Promote the effectiveness of thematic meetings

27th session (special session) of the 18th Provincial People's Council.

In response to practical demands, the number of issues under the authority of the Provincial People's Council to consider and decide has increased, especially in the fields of investment, capital construction, finance - budget, and socio-economics. In fact, these issues arise continuously, requiring immediate consideration and decision. If we wait until the regular annual meetings (six-month and year-end meetings), implementation will be delayed and may not be as effective as expected. Therefore, in order to create favorable conditions for directing and implementing socio-economic development tasks, ensuring national defense - security and resolving urgent local issues under its authority, the Provincial People's Council has closely coordinated with the Provincial People's Committee and related units to effectively organize thematic meetings to resolve arising issues, contributing to the successful implementation of the province's political tasks.

To improve the quality of thematic sessions, the Provincial People's Council has focused on doing a good job of preparing for the session. Accordingly, the Standing Committee of the Provincial People's Council directed the Office of the National Assembly Delegation and the Provincial People's Council to coordinate with the Provincial People's Committee and the committees of the Provincial People's Council to prepare reports and submissions that are complete, scientific and accurate so that the session can take place successfully. The Standing Committee of the Provincial People's Council has assigned specific tasks to the committees to ensure that they are scientific and in the right field. Each committee has proactively collected information, organized supervision and surveys in many forms to grasp the actual situation on issues related to the content of the review. Accordingly, the quality of the review reports of the committees has been significantly improved, expressing opinions and clearly stating issues with different opinions, thereby helping the Provincial People's Council delegates have more information to discuss and decide.

The organization and conduct of thematic meetings in recent times have been innovated in the direction of promoting democracy, intelligence, and responsibility of delegates. The meeting agenda was arranged reasonably. The meeting management was flexible, creating a democratic and open atmosphere, promoting the responsibility of delegates. Immediately after the meeting, in order to soon put the resolution into practice, the Provincial People's Council requested the Provincial People's Committee, according to its authority prescribed by law, to promptly issue specific documents and implement them.

Since the beginning of the 2021-2026 term, the Provincial People's Council has held 29 sessions, including 21 thematic sessions. Through the thematic sessions, the Provincial People's Council has issued many resolutions on approving investment policies for projects related to the development of transport infrastructure, industrial parks and clusters to attract investors, contributing significantly to the socio -economic development of the province. For example, at the 27th Session (thematic session), the 18th Provincial People's Council issued 25 important resolutions, meeting practical requirements such as: Plan to adjust the central budget development investment plan for the period 2021-2025 of the National Target Program on New Rural Development in Thanh Hoa province. Allocation of central budget development investment capital in 2025 to implement the National Target Program on New Rural Development in Thanh Hoa province (phase 3). Adjusting and supplementing the 2025 public investment plan with central budget capital (reserve mobilization capital); capital for increasing revenue and saving provincial budget expenditure in 2024 transferred to implementation in 2025 was decided by the Provincial People's Council in Resolution No. 613/NQ-HDND dated December 14, 2024 (phase 1). Approving the list of works and projects requiring land recovery, changing the purpose of using rice-growing land, protective forest land, and production forest land in the province, phase 3, 2025...

It can be said that the innovation to improve the quality of regular and thematic sessions of the Provincial People's Council has really brought about practical results. The People's Council delegates have demonstrated the role and responsibility of elected representatives in representing the People to consider and decide on the goals and tasks of socio-economic development of the locality, contributing together with the Party Committee and the Government of Thanh Hoa province to successfully implement the targets set out in the Resolution of the 19th Provincial Party Congress, term 2020-2025.
