Promoting the role of "4 houses" bridge in agriculture

Quang Tri is one of 13 provinces nationwide piloting the implementation of Decision No. 1094/2022/QD-BNN-KN of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) on the project to improve the effectiveness of agricultural extension activities. The focus of the project is to improve the model of community agricultural extension teams (KNCĐ). The goal is to improve the capacity of agricultural extension activities at the grassroots level, effectively supporting cooperatives (HTX) and farmers, from providing market information, linking production, transferring technology to promoting digital transformation in agriculture. Along with the specialized agricultural extension system, KNCĐ teams are affirming their role as a solid bridge between the State, scientists and farmers, making an important contribution to the sustainable development of local agriculture.

Imprints from practical activities

Up to now, the whole province has established 110 KNCĐ teams, including 2 pilot KNCĐ teams from 2022 in Hai Lang - Trieu Phong cluster and Gio Linh, Vinh Linh, Cam Lo cluster, 8 expanded KNCĐ teams within the framework of the raw material area project and 100 commune-level KNCĐ teams according to criterion 13.5 of the new rural construction criteria set.

Director of the Provincial Agricultural Extension Center Tran Can said that the KNCĐ teams play an important role as a bridge between agricultural extension officers, farmers, businesses and managers, with the ultimate goal of increasing the value of agricultural products. The teams are under the direct management and professional guidance of the Provincial Agricultural Extension Center, focusing on supporting and advising farmers and cooperatives on agricultural extension, market support, value chain linkage and guidance on digital transformation in agricultural production.

As one of the first two pilot forest management groups established in 2022, the Hai Lang - Trieu Phong cluster forest management group is tasked with supporting people to develop 14,319 hectares of forest (mainly hybrid acacia and acacia mangium), providing raw materials for wood chip and sawnwood factories for domestic consumption and export.

Head of the Hai Lang Inter-District Agricultural Extension Station - Quang Tri Town, Tran Luong, shared that members of the KNCĐ team provided advice and guidance on converting small timber forests to large timber forests in Hai Phu and Trieu Thuong communes. In addition, the team also provided guidance on building a grapefruit growing model following VietGap standards on a scale of 4 hectares in Trieu Ai commune and implementing a livelihood model of growing bitter melon following natural farming in Hai Ba and Hai Duong communes. In addition, team members regularly coordinate with cooperatives to visit fields, inspect, and provide guidance on measures to care for and prevent diseases for crops and livestock.

Currently, Hai Lang district and Quang Tri town have established 16 commune-level KNCĐ teams. These teams have coordinated to implement many successful models, contributing to diversifying and increasing the value of local agricultural production such as: intensive cattle farming, converting planted forests in Hai Phu commune, raising safe biological pigs in Hai Thuong commune, planting FSC large timber forests, growing nets and squash in Hai Duong and Hai Dinh communes, developing greenhouse vegetables, and raising black apple snails in Hai Binh commune.

Strengthening technology transfer to support farmers

Since its establishment, the two pilot KNCĐ groups have been trained in 4 capacity building courses and knowledge transfer for 14 staff members. Since then, the members have organized 4 training courses to transfer science and technology to more than 100 farmers.

The transfer of technical advances has been promoted by the KNCĐ teams, including guidance on building forestry nurseries and model gardens, technical guidance on production models such as organic rice, biomass corn, fruit trees, large timber forests, cattle herd improvement, biosafety pig farming and 2-3-phase shrimp farming. The teams also support the Commune People's Committee in implementing international programs and projects such as World Vision, Plan, FMCR, VFBC, and organizing training according to the needs of local farmers.

Technical consulting services are also widely deployed, such as spraying pesticides with drones, providing guidance on designing mixed gardens, fruit orchards, tree planting techniques, livestock care, artificial insemination of cattle, and pond renovation for aquaculture and seafood. The KNCĐ team also actively participates in the activities of building new rural areas, including training on agricultural production, supporting the introduction of OCOP products on websites, and providing technical support for building new rural model gardens.

Connecting value chains, improving competitiveness

In the period of 2022-2025, the KNCĐ teams in coordination with the Provincial Agricultural Extension Center have successfully directed the implementation of 75.5 hectares of forest converting hybrid acacia from small wood to large wood and nearly 50 hectares of planting large wood forests using tissue-cultured hybrid acacia. Completed 6/6 improved nursery models, successfully incubated more than 300,000 tissue-cultured hybrid acacia seedlings, providing high-quality seedlings for more than 200 hectares of large wood forests in the raw material area, creating a solid foundation for the forestry industry.

The KNCĐ groups also actively connect farmers with businesses and cooperatives to consume agricultural products. Accordingly, they have supported the association with Quang Tri Trading Corporation to consume organic rice, biomass corn and plantation wood; connected with Tien Phong Company Limited to consume certified plantation wood products, wood converted from small timber forests to large timber; cooperated with Trieu Phong Clean Agricultural Products Cooperative to consume organically produced vegetables, fruits, chicken, and pork, and naturally grown products. In addition, KNCĐ also proactively connects with companies and businesses to consume other aquaculture, livestock and crop products in the area, expanding the consumption channel for local agricultural products.

To further promote the role of KNCĐ, in the coming time, it is necessary to continue to improve professional capacity through training, coaching, consulting and supporting technological equipment for production and digital transformation. At the same time, invest in livelihood models so that KNCĐ can directly support people in production and business, thereby promoting sustainable development of local agriculture and adaptation to climate change. The KNCĐ model is not only a bridge but also a driving force for the comprehensive development of agriculture and rural areas.
