On May 27, 2025, in Hanoi, the State Bank of Vietnam (SBV) held a conference to launch the movement "The whole country competes in innovation and digital transformation" and "Digital literacy" of the banking sector in conjunction with Resolution 57-NQ/TW of the Politburo .
Realizing Resolution No. 57-NQ/TW of the Politburo, implementing Decision No. 923/QD-TTg of the Prime Minister and Plan No. 01-KH/BCĐTW of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation, the State Bank of Vietnam launched two emulation movements "The whole country competes in innovation and digital transformation" and the movement "Digital literacy for all" in the entire banking sector.
At the Conference, Governor of the State Bank of Vietnam Nguyen Thi Hong emphasized that this is a call and call for the entire banking industry to constantly innovate, apply technology and digital transformation to support the sustainable development of the economy in the new era.
The extensive implementation of the 2 Movements aims to promote the synchronous participation and promote the overall strength of the entire banking industry in implementing innovation and digital transformation; popularize basic knowledge about digital transformation with the most drastic, responsible and effective spirit; at the same time, enhance the role and responsibility of heads of units in implementing key and strategic tasks of the industry and the country.

Banking is a pioneer in digital transformation, with the view of taking people and businesses as the center of service, promoting the application of innovative products and services, developing a smart, interconnected and secure digital ecosystem, aiming at the goal of comprehensive, all-people digital transformation to accelerate and break through the development of the digital economy.
To date, many basic operations have been 100% digitized (savings deposits, term deposits, opening and using payment accounts, opening bank cards, e-wallets, money transfers, loans, etc.). Many credit institutions in Vietnam have a rate of over 90% of transactions conducted on digital channels. To date, more than 87% of Vietnamese adults have bank accounts, and non-cash payments have grown positively. In addition, the State Bank of Vietnam is the agency that has led the administrative reform rankings of ministries and ministerial-level agencies for 7 consecutive years.
According to Deputy Governor of the State Bank of Vietnam Pham Tien Dung, the Conference was held in the context of science and technology, innovation and digital transformation not only being the driving force, but also becoming the foundation for development in the 21st century.
According to a report by the World Bank (WB), by 2024, the digital economy will account for 15% of the global GDP, equivalent to 16,000 billion USD. Many countries have identified the digital economy as a core component of their national strategies.
“In the context of the world facing unpredictable fluctuations such as trade wars, the rise of protectionism, epidemics, economic crises, energy security and climate change, science and technology development, innovation and digital transformation are no longer options, but vital requirements to adapt, survive and thrive,” said Deputy Governor Pham Tien Dung.
It is known that on April 23, 2025, the Banking Sector Steering Committee on Science and Technology Development, Innovation and Digital Transformation held its first meeting to deploy tasks in Resolution 57-NQ/TW. On May 29, 2025, the State Bank continued to organize the Banking Sector Digital Transformation Event, which was held at the Government Office.
