Earlier, on the same morning, Deputy Prime Minister Mai Van Chinh and leaders of ministries, branches and localities inspected the field at Binh Goi bridgehead of DATP 5, Binh Duong province (adjacent to DATP 1 and DATP 5).
Localities basically completed site handover.
Reporting at the meeting, Deputy Minister of Construction Bui Xuan Dung informed about the results achieved.
Regarding site clearance, localities including Ho Chi Minh City, Dong Nai, Binh Duong, and Long An have completed handing over the remaining site; regarding technical infrastructure: The D1200 water pipeline at Tan Van intersection has completed the relocation of 540/680 m. There are currently 10 high-voltage power locations (DATP 3 Dong Nai: 8 locations, DATP 5 Binh Duong: 1 location, DATP 7 Long An: 1 location) and the D1200 water pipeline at Tan Van intersection (DATP 5) has 140/680 m of relocation yet to be completed.
Regarding sand for embankment, the total project demand (after updating treatment solutions until June 2025) is about 7.48 million m3 (HCMC 5.6 million m3, Dong Nai 0.48 million m3, Binh Duong 0.7 million m3, Long An 0.7 million m3), 3.65 million m3 have been brought to the construction site (HCMC 2.6 million m3, Dong Nai 0.14 million m3, Binh Duong 0.31 million m3, Long An 0.6 million m3). The remaining 3.83 million m3 have not been brought to the construction site (HCMC 3 million m3, Dong Nai 0.34 million m3, Binh Duong 0.39 million m3, Long An 0.1 million m3).
With 10 mines in operation with basically sufficient reserves, however, due to the short remaining time and urgent progress requirements, according to the leader of the Ministry of Construction, it is necessary to put the remaining 4 mines into operation as planned and consider increasing capacity to meet the progress.
Regarding construction, between the two reporting periods (about 2.5 months), Deputy Minister of Construction Bui Xuan Dung said that the DATPs have completed 10-15% of the contract value. Of which, the cumulative output to date: DATP 1 Ho Chi Minh City has achieved 41% of the contract, basically meeting the schedule; DATP 3 Dong Nai has achieved 36% of the contract, about 6.6% behind schedule; DATP 5 Binh Duong has achieved 37.5% of the contract, about 10% behind schedule; DATP 7 Long An has achieved 67.5% of the contract, basically meeting the schedule. The investors strive to basically complete or technically open the expressway section in 2025.
According to the leaders of the Ministry of Construction, the remaining volume of DATPs 1, 3 and 5 is from 59-64% of the contract value, in the conditions of the upcoming rainy season, great efforts are needed to complete on schedule according to the direction of the Government leaders. Of which, DATP 3 (Dong Nai) is currently about 6% behind the contract, mainly due to lack of stone materials, rainy weather, not yet compensating for the delayed output; DATP 5 (Binh Duong) is about 10% behind due to difficulties in sand material sources and newly cleared sites, sand materials exploited from assigned mines need time to be screened and washed, not yet compensating for the delayed output.
Regarding the investment plan to complete the Tan Van intersection: The Ministry of Construction has issued Document No. 1025/BXD-CDBVN dated March 26, 2025 to the People's Committee of Ho Chi Minh City and Binh Duong Province to urge implementation. On April 24, 2025, the Department of Construction of Ho Chi Minh City and Binh Duong worked and agreed to request the Department of Construction of Binh Duong to study and invest in the 15.3 km section of My Phuoc - Tan Van road and Tan Van intersection into a separate project.
Mr. Luong Minh Phuc, Director of the Management Board of Investment and Construction of Traffic Works in Ho Chi Minh City, said that the progress and construction volume of the Ring Road 3 project in localities are being actively implemented, striving to open 41.4 km of technical traffic by December 2025.
To complete the progress, the work of supplying raw materials to the construction units of the Ring Road 3 project is being accelerated. Meanwhile, localities with sand mines have committed to providing enough raw materials for the project.
Currently, localities are exploiting 10 sand mines, and it is expected that by June 2025, all 14/14 sand mines will be exploited, with the remaining sand supply volume for the project in 2025 being 3.4 million m3. Currently, localities are carrying out procedures to increase the capacity of the mines being exploited to meet the project's progress. At that time, the total volume supplied to the project when the capacity is increased will be 4.4 million m3, meeting the project's demand (3.6 million m3).
In particular, recently, Ho Chi Minh City has implemented green channeling for barges carrying raw materials for the Ring Road 3 project (in May, there were 210 barges, an increase of 30% compared to the previous 3 weeks, the volume of sand increased by 30%, in May, 400,000 m3 were brought in). In the coming time, Ho Chi Minh City will implement QR code scanning for barges, identify vehicles supplying raw materials to Ring Road 3 to promote the supply of raw materials, ensure the progress of project construction, and strive for technical traffic opening in December 2025 (technical traffic opening of 41.4 km).
Regarding stone materials, Mr. Luong Minh Phuc proposed that the People's Committee of Dong Nai province continue to support contractors in the process of mobilizing construction stone to serve the construction, ensuring progress.
Localities regularly check and urge construction progress.
At the meeting, after listening to opinions from ministries, branches and localities (HCMC, Dong Nai, Binh Duong, Long An), Deputy Prime Minister Mai Van Chinh acknowledged the efforts of localities to basically complete the handover of the Ring Road 3 site, thereby striving to open the technical traffic in December 2025.
Regarding construction, the Deputy Prime Minister requested the People's Committees of the provinces to direct investors and contractors to focus on accelerating construction and regularly conduct monthly inspections. The difficulties have been resolved so far, now the only thing left is determination to speed up the progress to make up for the delay.
For the payment and disbursement records of investors, the project is accepted as it is completed for disbursement.
Regarding the investment plan to complete Tan Van intersection: The Ministry of Construction has issued Document No. 1025/BXD-CDBVN dated March 26, 2025 to the People's Committee of Ho Chi Minh City and Binh Duong province to urge implementation. Deputy Prime Minister Mai Van Chinh requested the People's Committee of Binh Duong province to soon have an investment plan, and report to the Prime Minister no later than this June.
Regarding relevant ministries, branches and agencies, Deputy Prime Minister Mai Van Chinh requested that based on their functions and tasks, they regularly inspect and urge key national construction projects. The Ministry of Construction, as the standing agency, will monitor, grasp the situation, urge ministries, branches and localities and report to the Prime Minister.
Deputy Prime Minister Mai Van Chinh also requested the People's Committees of localities to have a preliminary assessment of each project phase. Units that perform well should propose rewards (regular and ad hoc); this is a task to be included in the assessment of officials at competent levels. Along with that, localities compete and strive to register projects for inauguration on August 19 according to the Prime Minister's direction, thereby creating an exciting atmosphere for localities.
Deputy Prime Minister Mai Van Chinh emphasized that Ho Chi Minh City and localities need to prepare to complete Ring Road 3 and deploy Ring Road 4. The completion of Ring Road 3 and Ring Road 4 will create huge development space for Ho Chi Minh City and provinces and cities in the region, creating new momentum for growth.
