Promoting the role of economic and defense zones in the new situation

According to Decree No. 22/2021/ND-CP dated March 19, 2021 of the Government on economic-defense zones (EZs), the goal of building EZs is to strengthen national defense and security in strategic areas, borders, seas, and islands to form a national defense posture associated with the people's security posture, creating a solid belt to carry out the task of protecting the Fatherland... Building and developing EZs is a strategic policy of the Party and State. In recent years, EZs have affirmed their position, role, and special importance in both socio-economic and national defense and security.

Creating position and strength in building a national defense posture

Based on the policies and orientations of the Politburo, the Secretariat, the Government and the Prime Minister, the Ministry of National Defense has deployed forces to build and develop economic-defense zones in strategic and particularly difficult areas.

The construction and development of economic-defense zones in strategic military and defense areas contributes significantly to building a national defense posture, building a solid defense zone, and protecting the Fatherland early and from afar.

According to statistics, over the past 15 years, the economic-defense zones have built more than 1,300 new concentrated residential areas, supporting the stabilization of the lives of nearly 100,000 households. The built residential areas have basically overcome the situation of some communes being empty of people. In particular, the economic-defense groups have always actively and proactively participated in building and consolidating the local grassroots government system; helping localities develop new party members, eliminating about 350 villages and hamlets with no party members; training nearly 3,000 people to create a source for party development; providing professional training for thousands of village, hamlet, and hamlet heads and deputy heads, especially in weak areas; perfecting and consolidating thousands of party cells and socio-political organizations to operate in an orderly manner. The population structure along the border has been adjusted, the grassroots government has been strengthened, people feel secure in living and developing the economy, becoming an important resource in participating in protecting national border sovereignty.

In particular, in the economic-defense zones with concentrated production, people have been organized to grow rubber, coffee, high-yield cashews, paper raw materials, etc., creating jobs and stable income for about 25,000 ethnic households living in the Central Highlands. In the economic-defense zones without concentrated production, people have been helped through the organization of many production models and services, such as: Supporting seeds, capital, raw materials, transferring farming and livestock techniques and purchasing products for households. Thereby, the lives of hundreds of thousands of people have been improved, the rate of hungry and poor households has decreased every year; the material and spiritual life of the people has been improved; culture, health care, and education have been gradually improved; the practice of shifting cultivation and deforestation for slash-and-burn farming has gradually been transformed into sustainable intensive farming.

For coastal and offshore economic-defense zones, the islands have directly supported fishermen in exploiting seafood in distant waters, helping fishermen to go offshore for long periods of time. At the same time, they have effectively supported rescue and relief work, building a people's war posture at sea, contributing to maintaining peace, stability and firmly protecting the sovereignty of the sea and islands of the Fatherland. The fishing logistics service centers on the islands provide fresh water and free minor repair services; guide fishermen to medical examination and treatment at the military hospital on the island; transport, supply fuel, and repair boats for Vietnamese ships operating in distant waters...

Wherever there are people, there are soldiers, the organizations of the Economic-Defense Corps are closely linked with local residential organizations. Implementing the "4 together" (eating together, living together, working together, speaking the same language as the people), cadres and soldiers of the Economic-Defense Corps have done a good job of propagating and mobilizing people to settle down, protect land, protect villages, protect borders and landmarks, promptly detect and coordinate with the army and authorities to detect and promptly prevent plots and sabotage actions of hostile forces; overcome the consequences of natural disasters and epidemics; implement the Party's guidelines and policies, the State's policies and laws and movements and campaigns launched by all levels; fight against all types of crimes, eliminate backward customs, superstitions, social evils, enticements and enticements of reactionary forces...

The practical and effective work of the economic and military delegations above has helped people in border areas to have more confidence in the Party and the Army; contributing to beautifying the image and qualities of Uncle Ho's soldiers in the new period.

Prioritize the development of economic and defense zones in particularly difficult areas.

Performing the functions of a combat army, a working army, a production labor army, the construction and development of economic-defense zones, contributing to building a strong national defense, building and firmly protecting the Fatherland in the new situation is an urgent issue. Accordingly, it is necessary to continue to thoroughly grasp and implement the Party's policies and orientations, carry out the planning of construction and development of economic-defense zones to ensure goals and tasks; prioritize construction in border areas, seas, islands, and areas of special difficulty to strengthen military and defense potential, and the overall strength to protect the Fatherland.

Continue to reorganize the production model in the economic-defense zones in the direction of: Prioritizing the development of household economy; promoting two-way service (supporting seeds, capital, raw materials, transferring farming and livestock techniques and guaranteeing product consumption for households), closely combining local people with economic-defense units in all socio-economic development activities. Promote support for residents, build infrastructure associated with people's lives, prioritize investment in some projects closely related to people's production and daily life.

Effectively implement integrated projects and national target programs to quickly create a new face in socio-economic development on the border. Villages and clusters of villages are built to ensure adequate essential infrastructure; enough residential land and production land for people. Propose competent authorities to increase financial resources and closely coordinate with localities to effectively integrate social resources in the construction of economic-defense zones.

Along with that, adjust the functions, tasks, organization, and staff of the Economic-Defense Group in the direction of increasing the number of personnel for units and production teams; train, foster, and recruit technical staff, local ethnic minority staff, and young volunteer intellectuals. Focus on training, retraining, and retraining the team of leaders and commanders of the Economic-Defense Group with sufficient capacity and professional qualifications to meet the requirements of tasks in the new situation...
