According to a VNA reporter in Paris, on October 28, the French Permanent Mission to the United Nations issued a statement welcoming Vietnam's hosting of the signing ceremony of the United Nations Convention against Cybercrime (also known as the Hanoi Convention), which took place on October 25.
The Convention provides France, the European Union (EU) and the signatory states with a common framework for action to tackle cross-border violations that require a coordinated response. It also complements the Council of Europe's Budapest Convention, thereby strengthening the international mechanism for cooperation against cybercrime.
The French delegation said the Convention would allow national authorities to coordinate more closely in exchanging information, conducting joint investigations, and facilitating the arrest, extradition and prosecution of cybercriminals wherever they are located. By promoting international cooperation, the agreement provides practical tools to respond to increasingly sophisticated digital threats.
Recalling that Paris, together with its EU partners, had stressed throughout the negotiations that the effectiveness of new international cooperation mechanisms must be based on high standards of respect for human rights and the protection of personal data, the communique affirmed that the guarantees provided for in the adopted document are in line with France's international commitments.
Finally, the Permanent Mission of France to the United Nations stressed that the early implementation of the Hanoi Convention, with the participation of civil society and the private sector, is considered a key factor to effectively deal with the challenges posed by cybercrime./.
