Launching the 70-day peak emulation movement to accelerate, break through, and make practical achievements to welcome the Party Congress

Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy signed and issued Decision No. 4280/QD-BVHTTDL dated November 10, 2025 approving the content of the emulation movement "70 peak days - Accelerating, breaking through, making practical achievements to welcome the 14th National Congress of the Party " .

The decision clearly states: In the atmosphere of the whole country being excited and joyful towards the 14th National Congress of the Party - a particularly important political event, a historical milestone deciding the direction and aspirations for the country's development in the new era, the Ministry of Culture, Sports and Tourism enthusiastically responds to the peak emulation campaign launched by the Prime Minister.

With the mission of "Culture is the foundation, Information is the conduit, Sports is the strength, Tourism is the bridge connecting firmly into the new era", the Minister of Culture, Sports and Tourism officially launched the emulation movement: "70 peak days - Accelerate, break through, make practical achievements to welcome the 14th National Congress of the Party" with the highest determination, turning time into results, turning aspirations into concrete actions.

With the motto " High determination - Resolute action - Practical efficiency ", the agencies and units under the Ministry strive to complete 100% of the key targets and tasks in 2025 and the 2020 - 2025 term plan, creating cultural works, tourism products, and sports achievements of high value and strong influence.

The Ministry of Culture, Sports and Tourism continues to arrange and perfect the streamlined organization and apparatus, operate effectively and efficiently according to Resolution No. 18-NQ/TW; promote decentralization and delegation of power, shift from management to modern administration, associated with enhancing responsibility, promoting the pioneering and exemplary role of the leader.

Continue to implement tasks of developing science, technology, innovation, digital transformation, administrative reform and Project 06; focus on reviewing legal regulations to promptly remove bottlenecks serving the development of science, technology, innovation and digital transformation activities in accordance with the specific characteristics of the fields of culture, sports and tourism.

The Minister of Culture, Sports and Tourism called on all cadres, civil servants, public employees, workers and agencies and units under the Ministry to promote patriotism, tradition of solidarity, creativity and determination, enthusiastically compete, make the highest efforts to successfully complete the tasks and goals set for 2025, and achieve outstanding and practical achievements to welcome the 14th National Congress of the Party .

Regarding institutional development: proactively review, supplement, complete and synchronize policies in the spirit of the four strategic breakthroughs stated in the Resolutions of the Politburo. Focus on completing draft legal documents under the 2025 law-making program and documents and projects submitted to the Government and the Prime Minister to ensure quality and progress, especially the Draft Press Law (amended), the Law on amending and supplementing a number of articles of the Publishing Law; closely monitor and coordinate with the Government Office and relevant agencies to continue completing the draft within the submission period for Decrees submitted to the Government; speed up the construction progress for Decrees under drafting and draft Circulars of the Minister.

Regarding culture: Concentrate all resources to prepare and organize the implementation of the Politburo's Resolution on a number of breakthrough solutions to revive and develop Vietnamese culture in the new era, complete documents and detailed instructions to be ready to put the Resolution into practice immediately after its promulgation.

This is a historic task, the highest commitment of the Culture, Sports and Tourism sector to the Party and the People. Each art unit has at least one high-quality art work or program on the theme of the Party, Uncle Ho, building and defending the Fatherland to celebrate the 14th National Congress of the Party. Focus on building an exemplary, professional, disciplined and responsible office culture environment, turning agencies and units into friendly and effective workplaces, and being models of ethics and style for cadres, civil servants and public employees in the Culture, Sports and Tourism sector.

Regarding sports: focus all resources on the Vietnamese Sports Delegation to participate in the 33rd SEA Games in Thailand and international sports events in 2025 with the spirit of victory, achieving the highest results. Strive to win many medals in regional and continental arenas, bringing glory to the Fatherland. Promote the movement "All people exercise following the example of great Uncle Ho", organize mass sports competitions, create a healthy and widespread exercise environment.

Regarding tourism: Focus on effectively implementing solutions to increase tourism growth in 2025, striving to reach 22 million international tourists, serving 130 million domestic tourists, with total tourism revenue estimated at 1 million billion VND. Prioritize exploiting tourism products associated with cultural and historical heritage and green, sustainable tourism. Promote digital transformation in tourism, upgrade smart tourism infrastructure to improve tourist experience and management efficiency.

Regarding information and propaganda: continue to propagate and spread the spirit of patriotic emulation, commend advanced examples and creative models, contributing to making the emulation movement a regular and effective activity, making practical contributions to the cause of developing culture, sports and tourism; promote digital transformation of journalism, develop high-quality journalism human resources, and improve management capacity in information orientation work.
