
The Ministry of Culture, Sports and Tourism received Express Report No. 3566/BCSVHTT dated November 3, 2025 of the Department of Culture and Sports of Hue City and Official Dispatch No. 1392/BTDT-VP dated November 3, 2025 of the Hue Monuments Conservation Center on flood and storm prevention and the collapse of a section of the Imperial Citadel wall (about 15m long) belonging to the World Cultural Heritage Complex of Hue Monuments.
First of all, the Ministry of Culture, Sports and Tourism highly appreciates the sense of responsibility and proactiveness of the Department of Culture and Sports of Hue City, the Hue Monuments Conservation Center, museums and relic management boards in the area in the work of natural disaster prevention, response and overcoming the consequences of floods, contributing to minimizing damage to cultural heritages in the area.
However, due to natural disasters and floods occurring with intensity and wide scope from November 2, 2025 to November 4, 2025 and many complicated developments of natural disasters, the Ministry of Culture, Sports and Tourism requests the People's Committee of Hue City to direct the competent authorities to organize inspections and reviews of the current status of the collapsed section of the Imperial Citadel wall in particular, the technical status of the relics, items, walls, tiled roofs, foundations and technical infrastructure of the World Heritage Complex of Hue Monuments in general and the relics in the city to assess the level of damage to serve the restoration work.

Many dangerous spots are appearing in the Hue Imperial Citadel wall system.
Timely protect the scene, prevent collapse and landslide of structures at the relic to ensure the safety of the relic and the safety of people around the relic area. At the same time, organize inventory, review and evaluate the preservation status of relics and antiquities in the relic that are affected or at risk of damage due to rain, floods, and mold to develop a timely preservation plan to avoid irreparable losses.
Propose that the People's Committee of Hue City prioritize, allocate funds and assign the Hue Monuments Conservation Center to continue reviewing the areas of the collapsed Imperial Citadel wall belonging to the World Cultural Heritage Complex of Hue Monuments at high risk of landslides, urgently develop a plan to restore and embellish the monument according to the provisions of the Law on Cultural Heritage No. 45/2024/QH15 and Decree No. 208/2025/ND-CP dated July 17, 2025 of the Government, to submit to competent authorities for consideration and decision.

In the long term, it is recommended that the Hue City People's Committee direct the Department of Culture and Sports of Hue City to coordinate with specialized agencies in the area to develop a Disaster Risk Management Plan, in order to be more proactive in identifying, preventing, responding to, minimizing and recovering from natural disaster risks for relics in the area.
Strengthening propaganda work, guiding the community to participate in protection work, in order to detect and warn early of unusual signs so that timely response and remedial measures can be taken, thereby contributing to enhancing the effectiveness of management, protection and promotion of relic values, ensuring safety for people and visitors.
