challenges to overcome to ensure the quality, progress, safety and efficiency of the project,” Deputy Prime Minister Mai Van Chinh said, asking central ministries, branches, local authorities and investors to continue to coordinate closely and organize the implementation of the project with the highest sense of responsibility.
With the goal of completing the project in 2027, the Deputy Prime Minister requested that localities closely follow the reality, be resolute in management, and remove difficulties and obstacles during the project implementation process. In addition, it is necessary to carry out site clearance and relocate technical infrastructure so that contractors can focus on project construction and pay special attention to resettlement and support for stable production so that people can have new places to live.
Mr. Pham Ngoc Thuan - Vice Chairman and General Director of Becamex IDC Group said that Ho Chi Minh City Ring Road 4 plays an important strategic role, being the East-West backbone connecting the development poles of the province and inter-regions, helping to quickly connect to international seaports and airports such as Cai Mep - Thi Vai port and Long Thanh airport.
Together with Ring Road 3, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, Ho Chi Minh Road and connecting routes, Ho Chi Minh City Ring Road 4 will create a complete and modern traffic network.
“Becamex IDC Group, in conjunction with Deo Ca Group - a leading prestigious and experienced unit in Vietnam in developing transport works, together formed a consortium that fully converges the best conditions to implement the Ho Chi Minh City Ring Road 4 Project through Binh Duong province and other projects across the country,” said Mr. Pham Ngoc Thuan.
Previously, in early January 2025, the joint venture Becamex and Deo Ca Group started construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Duong province, 52km long, with a total investment of nearly 20,000 billion VND.
Within the framework of the groundbreaking ceremony, the investor consortium and the syndicated banking partners also signed a credit financing agreement to support capital for project implementation.
The implementation of the Ho Chi Minh City Ring Road 4 Project through Binh Duong Province is a political task of historical significance and national strategic importance. This is the outermost ring road, connecting 5 provinces and cities: Ho Chi Minh City - Binh Duong - Dong Nai - Long An - Ba Ria - Vung Tau. The route not only solves the traffic overload problem but also shapes a new development space for the expanded Ho Chi Minh City Megacity, creating a driving force for economic spread to the entire region and the whole country.
Faced with the historical requirement of strong transformation, synchronous investment in transport infrastructure - especially the belt axis system - is the key to opening up a future of sustainable, modern development, deep regional connectivity, directly contributing to the goal of building a strong and prosperous Vietnam by 2045 as the goal set by the Party and State.
The investor consortium of the Ring Road 4 project through Binh Duong province is a combination of units in the Becamex ecosystem - the province's key enterprise and Deo Ca Group - the leading unit in Vietnam in the field of investment, general contractor, and operation management of traffic infrastructure projects.
Becamex is a state-owned enterprise that plays a key role in the socio-economic development and industrialization of Binh Duong province, making an important contribution to making Binh Duong a leading manufacturing center of Vietnam.
As for Deo Ca Group, to date, it has invested in and completed the construction of more than 30 km of road tunnels, 410 km of highways and national highways, 6 large bridges and managed 18 BOT toll stations nationwide. Typical key projects such as Deo Ca tunnel, Co Ma tunnel, Cu Mong tunnel, Hai Van 2 tunnel, Bac Giang - Lang Son, Trung Luong - My Thuan, Cam Lam - Vinh Hao expressways, etc., after being put into operation, will contribute to improving the connectivity of the North - South transport system, promoting the socio-economic development of localities in particular and the whole country in general.
Deo Ca Group is also the investor of the Dong Dang - Tra Linh Expressway Project and the Huu Nghi - Chi Lang Expressway Project with a total investment of more than 25,300 billion VND (started in 2024, expected to be completed in 2026). At the same time, Deo Ca Group is currently implementing construction at the Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Khanh Hoa - Buon Me Thuot, Ho Chi Minh City Ring Road 3, Long Thanh Airport connection route, etc.
