Implementing the full-term working program, today, the Provincial Party Executive Committee opened the 14th conference to discuss and give opinions on the contents of the program just approved by the Executive Committee. On behalf of the Provincial Party Standing Committee, I warmly welcome the members of the Provincial Party Executive Committee and delegates to the conference. I would like to send you my best wishes .

According to the Working Regulations of the Provincial Party Committee, the Provincial Party Committee Office has sent the Conference documents to you for your study. Therefore, this conference will not present the contents according to the proposed Program. Next, I would like to express some suggestive opinions, raising issues for you to study and discuss.

I- Report on leadership in implementing tasks in 2023; goals, tasks, and solutions in 2024

In 2023, the Provincial Party Committee will carry out political tasks in the context of complicated developments in the world and the region; the conflict between Russia and Ukraine, and most recently the Israel-Hamas conflict, along with the consequences of the prolonged Covid-19 pandemic, have severely affected the economy. Traditional and non-traditional security challenges have caused serious consequences in many countries and regions, deeply affecting security, politics, economy and society globally, including Vietnam. Thanks to the leadership of the Party Central Committee, the Government, the National Assembly, the support of ministries, sectors and branches, along with the spirit of solidarity, unity, innovation and creativity, we have synchronously deployed many solutions, with high political determination, achieving many important results in many fields.

The work of building the Party, the Fatherland Front and mass organizations has been effectively implemented. Welcoming and receiving delegations of leaders of the Party, the State, central departments, ministries and branches visiting and working in the province. Organizing the study, dissemination and implementation of documents of the Central and the province; mid-term review of the implementation of the Resolution of the Provincial Party Congress . Issuing and replacing the Working Regulations of the Provincial Party Executive Committee, the Provincial Party Standing Committee and the Provincial Party Standing Committee; Regulations on decentralization of cadre management and appointment, introduction of candidates; Working Regulations of the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee. Continuing to effectively implement the Resolution of the 4th Central Committee, terms XII and XIII, in conjunction with studying and following the ideology, morality and lifestyle of Ho Chi Minh; doing a good job of refuting wrong and hostile viewpoints, protecting the ideological foundation of the Party. Strengthening Party building and rectification, fighting against negativity. Mobilize, rotate, appoint, and introduce candidates for 28 comrades. Select , open training classes, and foster cadres to participate in Project No. 10-DA/TU . Improve the quality of party members and the quality of party cell activities. Inspection, supervision, and party disciplinary actions are carried out strictly and strictly, with the effect of educating, deterring, and strictly maintaining the Party's discipline. Maintain and expand the "skillful mass mobilization" models; promote government mass mobilization. Actively lead the Fatherland Front and socio-political organizations Participate in building the Party, government, patriotic emulation movements, and campaigns. Lead the successful organization of the Farmers' Association Congress, Trade Union Congress at all levels for the 2023-2028 term; issue a Directive to lead the Provincial Fatherland Front Congress at all levels for the 2024-2029 term.

Leaders resolutely implement strategic breakthroughs. Review and complete: Provincial planning for the 2021-2030 period, with a vision to 2050; economic and social infrastructure, mobilize and integrate capital sources to invest in key infrastructure projects, prioritize investment in developing dynamic regions, traffic infrastructure, industrial parks and clusters, urban areas, national tourist areas and destinations. Organize 03 thematic conferences, contributing to removing difficulties and obstacles right from the grassroots level. Ensure the progress of infrastructure investment projects using State budget capital; promptly remove difficulties and obstacles during the implementation process, especially key projects. Start construction of a number of key projects such as: Hoa Binh - Hanoi regional connection road and Son La expressway (Hoa Binh - Moc Chau); Huong Binh cable car line in Phu Lao commune, Lac Thuy district and Huong Son commune, My Duc district, Hanoi City.

At this point, official data on the implementation of key indicators is incomplete, the implementation results are estimated based on the implementation data of 10 months, specifically: Gross Regional Domestic Product (GRDP) growth rate is estimated to increase by 0.38%; GRDP per capita is estimated at 69.09 million VND; total state budget revenue is estimated at 4,350 billion VND. Investment promotion activities, tourism promotion, administrative reform, improvement of investment and business environment, enterprise development and collective economy continue to be promoted; solutions to remove difficulties, support enterprises and investors, create favorable conditions to accelerate the progress of project implementation. Agriculture has many improvements, with 7 more communes meeting new rural standards, bringing the total number of communes reaching the rural finish line to 80, accounting for 62.01% of the total number of communes, the average number of new rural criteria per commune is 16.2 criteria; Maintain forest coverage at 51.69%; have 02 more OCOP products exported to the UK market. Export turnover is estimated at 1,695 million USD, up 17.94%. Revenue from production and business activities of enterprises in industrial parks is estimated at 22,000 billion VND, up 6%.

Culture, education and training, health, science and technology, information and communication, labor and employment are focused. Attention is paid to improving the quality of education and training, the rate of schools meeting national standards reaches 60%. Implement solutions to remove difficulties and obstacles in bidding, purchasing equipment, medicines, supplies, chemicals, biological products, supporting the health sector in performing the tasks of medical examination, treatment and health care for the people . The work of preserving Muong ethnic culture and Hoa Binh culture is promoted; the cultural and spiritual life of the people is improved; social security is implemented; jobs are created for 18,000 workers ; the poverty rate is estimated to decrease by 2.5% (from 12.29% to 9.79%); the rate of people participating in health insurance is estimated to reach 92%. The production, life, economy and society of ethnic minorities and mountainous areas in the province are relatively stable.

Based on Resolution No. 14-NQ/TU, dated December 5, 2022, Conclusion No. 912-KL/TU, dated August 28, 2023 of the Provincial Party Executive Committee on the mid-term review of the implementation of the Resolution of the 17th Provincial Party Congress and the practical situation in sectors, fields and localities; I request that comrades discuss, give opinions and pay attention to the following contents:

(1) Has the draft report been comprehensively evaluated? Are the general goals for 2024 and the 20 main targets appropriate? Are they high or low compared to reality? Do any targets need to be adjusted or reviewed? Evaluate 05 targets that were not achieved (Including: (1) GRDP growth rate; (2) GRDP per capita; ( 3 ) State budget revenue; (4) Proportion of population participating in health insurance; (5) Proportion of industrial parks in operation with centralized wastewater treatment systems that meet environmental standards).

In addition, the conference is requested to pay attention to evaluating a number of tasks such as: Forecasting the growth rate (GRDP) in 2024 at 9%; disbursement rate in 2023; disbursement rate of public investment capital in 2023, administrative reform, especially administrative procedure reform,...

(2) Comprehensive solutions in the work of building and rectifying the Party and the political system, promoting internal solidarity, creating unity and consensus among the people. Especially solutions to overcome limitations: Some agencies and units organize research and study of Party resolutions in a formal manner; studying and following Ho Chi Minh's ideology, morality and style are not very effective ; the work of grasping public opinion is sometimes and in some places not proactive and timely. There are still cadres and party members at all levels who violate and must be handled according to Party regulations and State laws. A few grassroots party organizations have not paid due attention to the work of developing party members. Self-inspection, self-detection and handling of violations within the organization are not timely . The work of monitoring and social criticism of the Fatherland Front and other political and social organizations is still limited.

(3) Solutions to resolutely and effectively implement 04 strategic breakthrough tasks , creating momentum to complete at the highest level 19 economic and social targets of the Resolution of the Provincial Party Congress; effectively implement the Provincial Planning; review and adjust district-level land use planning, speed up the progress of construction planning; support investors to complete infrastructure of industrial clusters with capital and in operation, overcome the slow situation of site clearance to promote investment attraction. Develop dynamic areas and infrastructure investment solutions , build Hoa Binh city to meet the standards of a type II urban area, and upgrade Luong Son town to a town.

(4) Solutions to mobilize resources to focus on economic development: Decentralization in the spirit of the Government on promoting decentralization and delegation of power in State management; effectively implementing the Conclusion of the Provincial Party Standing Committee and the Provincial Party Standing Committee on socio-economics; focusing on disbursing public investment capital from the beginning of 2024; reforming administrative procedures, improving the quality of investment attraction. Resolutely withdrawing unimplemented, slow-implemented, and violating projects to attract capable investors. Resolving difficulties in site clearance and land exploitation and leveling; inspecting and urging to speed up project implementation, especially key projects. Completing infrastructure of industrial parks and clusters. Solutions to collect enough and collect correctly to complete the State budget revenue target in 2024; Restructuring the agricultural sector and rural development associated with new rural construction, effectively implementing the One Commune One Product (OCOP) program - especially finding output markets for OCOP products. Improving the capacity of environmental and land resource management. Promoting, promoting, diversifying markets and tourism products.

(5) Prioritize resources for cultural development, ensure social security, improve people's spiritual life; cultural and sports activities, preserve Muong ethnic cultural heritage and Hoa Binh culture; promote education, training, protection, and health care for people, ensure social security; integrate and effectively use capital from 3 National Target Programs. Information and communication tasks create unity and consensus in the political system and among cadres and party members ; promote digital transformation. Issues related to ethnic and religious affairs, ensuring political security, social order and safety in the area, especially during the 2024 Lunar New Year.

II- Report on state budget revenue and expenditure estimates, local budget revenue and expenditure estimates for 2023; budget allocation plan for 2024

2024 is the third year of the State budget stabilization period 2022 - 2025, the estimated State budget revenue of the province in 2024 assigned by the Prime Minister is 4,041.4 billion VND ( revenue from land use fees is 823.2 billion VND); based on the actual situation and direction of the Government, the Standing Committee of the Provincial Party Committee agreed : The State budget revenue target in 2024 is 5,760 billion VND (revenue from land use fees is 2,000 billion VND); assign the Party Committee of the Provincial People's Committee to lead all levels and sectors to complete the target assigned by the Provincial Party Committee.

I request that comrades evaluate the estimated implementation of the 2023 budget revenue and expenditure tasks to see whether they are realistic or not; supplement factors affecting the State budget revenue; carefully analyze the situation for discussion, point out limitations and weaknesses , propose breakthrough solutions to continue to generate revenue sources, nurture revenue sources, increase revenue from land, minerals, import and export taxes , and completely resolve the problem of tax arrears . Strengthen the management of the State budget, thoroughly save, resolutely cut and tighten unnecessary expenditures, increase budget reserves at all levels to serve unexpected expenditures.

III- Regarding the adjustment of investment policy for the Hoa Binh - Moc Chau Expressway project (section from Km19+000 - Km53+000 in the province)

There are 06 proposed contents to adjust the investment policy including: (1) Adjust the scope of project implementation; (2) Adjust the total investment of the project; (3) Adjust the capital structure; (4) Adjust the project implementation time; (5) Adjust the land use area of the project and the scope and boundaries of site clearance; (6) Add the content of organizing traffic in phases. The conference is requested to carefully analyze and give opinions on the adjusted contents , especially the content of adjusting the total investment from 9,777 billion VND to 9,997 billion VND.

IV- Key work program of the Provincial Party Executive Committee and the Provincial Party Standing Committee in 2024

The Provincial Party Executive Committee and the Provincial Party Standing Committee focused on leading and directing the organization to basically complete the contents of the Key Work Program No. 14-CTr/TU, dated December 19, 2022, ensuring progress and quality, in accordance with the correct procedures and authority . Leaders of Party committees and authorities at all levels focused on mobilizing and effectively using resources to thoroughly grasp and implement the proposed documents; bringing the Party's Resolution into life, contributing to strengthening the work of Party building and rectification, economic and social development, national defense and security.

In the 2024 Key Work Program, the Standing Committee of the Provincial Party Committee has reviewed and selected contents related to major and important policies of the Party, the State and the province on Party building, government, the Fatherland Front and people's organizations, national defense, security, foreign affairs, economic and social development to include in the 2024 Key Work Program . Accordingly, in 2024, the Standing Committee of the Provincial Party Committee is expected to discuss and decide on 137 contents, the Provincial Party Executive Committee: Discuss and decide on 41 contents, divided into specific areas: 53% on Party building, the Fatherland Front, socio-political organizations; 43% on economic, cultural and social fields; 4% on internal affairs, national defense and security.

I suggest that comrades study and discuss to unify whether the contents are closely following the entire course program, whether the new issues and contents are really necessary and whether they have strategic and breakthrough orientations . to promote socio-economic development, ensure national defense and security, improve the quality of Party building work, the political system, and successfully implement the Resolution of the 17th Provincial Party Congress.

+ Report on inspection and supervision results in 2023 : In 2023 , closely follow the direction of the Central and the political tasks of the province, Party committees at all levels , Party organizations and Provincial Party Committee Inspection Committee at all levels has focused on leading, directing and proactively implementing comprehensive and effective inspection and supervision work; completing 100% of the contents and tasks according to the Inspection and Supervision Program. Inspection and supervision work has had many positive changes, increasing both in quantity and quality; the subjects of inspection and supervision have been expanded, focusing on the most important areas, especially in sensitive areas, areas prone to violations, and issues of public concern. Inspection of party organizations and party members when there are signs of violations has been effectively implemented. Strictly implement Party discipline, create the premise, pave the way for administrative discipline and for inspection, investigation, and criminal handling according to the law. Based on the achieved results, I request that you continue to discuss and propose specific tasks and solutions to effectively implement inspection, supervision, and Party discipline enforcement in 2024 and the following years.
