“Culture lights the way for the nation”, “people are the creators of culture, and at the same time are the products of culture”. In any era, paying attention to culture and people is always placed at a strategic level and plays an important role. That is also the consistent thought in the process of leadership and direction on cultural and human development in Son La province.

Inheriting the Party's viewpoint

Inheriting the Party's viewpoint on cultural and human development, the Resolution of the 15th Son La Provincial Party Congress, term 2020-2025, identifies 1 of 9 key tasks and solutions for the new term as "Building an advanced culture, imbued with national identity, promoting the cultural values ​​of ethnic groups in Son La and the Northwest region, and building comprehensively developed people". At the same time, "Taking cultural development and human development as core factors for socio -economic development".

On July 26, 2021, the Standing Committee of Son La Provincial Party Committee issued Conclusion No. 335-KL/TU on approving the Project "Building and developing Son La culture and people to meet the requirements of sustainable development in the period of 2021-2025, with a vision to 2030", aiming to build and develop Son La culture to gradually become an important resource for the goal of sustainable and comprehensive development. Implementing the Project, all levels, sectors and localities have actively implemented it, achieved many achievements, and made significant contributions to the socio-economic development of the province.

Mr. Pham Hong Thu, Deputy Director of the Department of Culture, Sports and Tourism, said: To implement the project, the sector will advise the province on developing plans, mechanisms and policies to preserve and promote cultural heritage, and build a cultural life at the grassroots level. Promote propaganda and raise awareness among cadres, party members and people about the position and role of culture in the cause of building and defending the Fatherland.

Following the direction and guidance of the province, the Party Committees and authorities at all levels in the province have paid attention to leading and directing the implementation of cultural and human development. Notably, the development of 2,000 mass art troupes has been established and operated in residential areas, agencies, units and schools. The system of cultural institutions has received investment attention, the rate of communes, wards and towns with cultural houses reached 95.5%; the rate of groups, hamlets and sub-regions with cultural houses reached 92.5%, contributing to improving the spiritual life of the people and strengthening community solidarity.

Cultural development associated with socio-economics

After 4 years of implementing the Project "Building and developing Son La culture and people to meet the requirements of sustainable development in the period of 2021-2025, with a vision to 2030", Son La tourism has achieved many outstanding results; completing 1 year ahead of schedule the goal of officially recognizing Moc Chau National Tourist Area; Son La Hydropower Reservoir Area has been officially included in the national tourism system planning for the period of 2021-2030, with a vision to 2045.

Son La tourism has made a big mark with Moc Chau National Tourist Area being voted by the World Travel Awards as “Asia’s Leading Regional Natural Destination” for 3 consecutive years and “World’s Leading Regional Natural Destination” for 2 consecutive years. The whole province has 12 recognized tourist areas and tourist spots.

The tourism industry in this period contributes about 6% of the province's GRDP. Son La tourism is considered an important tourist center on the "Through the Northwest" tourist corridor along National Highway 6. The goal is to strive for tourism to become a key economic sector by 2030, contributing 10% -13% of the province's GRDP.

The work of preserving and promoting culture has been effectively implemented. The province has 17 national intangible cultural heritages recognized, and the art of Xoe Thai has been included in the list of representative intangible cultural heritages of humanity. The tangible cultural heritage is diverse with 2 special national relics, 16 national relics, and 46 relics ranked at the provincial level. The cultural beauties of 12 ethnic groups are regularly recreated and performed before the community, becoming the highlight of cultural and tourism events of the province and localities.

Ms. Dinh Thi Huong, Head of the Department of Culture, Science and Information of Moc Chau town, shared: Tourists come to Moc Chau not only because they love the poetic scenery and fresh climate, but also because of the unique and characteristic cultural features of the ethnic groups here. Moc Chau focuses on preserving and promoting the good values ​​of ethnic culture and developing green agriculture, identifying these as the two main foundations in the orientation of sustainable tourism development of Moc Chau town.

Building Son La people to develop comprehensively

In recent years, our province has actively implemented the work of building comprehensively developed people, closely linking and harmonizing traditional and modern values, bearing the typical characteristics of Son La people: "Patriotism, solidarity, humanity, loyalty, honesty, determination, friendliness, diligence, creativity"; aiming for the standards of civilized, modern, intelligent, brave, confident, self-respecting, innovative, daring to think, daring to do, with strong will and aspiration to rise up, master science and technology, and absorb the cultural quintessence of humanity.

In the past 4 years, the whole province has sent 447 cadres, civil servants and public employees to participate in advanced political theory training; 73 classes with more than 4,000 intermediate political students; 61 classes with more than 4,000 elementary political students, along with hundreds of professional training classes, knowledge updating, and professional training... Up to now, the rate of trained workers has reached 63%; the rate of workers with degrees and certificates has reached 28%.

Educational institutions in the province focus on improving the quality of comprehensive education for students, moral education, personality education associated with knowledge education, and education of historical traditions. Localities pay attention to building a healthy and civilized cultural environment. Currently, each district has at least 1 library, or 1 bookcase, and book stations. In Son La city alone, 100% of groups and villages have the "Intellectual House" model, creating a good, free learning environment and opportunities, contributing to building a sustainable social development.

Ms. Luu Hai Anh, Deputy Director of the Provincial Museum and Library, said: The Provincial Library constantly innovates the way it serves readers, adds new sources of books, regularly rotates books for district libraries, public book stations, supports the construction of community bookcases, "intellectual houses" in districts and cities. In particular, it maintains activities to serve readers at the grassroots level, mobile libraries, organizes reading festivals at schools and units in the province, contributing to arousing the love for books and spreading the reading culture.

Along with that, the province has many drastic and effective solutions to improve the quality of comprehensive health and education. In particular, implementing health activities in mountainous areas, preventing malnutrition in mothers and children, and improving human stature. The sports movement has developed strongly, creating a spreading effect and attracting people to participate.

With the right policies and specific solutions, the work of developing Son La culture and people has achieved remarkable changes. The culture of ethnic groups is being preserved, maintained and promoted, which is the foundation for realizing the goal of building Son La culture and people in the right direction, creating a driving force for sustainable development.
