Launching the movement - a fulcrum for completing advanced new rural areas in Thieu Chinh

Rural roads in Thieu Chinh commune (Thieu Hoa) are invested synchronously according to advanced NTM criteria.

Located in a purely agricultural area far from the center, bordered on three sides by Nha Le River and Tho Xuan and Thieu Hoa districts, Thieu Chinh has many difficulties in socio -economic development. However, the commune has had many solutions and constantly strived to achieve the NTM standards by the end of 2018. From 2020 to now, the government and people of Thieu Chinh continue a new journey - perfecting the criteria to be recognized as an advanced NTM commune.

Every year, the commune launches emulation movements to implement the criteria of advanced NTM among villages, agencies, schools, and organizations. At the same time, these units are required to sign emulation commitments with the Party Committee and the commune government. At the end of the year, the commune organizes a summary, emulation, reward, and commendation of collectives and individuals who have excellently completed their tasks. From there, organizations and units launch movements in the fields they are responsible for.

The Commune Farmers' Association is at the forefront of the movement to build concentrated crop production areas, implementing the model of "clean house, beautiful garden", model garden. At the same time, it has done well the movement to collect pesticide packaging in the fields to avoid environmental pollution. The Commune Women's Union has movements: "5 no, 3 clean", "clean house, beautiful garden", "women self-manage food hygiene and safety", building organic waste pits in households. The Thieu Chinh Commune Gardening and Farm Association, the Commune Agricultural Service Cooperative have implemented production linkage models, increasing income for people. The Fatherland Front, the Veterans Association, the Commune Elderly Association coordinate with the Commune Cultural Committee to regularly organize propaganda to raise people's awareness in building new rural areas, mobilizing all classes of people to join hands. The Commune Youth Union is also assigned to coordinate with the Commune Cultural Committee to regularly encourage union members and young people to live a healthy life, stay away from social evils, and participate in cultural and artistic movements organized by the Commune Youth Union. At the same time, deploy the movement "Youth volunteers creatively build and protect the Fatherland"; build playgrounds in kindergartens and residential areas...

Throughout the process of implementing the task, the Party Committee, the People's Committee of the commune, and organizations in the villages have organized dozens of competitions related to the criteria of building new rural areas to raise awareness and self-consciousness and participation of all classes of people. The movement of donating land to open roads was launched by all political and social organizations to members and villages to mobilize. Accordingly, during the process of building new rural areas, all classes of people in the commune donated land and contributed working days and materials with a total value of about 20 billion VND.

In addition to the widely deployed movements, Thieu Chinh commune also issued many support mechanisms to stimulate the demand for advanced new rural construction. In the renovation of village cultural houses, the commune supports 50% of the cost. To have roads of 500m or more installed with lighting systems, drainage ditches and asphalt, the commune supports 50% of the cost for the villages. From the commune budget, security camera models and solar lights are widely installed in the villages with a total investment of up to 462 million VND. To have a uniform model fence system on the main roads, the commune supports households with 150 thousand VND for each meter of length when building according to the model.

From the movements and support, there has been a strong change in thinking as well as the results of implementing each criterion. In developing production criteria, from a purely agricultural commune, up to now, Thieu Chinh has dozens of small-scale handicraft production facilities, rural industries and 5 operating enterprises, creating jobs for hundreds of workers. In cultivation, the commune has turned rice into a key product, forming a specialized area of ​​100 hectares/crop linked to production. Thieu Chinh Agricultural Service Cooperative has signed contracts with enterprises to sell products on e-commerce platforms. The commune has an OCOP product "Tuyet Thinh harrow gear" recognized in 2023, many agricultural products are labeled and assigned growing area codes.

From economic development and production models, income criteria in Thieu Chinh have exceeded the general requirements. By 2024, the average income per capita of the commune has reached nearly 66 million VND/person/year, while the advanced NTM criteria requiring 62 million VND/person/year has met the standard.

In the roadmap for building advanced new rural areas, the commune has mobilized a total of more than 114 billion VND, of which people contributed money, donated land, built houses, and auxiliary works according to criteria... reaching nearly 103 billion VND, accounting for nearly 86%. The rest is from the central, provincial, and district budgets and other legally mobilized sources. Up to now, the infrastructure system in all fields in Thieu Chinh has been invested in, meeting the needs of economic development and people's lives. The commune has 3 schools and medical stations that are all recognized as national standards. The system of cultural institutions from the commune to the villages has been invested in, promoting the development of cultural, artistic, and sports movements.

In the early days of 2025, Thieu Chinh people welcomed the joy of becoming an advanced NTM commune. This is a premise for the locality to continue developing in the context of preparing to merge communes according to the general policy.
