In response to the requirements of the revolution and the Party's orientation, on November 18, 1930, the Central Committee of the Indochinese Communist Party issued a Directive on the establishment of the Anti-Imperialist Alliance - the first form of the Vietnam National United Front. This event marked the maturity of our Party's awareness and practical leadership of the revolution. Throughout the 94-year history, with many different forms and names suitable to the tasks of each revolutionary period such as: the Indochinese Anti-Imperialist People's United Front, the Indochinese Democratic Front, the Anti-Imperialist National United Front, the Viet Minh Front... now the Vietnam Fatherland Front (VFF) have continuously developed along with the glorious historical stages of the Party, the Vietnamese revolution and the nation; always plays a good role in gathering and uniting all classes of people into a unified bloc of will and action, creating the great strength of the entire nation to complete the revolutionary goals initiated and led by the Communist Party of Vietnam .
Inheriting and promoting the glorious tradition of the Vietnam National United Front through the ages, the Vietnam Fatherland Front of Hung Yen province always takes the goal of maintaining political stability, developing the socio-economy, improving the material and spiritual life of the people, building a rich and civilized Hung Yen province as a common point to gather and unite all classes of people inside and outside the province and abroad, regardless of social class, ethnicity, religion. In recent years, the Vietnam Fatherland Front at all levels in the province has seriously and effectively implemented key tasks with strong imprints, affirming the role and position of the Vietnam Fatherland Front in the political system, gradually affirming its role as an important bridge between the Party, the government and the people; gathering and uniting member organizations and people to participate in building the Party, the government, and implementing socio-economic development tasks through the campaigns and emulation movements of the Front. Typical examples include the campaigns: "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", emulation movements "The whole country joins hands to build new rural areas", building "3-no residential areas", "For the poor - No one is left behind"... Thereby, the appearance of rural and urban areas, and the quality of life of people in the province have improved significantly. Up to now, the whole province has over 25% of communes meeting the model new rural standards; over 73% of communes meeting the advanced new rural standards, Van Giang district has been recognized by the Prime Minister as meeting the advanced new rural standards; Phu Cu district has basically met the advanced new rural criteria.
Participating in Party building and government building is one of the key tasks of the Vietnam Fatherland Front. In the 2019-2024 term, the Vietnam Fatherland Front at all levels in the province chaired the organization of 540 review conferences; participated in giving comments on 1,545 draft laws, resolutions, programs, projects, and documents; chaired the organization of 2,590 direct supervision meetings and supervised 2,178 documents through the review and study of documents. The Standing Committees of the Vietnam Fatherland Front Committees at all levels coordinated with the provincial National Assembly delegations, the Standing Committees of the People's Councils and People's Committees at all levels to well organize conferences of National Assembly deputies and People's Council deputies to meet voters before and after the sessions of the National Assembly and before the sessions of the People's Councils at all levels; promptly synthesized and fully reflected the thoughts, aspirations, opinions and recommendations of voters to the National Assembly, the Central Committee of the Vietnam Fatherland Front and the Standing Committees of the People's Councils at all levels...
The highlight of the province's Fatherland Front work is the movement "For the poor, no one is left behind". Not only has it done a good job of organizing and launching the "For the poor" peak month, mobilizing support for the "For the poor" Fund with the revenue for the 2019 - 2024 term reaching 172 billion VND, the support for building "Great Unity" houses for poor households and households in difficult circumstances has become a strong movement. Up to now, 100% of poor households in the province who are eligible have been supported to build new houses with a support level of 80 million VND/house, households repairing houses are supported with 40 million VND/house, higher than the average support level of the whole country.
The activities of the Front are increasingly innovative, strongly oriented towards the grassroots. The great national unity bloc is constantly consolidated and promoted, enhancing social consensus, creating a solid and stable foundation for the socio-economic development of the province.
The 2024 - 2029 term is very important for the work of the Front. During the term, there will be Party Congresses at all levels for the 2025 - 2030 term, leading up to the 14th National Congress of the Party; the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026 - 2031 term, and many important political events of the country, the province and localities. In response to those important requirements and tasks, the 16th Provincial Congress of the Vietnam Fatherland Front unanimously approved 9 goals, 2 breakthroughs, and 6 action programs for the new term. Some important goals include: 100% of residential areas have at least 1 outstanding project/work contributing to the socio-economic development of the locality; organizing the mobilization of the "For the Poor" Fund at all levels to reach 8 billion VND/year or more; 100% of poor and near-poor households in the province are supported, assisted, visited and given gifts by the Vietnam Fatherland Front Committees at all levels on holidays and Tet; 100% of poor households facing housing difficulties and eligible for support from the Vietnam Fatherland Front Committees at all levels to build and repair "Great Unity" houses...
Determined to successfully implement the Resolution of the Congress of the Vietnam Fatherland Front at all levels for the 2024 - 2029 term, enhance the core role of the Vietnam Fatherland Front in the political system, in the coming time, the Vietnam Fatherland Front at all levels in the province will focus on promoting propaganda, mobilization, gathering people of all walks of life, strengthening social consensus, promoting the strength of the great national unity bloc. Continue to thoroughly grasp President Ho Chi Minh's thought, the Party's consistent guidelines, policies and guidelines on great national unity, on the role and tasks of the Vietnam Fatherland Front; focusing on implementing Resolution No. 43-NQ/TW dated November 24, 2023 of the Party Central Committee (13th tenure) on continuing to promote the tradition and strength of great national unity, building our country increasingly prosperous and happy...
Focus on building and implementing well the coordination program, unifying actions with member organizations. Innovating the content and methods of operation, improving the quality of activities of the Vietnam Fatherland Front at all levels in the direction of clear goals, closely following the political tasks, socio-economic development of the Party Committees and authorities, so that the Vietnam Fatherland Front is truly a political alliance, voluntary union, playing a good role as a bridge between the Party Committees and authorities and the People; focusing on the grassroots and residential areas, promoting digital transformation. Strengthening the organizational apparatus to ensure streamlining and efficiency; building a contingent of Vietnam Fatherland Front officials at all levels with sufficient qualities, capacity, enthusiasm, courage, daring to think, daring to do, daring to take responsibility, daring to face difficulties and challenges, skillful in mass mobilization, meeting the requirements and tasks in the new situation.
Continue to improve the quality of campaigns and emulation movements associated with promoting the study and following of Ho Chi Minh's ideology, morality and style, focusing on the campaigns "All people unite to build new rural areas, civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", "Solidarity - Creativity" movements, building "3 no" residential areas. Carry out well the work of caring for policy beneficiaries and poor households with the motto "No one is left behind". Implement well 2 new contents: The emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front and the Program to build "Self-governed, united, prosperous, happy" residential areas...
Well perform the function of representing and protecting the legitimate and legal rights and interests of the People; effectively promote the role of social supervision and criticism; participate in Party building and building a clean and strong government according to the decisions and directives of the Politburo, the Secretariat and Resolution No. 44-NQ/TU dated December 26, 2023 of the Standing Committee of the Provincial Party Committee on promoting the role and improving the effectiveness of social supervision and criticism activities, participating in giving opinions on Party building and building a strong government of the Vietnam Fatherland Front and socio-political organizations of Hung Yen province for the period 2024 - 2029.
