Dear leaders of departments, ministries, branches, central and local agencies!

Dear delegates and comrades!

1. Today, I am pleased to join leaders of central and local ministries, departments and branches in attending the Conference summarizing 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social policy credit.

- On behalf of the Government , I would like to send to all of you my respectful greetings, warm regards and best wishes.

- Appreciate the Bank for Social Policies for closely coordinating with relevant agencies to carefully prepare for this important Conference.

2. As you know, the consistent policy of our Party and State in the process of nation building is to develop the economy in parallel with implementing social progress and equity, so that all people can benefit from the socio-economic development process; not "sacrifice" social progress and equity to pursue mere economic growth; with the spirit of "all develop together" and "no one is left behind".

- The harmonious combination of economic growth and implementation of social progress and equity, limiting the gap between rich and poor, and implementing social security policies well is both the goal and the driving force for sustainable national development.

- With the viewpoint that the implementation of social policies in general and social policy credit in particular must be under the direct and comprehensive leadership of the Party; in order to promote the role and improve the effectiveness of social policy credit, on November 22, 2014, the Secretariat issued Directive No. 40-CT/TW on strengthening the Party's leadership over social policy credit. After 5 years of implementing this Directive, the Secretariat issued Conclusion No. 06-KL/TW dated June 10, 2021 on continuing to implement Directive 40-CT/TW of the Secretariat.

- In order to specify the tasks and solutions for organizing the implementation of Directive 40-CT/TW and Conclusion 06-KL/TW of the Secretariat, the Prime Minister issued Decisions (Decision No. 401/QD-TTg dated March 14, 2016, Decision No. 1630/QD-TTg dated September 28, 2021) on the Plan to implement Directive No. 40-CT/TW and Conclusion No. 06-KL/TW) setting out 04 main groups of tasks and solutions; at the same time, assigning specific tasks to central ministries, branches, local authorities at all levels and the Vietnam Bank for Social Policies to organize the implementation.

- With the results achieved after more than a decade of the entire political system joining hands, social policy credit has become a "bright spot" and a "pillar" in the system of poverty reduction policies, ensuring social security, meeting the aspirations of the people, especially the poor and vulnerable groups in society.

3. Today's conference aims to summarize and evaluate the positive and negative aspects, shortcomings, limitations, causes and make recommendations (after 10 years of implementing Directive 40) for the Government Office and the Vietnam Bank for Social Policies to synthesize, absorb comments, suggestions, recommendations and report to the Government and the Prime Minister to advise and propose the Politburo and the Secretariat (through the Central Economic Commission) to issue a Resolution to continue strengthening the Party's leadership over social policy credit in the new context.

4. Highly appreciate the reports and comments presented concisely, objectively, wholeheartedly, responsibly and proposing many suitable, practical and feasible solutions.

I basically agree and emphasize the following six main aspects:

Firstly, all levels and sectors from central to local levels and the Bank for Social Policies have clearly identified the task of directing social policy credit activities as one of the key tasks in the regular operating programs and plans of localities and units.

Second, the Vietnam Bank for Social Policies has continuously improved the effectiveness and efficiency of its organizational model and its unique, creative credit management methods, in line with Vietnam's reality. It has promoted the leadership role of the Party and the management role of the State; at the same time, mobilized the combined strength of the entire political system to participate in management, supervision, and rapid, timely, and effective implementation of the State's preferential credit policies for the poor and other policy beneficiaries.
The Vietnam Bank for Social Policies is assessed by the World Bank as “the largest microfinance service provider in Vietnam and one of the largest microfinance banks in Asia, and one of the few successful and sustainable models in the world. The development journey of the Vietnam Bank for Social Policies brings valuable experiences and lessons to the Governments of other developing countries”.

Third, the Social Policy Bank has focused on mobilizing large, diverse capital sources that are constantly growing, each year higher than the previous year, creating large resources to gradually expand the target group, increase the lending level, and promptly and increasingly better meet the borrowing needs of the poor and other policy beneficiaries.

Over the past 10 years, an additional VND 238,338 billion has been mobilized (2.8 times higher than before the Directive was implemented), bringing the total social policy credit source to date to VND 373,010 billion, with an average annual growth rate of 10.8%. A notable and commendable point is that 100% of provincial and district-level localities nationwide have paid attention to balancing and allocating the entrusted budget through the Social Policy Bank to supplement the loan capital source to date, reaching VND 47,350 billion, an increase of VND 43,542 billion (12.4 times higher) than before the Directive was implemented.

Fourth, the Vietnam Bank for Social Policies has well implemented the direction of the Government and the Prime Minister in reviewing, researching, amending, supplementing and perfecting legal policies to mobilize, manage and effectively use social policy credit resources.

Over the past 10 years, many policies have been issued by the Government and the Prime Minister such as: loan policy for households newly escaping poverty; preferential loans to buy or rent social housing; loans for socio-economic development in ethnic minority and mountainous areas; loans for people who have completed their prison sentences; salary loan policy to support businesses and workers facing difficulties due to the pandemic...

Fifth, the Social Policy Bank has closely coordinated with local authorities and socio-political organizations to quickly, promptly and effectively implement credit programs with an ever-increasing scale.

Total outstanding loans of credit programs to date have reached VND350,822 billion, an increase of VND221,365 billion (nearly 171%) compared to the end of 2014, with more than 6.8 million poor households and policy beneficiaries still having outstanding loans, the average annual growth rate reached 10.5%.

Social policy credit capital has continued to be widely deployed to 100% of communes, wards and towns nationwide; helping over 21 million poor households and other policy beneficiaries to borrow capital with a loan turnover of VND 733,152 billion, in which, priority has been given to lending to ethnic minority areas, mountainous areas, remote areas, and areas with special difficulties...

Social policy credit capital has made an important contribution to successfully implementing the goal of multidimensional, inclusive, and sustainable poverty reduction, reducing poverty from 14.2% in 2011 to 2.93% by the end of 2023 (according to the multidimensional poverty standard).

Sixth, the Social Policy Bank has focused on doing a good job of inspection, supervision, establishing discipline in operations, complying with regulations in management and use of State resources in implementing social policy credit. Promoting the role of supervision and social criticism of the Fatherland Front and socio-political organizations, especially the role of inspection and supervision of the entire population according to the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

At the same time, it has promoted the application of information technology, digital transformation, reformed work handling procedures; established and organized the implementation of 10,455 commune transaction points with the method of "transaction at home, disbursement, debt collection at the commune", a unique feature, a strength that no credit institution or microfinance institution has. In addition, it has paid attention to training and improving the quality of human resources to meet the requirements in the new situation.

On behalf of the Government, I acknowledge, commend and highly appreciate the proactiveness and positivity of central ministries, branches, local authorities at all levels, especially the important contribution of the Vietnam Bank for Social Policies in advising and organizing the implementation of Directive 40, Conclusion 06 of the Secretariat and the Plan to implement the Directive and Conclusion of the Secretariat issued by the Government and the Prime Minister.

5. In addition to the above achievements, the implementation of Directive 40 and Conclusion 06 of the Secretariat still has some shortcomings and limitations, especially:

- The capital structure is not really reasonable and ensures sustainability (policy credit capital is mainly used for medium and long-term loans (medium and long-term outstanding loans account for 99.4%), in which long-term capital over 5 years accounts for only 41.8%; capital provided by the State Budget accounts for a low proportion (12%), not really consistent with the orientation and goals of the Development Strategy of the Social Policy Bank to 2030).

- The entrusted capital in some provinces is still limited, not commensurate with the potential and strengths of local socio-economic development.

- Credit policy with the goal of multidimensional, inclusive and sustainable poverty reduction has created conditions for many groups of beneficiaries to benefit from the State's preferential credit policy, but not thoroughly.

- Some credit policies, although adjusted to increase loan levels, are still slow to implement (credit program for clean water supply and environmental sanitation in rural areas, loans for disadvantaged areas...).

6. Through the practical implementation of Directive 40 and Conclusion 06 of the Secretariat in the past time, we have drawn the following 6 lessons:

Firstly, having the Party's correct policies and guidelines, the Government's and the Prime Minister's drastic and close direction, and the drastic participation of the entire political system are important and decisive factors in the successful implementation of Directive No. 40-CT/TW and Conclusion 06.

Second, reality shows that in localities where the Party Committee focuses on leading and directing the sectors to closely coordinate in implementation, has specific plans, and performs well the work of inspection, supervision, interim and final reviews, the implementation of the Directive and Conclusion of the Secretariat in that place is highly effective.

Third, the Party leads - the Government manages and operates - the Social Policy Bank advises - the Fatherland Front supervises - socio-political organizations coordinate and play an important role in implementing social policy credit.

Fourth, be dedicated, responsible, close to the people, accompany the people, listen to the aspirations of the poor and other policy beneficiaries, implement openly, transparently and with the supervision of the grassroots government and the people, reduce costs for the people, bring social policy credit closer to the people, and strengthen people's trust in the Party and the State.

Fifth, information and propaganda work on policies must be carried out regularly, continuously, promptly and fully to all levels, sectors and people of all walks of life so that they can know, check and monitor from the grassroots level.

Sixth, regularly and periodically conduct a review, assessment, and draw lessons from the process of organizing the implementation of the Party's Directives and Conclusions to promptly set out goals, plans, roadmaps, and effective implementation solutions for the following years.

7. In the coming time, the international and regional situation will continue to develop in a complex and unpredictable manner. Domestically, we are facing many difficulties and challenges in economic development and in achieving social progress and equity, ensuring social welfare and the lives of the people, especially the poor and policy beneficiaries.

Therefore, it is necessary to continue to identify social policy credit as an important solution to implement the Party and State's guidelines, policies, goals and tasks on economic growth in parallel with social justice, implementation of national target programs as well as socio-economic development of the country.

Based on the results of summarizing 10 years of implementing Directive 40-CT/TW in provinces and cities and at this Conference, I emphasize the following 6 orientations:

Firstly, it is necessary to continue to thoroughly grasp and more effectively implement the Party's guidelines and viewpoints on: (i) Social policies according to Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period; (ii) Social policy credit according to Directive 40-CT/TW dated November 22, 2024 and Conclusion 06-KL/TW dated June 10, 2021 of the Secretariat and the Development Strategy of the Social Policy Bank to 2030 according to Decision 05/QD-TTg dated January 4, 2023 of the Prime Minister.

Second, practice has proven that the organizational model and credit management method that the Vietnam Bank for Social Policies has implemented over the past 20 years is suitable to the political system and conditions of Vietnam.

Therefore, it is necessary to soon complete the Decree on the organization and operation of the Social Policy Bank to improve the effectiveness and efficiency of the Social Policy Bank's operations. Effectively carry out the management work. Improve the quality of the entrustment/delegation activities between the Social Policy Bank and socio-political organizations, the Management Board of Savings and Loan Groups; improve the quality and ensure safety at the Commune Transaction Points. At the same time, strengthen the role and responsibility of the Chairman of the Commune People's Committee in performing the state management function of social policy credit at the grassroots level.

Third, central ministries and branches continue to review and complete regulations to focus resources and improve the capital structure for the Vietnam Bank for Social Policies in a stable and sustainable manner; proactively report and advise the National Assembly, the Government, and the Prime Minister to balance and provide sufficient charter capital, interest rate compensation, management fees, and capital to implement newly issued credit policies, ensuring that operating capital is allocated in the medium-term and annual public investment plans for the Vietnam Bank for Social Policies.

Report to competent authorities for consideration and permission to increase the limit of issuing bonds guaranteed by the Government; create conditions for the Social Policy Bank to receive ODA capital and expand capital mobilization forms... to increase resources to implement the goal of expanding the target, increasing the lending level of credit programs, in accordance with the socio-economic development goals and implementing national target programs in the coming period.

Complete the legal framework, mechanisms, policies and regulations related to the organization and operation of social policy credit of the Social Policy Bank. Research and supplement credit support policies to serve production and business activities for households with average living standards working in agriculture, forestry, fishery and salt production. In addition, it is necessary to continue reviewing and completing mechanisms and policies on credit, finance, labor, wages, etc. to create conditions for the Social Policy Bank to develop into an organization capable of autonomy, stable, long-term and sustainable development, with sufficient capacity to implement social policy credit more and more effectively.

Fourth, localities need to continue to pay attention to, balance, and prioritize the allocation of local budgets entrusted to the Vietnam Bank for Social Policies, especially capital for loans to create jobs, capital for loans to social housing, etc. In particular, with the spirit of "central and local governments working together", it is necessary to thoroughly grasp and effectively implement Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation.

The Ministry of Construction is assigned to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and the State Bank to research and develop a VND30,000 billion package (loans for purchasing, leasing, constructing or renovating and repairing houses to implement social policies) assigned to the Bank for Social Policies to implement, of which VND15,000 billion is from the source of issuing government bonds and VND15,000 billion is from the source of entrusted local budget capital.

Fifth, the Social Policy Bank focuses on prioritizing capital for ethnic minorities in mountainous areas, especially difficult areas, border areas, and islands. At the same time, it is necessary to do a good job of inspection, supervision, and improving forecasting and analysis capacity; promote the application of information technology, digital transformation, and banking modernization; improve professional capacity and ethics; build a team of prestigious staff with an advanced and modern working style, dedicated and devoted to serving the people.

Sixth, it is recommended that the Vietnam Fatherland Front at all levels and socio-political organizations continue to do a good job of propaganda, supervision, and social criticism on the implementation of the Party and State's policies and guidelines on poverty reduction, social security, and social policy credit activities.

Finally, with the motto of action “Understanding the people, serving wholeheartedly”, I believe that the Vietnam Bank for Social Policies will promote its tradition, achievements, and experience in implementation, overcome limitations and shortcomings, make more efforts, perform better, year after year, the tasks assigned by the Party, State, and People, affirming its great mission and social responsibility. Once again, on behalf of the Government, I would like to send to you, the delegates, and all the staff and employees of the Vietnam Bank for Social Policies my best wishes for health, happiness, and success!
