Through encouraging the application of criteria, it contributes to raising awareness and sense of responsibility of subjects and people, thereby gradually forming habits, civilized behavior, and a responsible lifestyle towards the environment, culture and society.
Create an effective mechanism for activities to preserve and promote traditional cultural values, cultural heritage and tourism development to be carried out sustainably, harmoniously resolving the relationship between conservation and development, between meeting current needs without harming the future.
The set of criteria is a tool and measure for state management agencies to evaluate the effectiveness of organizing and managing cultural, sports and tourism activities at the local level, serving as a basis for rewarding and replicating good models and good practices.
"The set of criteria for building a system of standards, cultural values of green living, green lifestyle associated with traditional cultural values" includes 3 areas: Festivals, Cultural Heritage, Tourism.
In particular, the general standards of the festival sector aim to build a civilized, healthy, safe festival cultural environment, preserve and promote the nation's fine traditional cultural values, while minimizing negative impacts on the environment, landscape, relics and ecosystems.
Specific criteria include: Criteria on management and organization; Criteria on environmental and landscape protection; Criteria on conservation and promotion of sustainable cultural values; Criteria on cultural behavior and green lifestyle.
The general standards of the cultural heritage sector aim to manage, protect and promote the value of cultural heritage in compliance with the principles of sustainability, maximally preserving the original elements constituting the relic and the integrity of the cultural landscape, harmoniously linking conservation and socio- economic development, especially green tourism.
Specific criteria include: Criteria on planning, preservation and restoration; Criteria on exploiting and promoting values associated with green lifestyle; Criteria on raising public awareness.
For the tourism sector, the common standard is to develop sustainable tourism, responsible for the environment and society; rationally exploit natural and cultural tourism resources to both meet the needs of tourists and preserve and promote values for future generations.
Specific criteria include: Criteria for developing green tourism products; Criteria for tourism businesses (travel, accommodation, transportation, other services); Criteria for behavior and responsibility of tourists.
The Ministry of Culture, Sports and Tourism requires all implementation activities to be carried out through a close, inter-sectoral coordination mechanism to ensure consistency and effectiveness.
Assign the Department of Grassroots Culture, Family and Library; Department of Cultural Heritage, Vietnam National Administration of Tourism to organize inspection and assessment of the implementation of the contents of the Criteria Set according to assigned professional fields; monitor, synthesize and evaluate in stages the results of implementing the contents of the Criteria Set nationwide to report, advise on the next solutions, commendation and replication of good models and good practices.
Department of Culture, Sports and Tourism; Department of Culture, Sports and Tourism of provinces and cities organize regular inspections.
