Building a civilized life
Every 5 pm, Ms. Nguyen Thi Thu Hien, Nghiem Son village, Hoang Khai commune (Yen Son) goes to the village cultural house yard to practice soccer and volleyball. Since the cultural house , sports field and campus were built, Nghiem Son village has established 2 clubs, the Women's Soccer Club and the Volleyball Club.
Ms. Hien shared that after a stressful day at work, going to the training ground not only improves her health but also strengthens her bond with her fellow villagers.
The community cultural house was built to contribute to enriching the cultural and spiritual life of the people (In the photo of the Cultural House of Nua hamlet, Dong Loi commune, Son Duong).
Hoang Khai commune is one of the first communes to complete the construction of new rural areas in the province. Along with the completion of infrastructure works, the improvement of people's spiritual life is of special concern to the commune government. Currently, the commune has established 12/12 volleyball clubs in the villages, 7 women's football clubs and 3 clubs to preserve traditional ethnic cultures. Ms. Phuong Huyen Sam, President of the Women's Union of Hoang Khai commune, said: The Women's Union of the commune regularly organizes competitions to preserve, conserve and teach traditional culture. In particular, for the past 2 years, the use of music for the members' performances has been encouraged to use all ethnic music, not foreign music... All activities are organized at the Cultural House. The cultural houses are lit up until late at night, which means that cultural, artistic and sports activities are more systematic and of better quality, attracting a large number of people to participate. Also from cultural and sports movements, friendly behavior towards the community and environment has gradually become a daily habit of the people here.
Not only in Hoang Khai, the completion and synchronization of cultural institutions is being focused on by localities.
Together with localities, the building of Tuyen Quang people to develop comprehensively in agencies and units has been launched with many emulation movements such as the movements: "Emulation in production and labor", "Excellent production and business", "Promoting initiatives and technical improvements"; the movement "Tuyen Quang joins hands to build new rural areas"; the emulation movements "Teach well, study well", "Studying and following Ho Chi Minh's ideology, morality and style", "Building clean and strong grassroots party organizations", "Skillful mass mobilization"...
From 2022, the province will annually maintain the organization of honoring 10 outstanding citizens who have made many contributions and outstanding achievements in various areas of social life in the province. At the same time, there will be appropriate and breakthrough mechanisms to attract and utilize talents, mobilize resources to develop Tuyen Quang culture and people in the new period, and many scientific research projects and topics will be implemented.
The quality of the movement "All people unite to build a cultural life" is increasingly improved.
In particular, Tuyen Quang focuses on preserving and promoting the value of cultural heritage effectively, closely linked with tourism development, cultural values are preserved, backward customs are gradually eliminated, and a civilized lifestyle is gradually formed in line with the development of the country. By March 2024, 19 intangible cultural heritage dossiers were completed and proposed to the Ministry of Culture, Sports and Tourism to include in the National Intangible Cultural Heritage List, reaching 190% (an increase of 90% of the planned target); 69% of historical, cultural relics and scenic spots were ranked.
Increasing resources for culture
According to the Department of Culture, Sports and Tourism, in recent years, increasing resources for the development of culture, sports and tourism in the province has been of interest and focus. In the reporting period, the Department of Culture, Sports and Tourism alone was allocated a provincial budget with a total budget of over 908 billion VND to invest in upgrading, building and implementing specific programs and resolutions on culture.
The national target program on new rural construction for the 2021-2024 period also allocates over 22 billion VND to support the grassroots information and communication system, and the construction of village cultural houses and residential groups with sports grounds and campuses.
At the district level, the investment budget for culture must be appropriate and basically meet the needs at each time. For example, in Ham Yen district, in 2014, the locality allocated 2.4 billion VND for cultural development, and by 2023, the resources for culture increased to over 19 billion VND. Or like Son Duong district, in 2014, it was only allocated 260 million VND, but by 2023, it was allocated over 9.3 billion VND...

In the period from 2021 to 2024, nearly 38 billion VND has been spent on upgrading equipment for 53 village cultural houses, preserving traditional cultural villages; restoring traditional festivals; renovating and embellishing historical relics, organizing training courses, etc. from capital sources of national target programs, especially the project to preserve and promote the fine traditional cultural values of ethnic minorities associated with tourism development under the National Target Program on socio-economic development of ethnic minority areas. It is expected that in 2024, 40 more villages will benefit from this capital source.
Agencies, units and localities in the province have actively promoted the socialization of cultural activities according to the policy of "State and People working together"; encouraged organizations and individuals inside and outside the province to invest in projects, support funding for construction, renovation and upgrading of cultural institutions.
At the grassroots level, the people themselves organize activities to preserve and develop traditional art forms, exploit, collect and preserve unique cultural values of the people of all ethnic groups in the area through the establishment of cultural and artistic clubs, mass art teams, contribute funds to purchase costumes and sound equipment, compose and stage art programs to serve the political tasks of the locality.
In particular, the implementation of socialization in the creation, design and construction of Mid-Autumn lantern models in Thanh Tuyen Festival has received the consensus and support of the people and brought about great efficiency. Thereby, the Festival has gradually reached the international level but still carries the identity and soul of the people of Tuyen.
Much work to do
After 10 years of implementing Resolution 33 of the Party Central Committee, there are still many issues regarding the comprehensive building and development of culture that have not met expectations.
In the province, the Provincial Cultural and Exhibition Center, also known as the Provincial Cultural Center; Provincial Sports Complex; Cinema has not yet been formed or built. Not yet 100% of villages, hamlets, residential groups or inter-villages, hamlets, residential groups have cultural houses; over 80% of historical - cultural relics and scenic spots in the province are ranked...
One of the biggest problems today is that the gap in cultural enjoyment between different classes is not really even. This is also the reality that the 18th Party Congress documents pointed out. In which, it is emphasized that there must be proper investment to gradually narrow the gap in cultural enjoyment between urban and rural areas, between regions and social classes...
According to statistics, at the commune level, there are currently 134/138 communes, wards and towns with Cultural and Sports Centers, of which 83 communes, wards and towns have Cultural and Sports Centers that meet the standards associated with the criteria for new rural construction; 1,680/1,733 villages, hamlets and residential groups have cultural houses - sports areas, of which 1,367 cultural houses - sports areas in villages and hamlets meet the standards.
Meanwhile, in enterprises and industrial zones, the construction of cultural institutions has not received due attention. In fact, currently, 2/2 industrial zones have planned land funds to build cultural and sports institutions; 5/28 enterprises in industrial zones have sports grounds; 28/28 enterprises do not have their own cultural houses to serve workers.
The management and development of cultural life at the grassroots level is still limited and not really of good quality; some unique traditional cultural features are at risk of being lost... Among these, the most obvious issues are clothing, language and housing.
Building a cultural environment is also a matter worth discussing, especially in the educational environment. According to incomplete statistics, from 2014 to March 2019, there were 198 cases of students fighting inside and outside schools in the province, some of which had serious consequences that significantly affected security, order, school safety, and social safety in the province.
The development of cultural industries in the province still has many limitations, lacking advanced technology to improve the quality of cultural products. Enterprises investing in cultural, sports and tourism services are still few, not diverse and abundant; the cultural market has not developed richly and diversely in the new situation.
Although the system of grassroots cultural institutions has received investment attention, it has not yet met the requirements, especially some cultural and sports institutions at the provincial and district levels, village cultural houses, and residential groups have not been fully equipped with facilities according to actual needs; there is a lack of public entertainment, recreation, physical education, and sports venues to meet the daily needs of the people, especially children. Cultural products serving tourism and services are not rich, diverse, and have not developed sustainably; cultural products have not been linked with tourism products, craft villages, etc.
In addition, the staff working in the field of cultural management and advisory work at the grassroots level is still lacking and weak, and has not been standardized to ensure consistency and rationality according to professional qualifications; policies on training, fostering, using, and treating staff working in cultural work are not reasonable, especially for cultural civil servants at the commune level.
One of the methods that many localities are currently exploiting and implementing very well is to seek the support of collaborators in the fields of culture, arts, and dedicated artisans. For example, in the mountainous district of Na Hang, the total number of officials working in culture, sports, and tourism in this locality from the district to the grassroots level is only 20 people. This team, together with the core members who understand culture, arts at the grassroots level, understand customs, practices, and cultural traditions in the community, have organized cultural activities well at the grassroots level, building a civilized lifestyle in the locality. According to Vice Chairman of the People's Committee of Na Hang district Nguyen Trong Doan, this team has actively contributed to preserving, conserving, and promoting traditional culture in the locality. Na Hang has now established 145 art troupes, 13 cultural and art clubs and restored many traditional folk songs and dances such as Then singing, Tinh lute, Coi singing, Loong nao dance of the Tay people, Pao dung singing, Cap sac dance, Chuong dance, Xinh tien dance of the Red Dao and Tien Dao people...
According to the assessment of the provincial Department of Culture, Sports and Tourism, in addition to objective causes, the consequences of social evils and harmful cultural products still penetrate society and families, especially through the Internet, causing harm to the traditions and customs of the youth, which is a great danger in building and developing culture, especially culture among young people, students and pupils today. What needs to be done immediately is to properly manage cultural activities on the internet environment, social networking sites, and promptly prevent harmful cultural publications and foreign cultures with inappropriate and unhealthy content.
At the 13th National Congress, our Party identified building and promoting the values and strength of Vietnamese culture and people as one of the key tasks and strategic breakthroughs. In particular, our Party emphasized the comprehensive building of a cultural environment in families, schools, communities, agencies and enterprises so that culture can truly be a driving force and breakthrough in economic and social development and international integration.
With what has been done, Tuyen Quang is striving to realize its determination to build and develop Tuyen Quang culture and people to meet the requirements of comprehensive and sustainable development, focusing on building Tuyen Quang people who are "patriotic, united, loyal, intelligent, disciplined, and creative".

The district has allocated budget to invest in renovating, upgrading and building new cultural institutions, supplementing equipment for the Commune Cultural Center, village cultural houses, residential groups with a total cost of over 30.5 billion VND... The system of cultural institutions in the district is operating more and more effectively; meeting the needs of enjoyment, creation and preservation of the fine traditional cultural identity of the nation and is a direct bridge between the Party committees and authorities at all levels and the masses, contributing to promoting the socio-economic development of the locality, improving the quality of life for the people and strengthening the great national unity bloc. Thereby, gradually overcoming the disparity in the level of enjoyment of culture, sports, entertainment of the people in urban and rural areas, creating a solid foundation to preserve and promote the national cultural identity, practice a cultural and civilized lifestyle, build a prosperous, equal, progressive and happy family. Through cultural institutions, the Party and State's policies and laws, and provincial and district programs and plans have been effectively disseminated and disseminated to successfully implement economic development goals in the area. Ms. Nguyen Thi Thanh Thao Hybrid culture needs to be eliminated. In recent years, many foreign festivals and cultural events have been imported into Vietnam in a massive, unselective manner. Besides the good and beautiful things, there are still some problems that after being imported into Vietnam have transformed and become negative issues in society. This problem can be clearly seen through the Halloween costume festival with monstrous images, scythes, hammers, axes, blood, bandages everywhere, even a group of young people getting out of a hearse... making everyone terrified. Furthermore, with the explosion of social networking sites such as Facebook, Zalo, Tiktok... young people tend to abuse foreign elements, such as: language, foreign idol trends... This has made today's youth gradually forget traditional cultural values, the heroic thousand-year historical values of the Vietnamese people. In fact, cultural exchange between countries and ethnic groups is an inevitable trend, a condition for young people to absorb the cultural quintessence of other countries, an opportunity to enrich the spiritual and cultural life of people. However, it is necessary to selectively import to ensure that Vietnamese culture develops day by day without losing its identity as well as the traditional humanistic educational values that have been created over thousands of years of history. |
